Bank Ltd (UDBL) is the country’s only Development Finance Institution (DFI)
established in 1972. The Bank has recently re-positioned itself as a partner to
the Government of Uganda in delivering the theme of its National Development
Plan. 

Job Summary:   The Head Business Technology will ensure that
the information system adequately supports the achievement of the Bank’s
strategic objectives. The Head Business Technology shall be responsible for
designing the Business Technology strategy for the Bank and implement the same
in a timely, reliable and consistent manner.

Key Duties and Responsibilities: 

Planning and
Execution

  • Constantly review the Business Technology Strategy for the Bank to
    ensure responsiveness to the dynamic needs of the Bank
  • Review and deliver the Bank’s digitization strategy Develop in a
    timely manner, relevant and appropriate Information Technology (IT)
    solutions that support the changing business environment of the bank.
  • Structure Business Technology to serve complex, global business
    needs by implementing technological and management approaches that permit
    the benefits of globalization and localization to be realized
    simultaneously. Develop internal Business Technology capacity to programme
    and roll out innovations
  • Champion the annual development and review of Strategic Business
    Technology architecture including its planning, development, and
    implementation.
  • Continuously evaluate Business Tecnology strategic direction to
    confirm alignment with Bank’s set objectives.
  • Participate in preparing the Business Plan and budget for the
    Business Technology unit and implement the approved plan/budget.
  • Co-ordinate the development of PC-based applications to support
    business products, consistent with institutional procedures and best practices.
  • Ensure appropriate organizational and staffing control within the
    technology function; where required, ensure that segregation of duties
    & dual controls are maintained. Participate in meetings of the
    Management Team and assist in advising EXCO on any actions, programs or
    policies required to support the improvement of the bank system
    operations. 
  • Regularly record, review and close all reported Business Technology
    audit issues with details of the resolution and timelines to resolve.
  • Oversee service management of vendors and outsourced operations and
    ensure execution of Service Level Agreements (SLA)
  • Safeguard the organization’s information assets by keeping abreast
    of new threats, such as service attacks and spamming.
  • Manage Office Automation Systems and Network design/Communications.
  • Facilitate integration of M&E needs with existing business
    technology systems to facilitate Development Impact measurement.

Staff Development

  • Constantly and consistently review the competency and performance of
    the BT team members, address any performance shortfalls and/or recommend/
    implement, in conjunction with HR, appropriate performance enhancement
    interventions.
  • Provide continuous coaching and lead the implementation of each team
    member’s individual development plan within the BT unit.
  • Develop, with direct report, his/her Individual Development Plan and
    lead the implementation of same.
  • Annually review and update individual job accountabilities and
    performance targets for the BT staff and ensure alignment to the unit’s
    strategic & business plans.
  • Plan and implement appropriate training for the BT staff whilst
    ensuring also that all other members of staff receive BT support services
    as required.
  • Ensure appropriate system support services and training to all
    authorized bank staff.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Uganda Development Bank Head Business
    Technology job must hold a good bachelor’s degree in a Business Technology
    related field of study.
  • A master’s degree in a related field of study
  • A recognised management or leadership program would be an added
    advantage
  • Professional certification in a relevant field will be an added
    advantage
  • At least five years of experience in a similar role at management or
    senior level and with exposure to managing a team of diverse business
    technology professionals
  • Experience in implementation of Business Technology strategies for
    Development Finance Institutions, Banking and Finance Institutions or
    Credit Institutions with understanding of attendant processes is required.
  • Excellent communication (Oral & written) skills, including
    strong report and proposal writing abilities
  • Strong analytical & problem -solving skills
  • Masterly of Business Technology risks and operations
  • Demonstrated knowledge of Business Technology trends
  • Ability to leverage technology to support Business growth &
    sustainability (Business acumen)
  • Ability to manage/work with multidisciplinary teams
  • Good interpersonal/relational skills
  • Ability to lead and create a motivated and energized team, with a
    focus on result- based performance
  • Proven abilities core banking systems
