Senior Financial Accountant

About the Role

The Senior Financial Accountant
will be responsible for the management of Uganda Finance Team ensuring: Timely,
accurate and high-quality financial reporting on all activities,  donor funds are effectively managed in pursuit
of agreed objectives, Budget holders are supported and provided with timely
information that enables them in monitoring and controlling their budgets, effective
systems and controls are in place for financial management and reporting Continuous
improvement and development of the finance team and ensuring that the Kampala
Finance Team and Field Office Finance Teams have sufficient capacity to meet
the above requirements

The key responsibilities of the role will be:

1.      Oversee
Financial Management within GOAL Uganda

o  
Management of the
day-to-day financial reporting to facilitate on-time reporting to Donors and
Dublin HQ

o  
Lead the Monthly
Sage Accounts Process

o  
Lead the Monthly
Donor Status Report (DSR) Process

o  
Lead the Monthly
Rolling Budget Process

o  
Lead the Monthly
Payroll Process

o  
Ensure the Field
Office Finance Teams are supported by the Kampala Finance Team and they make
their submissions on time

o  
Coordinate with
Dublin HQ on Funds Request and local banks on Currency Contracts

o  
Advise the GOAL
Uganda Management Team on Tax Related Matters

o  
Forward planning
with the FC

2.     Assist with
Donor Proposals and Grant Management

o  
Assist the FC
with the preparation of Financial aspects of Donor Proposals

o  
Coordinate the
preparation of Financial aspects of Donor Reports

o  
Alert the FC and
Coordinators to any upcoming deadlines

o  
Provide Technical
Support on Donor budgets, Donor reporting, Guidelines & Regulations to GOAL
Uganda Management Team

3.     Lead Annual
Statutory Audit and Specific Project Audits

o  
Facilitate timely
completion of the Annual Statutory Audit and Financial Statements

o  
Facilitate timely
completion of Specific Project Audits

4.     Supervision
of GOAL Uganda Finance Team

o  
Supervise the
finance team on a day to day basis

Qualifications, Skills and Experience:

Essential Requirements:

·       
Qualified
accountant. ACA, ACCA, CIMA, CPA or equivalent

·       
Minimum of three(3)
year’s professional working experience in a similar role with an international NGO at a senior level

·       
Budget and report
writing experience

·       
Excellent
computer skills, including Microsoft Word and Excel

·       
Strong analytical
and conceptual skills, with emphasis on planning, working to tight deadlines,
providing training, facilitating capacity building and supervising team
activities

·       
Excellent
written, verbal and communication skills

Desirable

·       
Working knowledge
of Sage

·       
Good team player,
flexible, tolerant, committed, Self-motivated, organized and innovative and
capable of working within a multinational and multicultural team

·       
Ability and
willingness to produce financial information in a format that non-technical
staff can understand

GOAL

Established in 1977, GOAL is
an international humanitarian agency, with a global team of 2,400 personnel, dedicated
to alleviating the needs of the most vulnerable communities. Currently
operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide
range of humanitarian and development programmes, ranging from humanitarian
relief in disaster situations, to focusing on nutrition, food security, and
building greater resilience and sustainable livelihoods.

General description of the country programme:

First operational in Uganda
in 1979, the current GOAL Uganda country programme focuses on Health (including
WASH, Health Accountability and Nutrition programming); and a market based
systems approach to improving agricultural livelihoods and WASH. GOAL Uganda
mainstreams gender, child protection, social behaviour change and resilience
strategies across all programming. GOAL works on a district focused approach
and uses a mixture of direct implementation and partnerships with national and
international civil society organizations, local government, the private sector
and communities to give effect to our mission.

GOAL Uganda has a skilled
team of approximately 100 personnel and manages an annual operating budget of
approximately €8.7 million (2018). GOAL is currently operational in the North,
South, East and West of Uganda with six established offices in Kampala, Lira,
Bugiri, Abim, Kaabong and Agago Districts. GOAL Uganda country programme is
funded by a number of donors who include Mastercard, charity: water, Irish Aid
and some small foundations.

Remuneration Package and Benefits: Our package includes a competitive salary, health
insurance cover for up to 3 dependents, comprehensive 24 hour personal accident
cover, terminal benefits equivalent to one month for each completed year of
service and our working hours provide for a half day on Fridays.  GOAL promotes a learning and development
