About
US:

Accelerating
the Sustainable Control and Elimination of NTDs (ASCEND) is a £200 million
investment from the UK government’s Department for International Development
(DFID), to advance the impact and sustainability of national programmes
tackling neglected tropical diseases (NTDs). To be implemented between
September 2019 to March 2022, ASCEND comprises of two lots – one focusing on
South Asia, East¬ and Southern Africa (lot 1) and the other on West¬ and
Central Africa (lot 2). ASCEND lot 1 is implemented by a consortium of
technical partners led by Crown Agents, including Abt Associates, Oriole Global
Health and the Royal Tropical Institute. Central to ASCEND 1’s approach is a
close collaboration with National Governments and other implementing partners,
to enhance national approaches to NTD control and elimination. ASCEND’s goal is
to contribute to the global goal of reducing the burden of targeted NTDs so
that they are no longer a public health problem.

Job Summary:  The Data Manager will be seconded to the NTD –
Division in the Ministry of Health and will ensure quality data collection,
analysis, and reporting in Uganda under the ASCEND program. She/he will oversee
the data management and reporting of program performance and results for
country-led activities

The
successful candidate should have robust data analysis expertise, excellent data
management skills, strong attention to detail, and comfortable working with
large amounts of data at the same time.

The
Data Manager will be reporting to the head of the Division of Vector-Borne and
Neglected Tropical Diseases (DVB&NTD) who is also the National NTD Program
Manager and to ASCEND Country Lead..

Key Duties and Responsibilities: 

·       Provide technical expertise to the district Biostatisticians, HMIS
Focal persons and recording Assistants on NTD data management and reporting.

·       Capacity building to other MOH personnel involved at various levels in
NT
D data
collection, cleaning, analysis and reporting.

·       Support the NTD programme in update and maintain the National
Integrated NTD Database and ensure that the database information is complete

·       Support MOH program to use the national data storage platform, such as the
Integrated NTD Database, including using it to submit high quality data to WHO
(including Joint Application Package [JAP], Trachoma Elimination Monitoring
Form [TEMF], and elimination dossiers), etc.

·       Support NTD program in ensuring quality and timely reporting and documentation
of the NTD programme activities.

·       Support the NTD division to perform supervision field visits to ensure
the validation and verification of the data collected for accuracy in reporting

·       Supporting the NTD programme in collecting and reporting epidemiological and
process data towards control goals

·       To support NTD program and districts incorporate the relevant data
during development of appropriate work plans and reports, and using data to inform
strategy and activit
ies.

·       To support linkage of NTD database with the DHIS2

·        Prepare presentations on the
use of information systems to collect, store, use and share data as well as the
programmatic activities that generate and use these data.

·       Support operational research endeavours, documentation and evidence to
guide innovative approaches to NTD programme interventions in collaboration
with external partners, including ASCEND;

Qualifications, Skills and Experience:

·       The ideal applicant must
hold  a Bachelor’s degree in statistics
or Quantitative Economics, additional training in data management or Public
health (biased on epidemiology/statistics) , is added advantage.

·       At least six  years’ experience in NTD programme management
or management of global health/environmental data.

·       Experience in relational
database and statistical softwares (MS Access, SPSS, STATA etc)

·       Experience with digital
health information susytems is essential (DHIS2).

·       Working knowledge of NTD
diseases and experience in NTD research are preferred.

·       Demonstrated knowledge
of protection, prevention of sexual abuse and exploitation, and the field of
safeguarding is an added advantage

·       Ability to build strong
working relationships to enable effective management of partnerships and work
collaboratively as part of a global team.

·       People management skills
with a robust diplomatic understanding of culturally and ethnically sensitive
issues.

·       Excellent communication
skills (verbal and written English)

·       Willingness to travel
and to conduct regular field visits.
