Job Summary:  The Technical Program Officer – Education will
contribute to efficient and effective implementation of the Education Technical
program in designated Area Programs through capacity building, local level
partnership, project planning, monitoring and evaluation in line with
applicable technical approaches, WVU national strategy and the Promise 2030.

Key Duties and Responsibilities:  

Support effective
Project Planning and implementation though:

·       
Technical
guidance and support to the Area program planning and budgeting process to
ensure alignment to the WVU strategy and the Promise 2030

·       
Technical
support to core model planning and implementation

·       
Ongoing
supervision and monitoring of project activities

·       
Ensuring
that the most vulnerable children, registered Children and their households are
participating and benefiting from education program interventions

·       
Technical
capacity building of project staff, partner staff and other key stakeholders,
as required.

·       
Capacity
building and training of project staff, partner staff and other key
stakeholders

·       
Mobilization
of CCTs, SMCs and PTAs and conducting trainings to build capacities on education
models

·       
Provide
mentoring and coaching to education community volunteers and teachers and local
level capacity and local linkages to support education core models

·       
Identify
technical experts to train community groups

Partnership and
networking

·       
Identify
and build strategic linkages, relations, collaborations and networks with
partners and other stakeholders in implementation at the District level.

·       
Participate
and represent WVU in key donor engagements and technical working forums at
district, region and National level when applicable

·       
Point of
contact for consultation on issues to do with Cluster education program

·       
Identify
opportunities that present through networks and relationships with other
institutions and organizations and NGOs working in the areas of education

·       
Work
closely with District Education department staff to facilitate local level
advocacy

Research, M&E
and Documentation

·       
Effectively
document all information related to project successes, innovations and
promising practices and disseminate through appropriate mechanisms

·       
Responsible
for capturing child wellbeing indicators literacy, numeracy and life skills in
the cluster

·       
Support
processes of project baselines and evaluation of education projects

·       
Spear
head the Cluster education periodic project output & outcome monitoring
process.

Project management
and coordination

·       
Lead WV
internal learning and reflection on Education through benchmarking and
reflection meetings

·       
Review
monthly, biannual and annual reports to ensure compliance and quality to child well
being reporting

·       
Produce
timely, accurate, compliant and quality reports to the Education Technical
Program manager on a monthly basis

Resource
Acquisition

·       
Position
WV at local level for local fundraising

·       
Review
all concepts for PNS

·       
Participate
in resource mobilization through concept papers/proposal writing for fund
raising

Qualifications, Skills and Experience:

·       
The ideal applicant for the World Vision Technical Program Officer – Education
job must hold a Bachelor’s Degree in
Education, Social Sciences or other degree with a diploma in education. Post
graduate education training is an added advantage.

·       
Relevant
experience of at least 5 years in Education programming with reputable
institution, national or international NGO

·       
Good
understanding of education concepts and issues in development context
especially in Uganda

·       
Working
knowledge of the logical framework approach to project design, monitoring and
evaluation/ project cycle management

·       
Must be
a committed Christian, able to stand above denominational diversities.

·       
Highly
motivated to achieve quality results and service

·       
Demonstrated
accountability and integrity

·       
Ability
to communicate effectively

·       
Working
knowledge of data analysis software such as SPSS, Ms Excel, stata

·       
Demonstrated
experience and skill in research, analysis and report writing

·       
Strong
facilitation and presentation skills with a passion for sharing knowledge

·       
Team
management or working in a diverse team

·       
Ability
to work independently and as part of a diverse team
