is the largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas: Saving lives in Emergencies; Building
Resilience through Predictable Safety Nets; Improving Nutrition &
Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets.
WFP has operations in various parts of the Country.
Job Summary:
The Programme Policy Officer (HIV) will be responsible for strengthening WFP’s
capacity development agenda on nutrition, HIV and TB related issues and support
the management of WFP’s nutrition programme in the field. WFP is focused to
help Uganda achieve SDG 2 and SDG 17. WFP Uganda has operations in various
parts of the country including refugee hosting districts and Karamoja region.
The incumbent will provide technical support ensuring the integration of HIV/TB
and Nutrition into national policies and WFP programmes
Key Duties and Responsibilities: Under the overall supervision of the Head of
Nutrition at WFP Uganda Office, the incumbent will perform the following tasks
and duties:
  • Actively contribute to the development of HIV/TB and nutrition
    projects and activities, plans and processes, ensuring alignment with
    wider HIV/TB and nutrition policies and guidance
  • Provide project management support to specific and defined HIV/TB nutrition
    projects and activities, ensuring a coordinated approach with wider
    programmes/projects that complies with WFP standards and procedures as
    well as national policies and guidelines
  • work closely with implementing partners (internal and external) and
    government to monitor ongoing projects, ensuring effective collaboration,
    timeliness and efficiency, and highlight potential risks to project
    delivery.
  • Support the identification of potential partners and partnership
    negotiations to ensure a collaborative and holistic approach to meeting
    HIV/TB nutrition needs
  • Support the capacity building of WFP staff, partners, national and
    sub-national government to prepare for and respond to HIV/TB nutrition
    needs for example the development of policy, guidelines, training and IEC
    materials
  • Supporting advocacy, fundraising and outreach activities to ensure
    resources for food and nutrition in the HIV/TB response
  • Actively participate in all relevant coordination and technical
    forums of the national response to HIV/TB at national and sub national
    level including the Joint UN Team on AIDS (JUNTA), MOH through the AIDS
    Commission, Health Sector Committee, HIV/TB working groups at national and
    field level         

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme
    (WFP) Programme Policy Officer (HIV) job placement should hold an advanced
    university degree obtained from a recognised education institution in any
    of the following areas: public health, nutrition, medicine, social
    sciences or any other related area;
  • A minimum of five years of professional experience in public health,
    nutrition, Health Systems Strengthening and HIV;
  • Good knowledge of and working experience within HIV/TB and
    Nutrition;
  • Experience working in developing countries and in building
    partnerships with ministries of health, national AIDS programs, national
    and local non-governmental organizations;
  • Experience working in public health/food security/nutrition and HIV
    related activities;
  • Experience and exposure to implementation of national/international
    development programme;
  • Experience in writing funding proposals for nutrition and HIV/AIDS
    response;
  • Strong organizational skills, with an ability to effectively manage
    multiple tasks simultaneously;
  • Excellent communication skills, both written and oral, in English.
  • Significant experience in implementing technical programs (i.e.
    nutrition, etc.).
  • Experience in implementing programmes and providing input into
    designing operations.
  • Has provided input into policy discussions and decisions.
Competencies:
  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key
    variables and contextual factors that affect food assistance problems and
    programmes throughout the lifecycle to inform quality programme design or
    re-design.
  • Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and
    consolidate quantitative and qualitative information from different
    sources (e.g., market studies) to inform transfer modality selection and
    programme development.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret
    basic data in the context of WFP specialised fields to contribute to
    technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development,
    implementation and realignment of high quality emergency programmes.
  • Strategic Policy Engagement w/ Government: Develops thorough recommendations using
    multiple inputs (e.g., government counsel, research, own experience) to
    strengthen national or subnational entities and government owned food and
    nutrition security programmes.
