About US:

The Office of the
Prime Minister (OPM) is the Leader of Government Business in Parliament and
responsible for the coordination and implementation of Government Policies
across Ministries, Departments and other Public Institutions.

Key Duties and Responsibilities: 

  • Ensures effective and efficient implementation of all training
    programmes delivered by the Centre and network of training providers.
  • Ensures the integrity of internal and external examinations.
  • Oversees the development of training curricula.
  • Manages processes and procedures of admissions.
  • Ensures quality of training programmes delivered by training
    partners.
  • Manages and supervises all Heads of technical department.

Qualifications, Skills and Experience: 

  • The ideal candidate must hold an Honours Bachelor’s Degree in
    Engineering, B.A. Industrial Art & Design, BSc. Agriculture, Social
    Science, Development Studies or any other field related to Management
    Science from a recognized University / Institution.
  • Must have a Master’s Degree in Business Administration,
    Public/Administration & Management, Project Planning & Management,
    Monitoring & Evaluation or a related field from a recognised
    University/Institution.
  • Either a Certificate or Diploma in Technical Teacher Education
    (CTTE/DTTE) or Certificate in Vocational Training Instruction (CVTI).
  • A Technical qualification/training of trainers or training of
    instructors for Business, Technical and Vocational Education and Training
    (BTVET) would be an added advantage.
  • A minimum of 5 (five) years of experience in technical and
    vocational training, at least 3 (three) of which should have been gained
    at the level of programme development and management. 
  • Knowledge and practice of modularised training based on standards
    and a qualification framework for assessment.
  • Private and public sector experience in skills development.
  • Developing an employment oriented curriculum.
  • Familiarity with the relevant research in skills development.
  • Familiarity with the Northern Conflict and its educational and
    social impact on the youth of Northern Uganda.
  • Knowledge in procurement, including familiarity with the provisions
    of the PPDA.
  • Knowledge in accountability for use of resources, including
    familiarity with financial management procedures of the Government of
    Uganda.
  • Age: 35 years and
    above
