Job Summary:  The Reporting, Monitoring and Evaluation
Officer will be responsible for efficient monitoring and evaluation of the
project’s planned activities and implementation progress. In addition, to
promote a client-oriented approach consistent with UNOPS rules and regulations
and will work in close collaboration with the project stakeholders and local
participating partners to ensure oversight M&E activities in support of
successful planning and implementation of the project’s components.
Key Duties and Responsibilities: 
Monitoring &
Evaluation
  • Develop a monitoring and evaluation (M&E) framework (complete
    with indicators) in line with the projects priorities;
  • Review the implementation of the M&E framework, performance
    indicators and, apply relevant tools for data collection, measurement and
    analysis;
  • Compile the lessons learned report as a project deliverable;
  • Perform analysis and implementation of effective monitoring and
    evaluation systems of project activities using the M&E framework,
    which includes review of indicators, deliverables and lessons learned;
  • Ensure that the project stakeholders are consulted and referred to
    as part of project monitoring, as applicable;
  • Work closely with the project team members in tracking projects and
    support the Project Manager in undertaking reporting;
  • Together with the Project Manager contribute to quarterly assurance
    process;
  • As needed, undertake monitoring visits and/ or participate in
    project site visits;
  • Support and contribute to setting up innovative mechanisms for
    mapping of assessment outputs using GIS technologies,
M&E Capacity Development
  • Serve as a resource on participatory approaches to reporting,
    monitoring and evaluation for UNOPS and partners for improved
    accountability for results;
  • Develop and implement training modules on participatory approaches
    to M&E for UNOPS and partners;
Reporting
  • Coordinate inputs to and draft reports related to project
    activities.
  • Develop appropriate reporting formats to meet all reporting
    requirements of the project.
  • Coordinate the finalization of donor reporting with the UNOPS Hub in
    Kenya.
  • Establish a reporting schedule and ensure the timely submission of
    reports as identified;
  • Provide quality assurance, including data verification, on all
    reports and information products produced by the project by editing and
    consolidating all reports prepared by the project;
  • Liaise with the UNOPS Hub in Kenya regarding the dissemination of
    reports and  the accuracy of
    information included in visibility materials and publications;
  • Draft briefing notes, talking points and other correspondence
    related to the project;
  • Produce and update information products such as maps, charts and
    info-graphics by turning data into graphical products to convey messages
    and a storyline as well as support strategic and operational
    decision-making
  • Act as a focal point/central instrument for the collection, analysis
    and dissemination of information relevant to verification, monitoring and
    project activities.
  • Understand, document and ensure the quality of high-value data for
    accuracy, consistency and comparability.
  • Perform other related duties as required.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations Office for Project
    Services (UNOPS) Reporting, Monitoring and Evaluation Officer job
    opportunity should hold a Master’s Degree in project management, development
    policy and/ or planning, communications or relevant discipline
  • A Bachelor’s University Degree with a combination of 2 years of
    relevant professional experience in Programme/ Project Management,
    Monitoring and Evaluation, or any related discipline, may be accepted in
    lieu of the advance university degree
  • Two years of experience in results-based management, monitoring, and
    evaluation is required;
  • Experience in designing and managing monitoring systems for
    programmes and projects is desired;
  • Experience in programme and project evaluation techniques and
    participating in evaluation missions is desired.
  • Experience in results-based reporting systems is desired;
  • Good computer skills and familiarity with statistical packages is
    desired;
  • Good contextual knowledge of local issues, community priorities,
    social and cultural constraints and realities will be an added advantage.
  • Excellent communication and writing skills in English are required.
