About US:

Mt. Elgon
Labour-Based Training Centre (MELTC) is a Project under the Ministry of Works
and Transport. MELTC is the National Training Centre for the application of
Labour- Based Technology (LBT) in the rehabilitation and maintenance of
National, District, Urban and Community Access Roads. The Training Centre is
located 20 Kms from Mbale Town along the Mbale – Budadiri road; adjacent to
Uganda Technical College-Elgon. The training conducted at MELTC is both
classroom and field based.

Key Duties and Responsibilities: 

  • Sensitizing MELTC staff, trainees and other stakeholders on
    environment and social safeguards in road works
  • Provide guidance to MELTC on new and emerging environmental and
    social safeguard policies, laws and regulations issued by regulators like
    NEMA
  • Provide technical support to community based initiatives on the
    renewal and sustainability of the natural environment
  • Participate in conducting Training Needs Assessments (TNA) for
    trainees in regard to environment and social safeguards in road works
  • Carry-out Environment and Social Impact Assessments (ESIA) on
    training roads/sites and trial contracts and submitting them to NEMA for
    clearance and approval
  • Monitoring the implementation of the Environment and Social
    Management Plans (ESMP) in Local Governments
  • Preparing periodic reports on the state and implementation of
    environment and social safeguards
  • Preparing work plans and respective budgets for the implementation
    of environment and social safeguards in road works at MELTC and districts
  • Provide technical and outreach support to contractor trainees and
    local governments on the implementation of environment and social
    safeguards in road works
  • Participating in the updating and/or review of the MELTC training
    curriculum in regard to environment and social safeguards

Qualifications, Skills and Experience: 

  • The applicant must hold a Bachelor’s of science degree in
    Environmental Science/ Management
  • Three years of hands-on experience in mainstreaming environmental
    and social safeguard matters in the roads sub sector
  • Ability to work in a multidisciplinary and multicultural environment
  • Strong interpersonal skills, including team management and
    understanding others
  • Ability for conceptual and analytical thinking (to perform action
    research and theory-driven enquiry)
  • Ability to work independently & proactively
  • Good working knowledge of Microsoft Office (Word, Excel, PowerPoint
    etc)

Added Advantages:

  • Working knowledge of Labour-Based road works and low cost sealing
  • Membership to a regulated body of Environmentalists
  • Possession of a Training of Trainers (ToT) certificate issued by a
    recognized institution
