a member of the International Red Cross Red Crescent Movement. The ICRC is an
International humanitarian institution which has a mandate to protect victims
of international and armed conflicts i.e. the wounded, refugees, civilians,
prisoners and other non-combatants.
Job Summary:  The WASH Program Officer will be responsible
for coordination and day-to-day management of the planned set of activities set
up as part of a large WASH-related program. The position holder in consultation
with the URCS WASH Coordinator and Austrian Red Cross WASH Advisor will be
required to implement the proposed set of activities for increased innovation,
strengthen Red Cross Movement capacities and partnerships with relevant
external stakeholders for effective WASH and related fields service delivery.
The successful candidate will be responsible for the overall implementation of
the Programme and supporting the innovative WASH approaches by the respective
branches.
Key Duties and Responsibilities: 
  • Plans, coordinates, learns and shares recommendations on proposed
    program activities in close coordination with the Ugandan and
    international program team.
  • Manages program work plans, budgets and ensures proper
    accountability of program funds and other resources.
  • Preparation, evaluation and management of Sub Grants for innovative
    WASH Sub projects.
  • Prepares and submits timely and quality activity reports.
  • Conducts training, coaching and technical support supervision to
    selected Red Cross Branches.
  • Develops and disseminates program monitoring tools in liaison with
    the URCS M&E officer and ensures they are used with indicators
    therein.
  • Liaises and maintains good coordination with Government Line
    ministries, and relevant stakeholders in consultation with respective
    Program Coordinator and Director on policies and guidelines.
  • Manages contracts whenever they are awarded, maintains link with
    service providers and closely monitors /supervises the service delivery
    chain.
  • Prepares monthly and quarterly progress narrative and financial reports
    in accordance with URCS guidelines and back donor requirements.
  • Maintains good cooperation and collaboration with line ministries
    and other stakeholders  



Qualifications, Skills and Experience: 
  • The ideal candidate for the Uganda Red Cross Society (URCS) WASH
    Program Officer job must hold a Bachelor’s degree in Humanities and
    Environmental Sciences with a post graduate training in Public Health from
    a reputable institution.
  • At least three years’ experience in a similar position or worked
    with reputable organization/agency in at a minimum of mid-level managers’
    position for more than 3 years preferably.
  • Work experience with a donor-funded institution will be an added
    advantage;
  • Adequate training and experience in Grants Management and Human
    resource management or related disciplines.
  • Should be familiar with preparation processes and management of
    Grants especially in the WASH Sector.
  • Very good computer skills (M/s Word, Excel) and ability to run
    specific software (Project);
  • Good initiative and self motivated individuals to work with minimal
    supervision efforts.
  • Good interpersonal skills and working relations with other staff
    under his/her supervision and other stakeholders.
  • Excellent spoken and written English communication skills; ability
    to compile and assimilate content in short time frames;
  • Proven project management skills, particularly around assessing
    priorities and managing workloads;
  • Ability to work across different actors, cultural contexts,
    technical areas and bridge silos within the organization and with external
    partners;
  • Strong demonstrated skill working with external partners and
    bringing several stakeholders together for a common goal;
  • A proactive approach to work, the ability to handle multiple tasks
    and to maintain a high quality standard when working under time pressure;
  • A mature personality of high integrity with great team working
    skills, a courteous attitude and a clear sense of confidentiality;
