for Relief and Development (AIRD) is a non-governmental, non-political,
non-religious and non-profit making organization with the main aim of protecting
and seeking durable solutions for Refugees and IDPs in Africa in partnership
with UNHCR the UN refugee agency.
Job Summary:  The Program Manager is responsible for
supervising, reviewing, monitoring and evaluating all information about the
various activities conducted in each Country Program while ensuring compliance
to Donor requirements.
Key Duties and Responsibilities: 
Program Management:
  • Adhere to all regulations, instructions and observe guidelines,
    orientations, systems, procedures forms and formats of the AIRD Standard
    Operating Procedures
  • Read and have a good understanding of AIRDs SOPS and how they work
    in the field
  • Prepare a summary of all SOPs for Program offices and provide
    feedback for improvements
  • Ensure that management is made aware of any issues that UNHCR may
    have communicated with regard to the project operations & reporting,
    so that timely action may be taken
  • Good understanding of Donor agreements
  • Preparing necessary work plans for each program from the Donor
    agreements to be monitored on a monthly, quarterly and annual basis
  • Abide by all government regulations /policies as per the sub
    agreement
  • Any other responsibilities assigned
Program Monitoring
& Evaluation:
  • Develop, review or update existing questionnaires for monthly
    reports, quarterly reports, annual reports, comprehensive survey for the
    Country Program Offices
  • Monitor and evaluate AIRD’s operations reports, data, and other
    related documents received from the Country Program Offices
  • Review verification reports from the Program and provide feedback on
    Operational issues
  • Coordinate with the Finance & Admin department, Human Resource
    and others to improve AIRD HQ’s monitoring and evaluation systems
Knowledge
Management:
  • Receive and analyze AIRD’s operations reports, data and other
    related documents submitted by Country Program Offices
  • Update the AIRD HQ’s operations database by transferring operations
    data received from Country Program Offices
  • Follow up for any inclusions, exclusions and clarifications required
    by the DOO from the Country Program Offices related to operations report,
    data or other documents submitted to the HQ
  • Receive, transfer, maintain and analyze data relevant to AIRD’s
    operations from UNHCR’s country fact sheet, operations updates, snapshots,
    reference maps, and other sources
  • Transform AIRD HQ’s operations database into an information hub and
    disseminate operations data to Country Program Offices as and when
    required
  • Review organogram submitted by Country Program Offices and submit
    the review report to the DOO for further action
Proposal/COE
Responsiveness:
  • Monitor on daily basis UNHCR partner portal and update the DOO about
    new Call of Expressions relevant to AIRD’s Operations and prospective
    opportunity for further action
  • Liaise the DOO in drafting and submitting Call of Expressions on
    UNHCR partner portal
Stakeholder/Donor
Relations
  • Attend UNHCR inter-agency meetings, workshops and submit a brief
    summary report to the DOO
  • Build and maintain good working relationships with all relevant
    stakeholders including Donors, INGOs and NGOs
  • Review or draft contracts whenever a need arises
  • Perform any other duties as may be assigned by management

Qualifications, Skills and Experience: 
  • The applicant for the AIRD Program Manager AIRD Head Office must
    hold a Master’s degree or higher in a related field.
  • Post graduate diploma in M&E will be an added advantage.
  • At least five years of relevant international experience both in
    field and headquarters in humanitarian relief, recovery or development
    work.
  • Previous experience in  conducting
    M&E in humanitarian relief and development
  • Previous experience in coaching program staff in facilitating
    training and in selecting and managing consultants.
  • Experience working with international development partners,
    international nongovernmental organization (INGOs) and donors (in
    particular UNHCR experience) is an asset
  • Professional competency in Microsoft Windows, Outlook, Word, Excel.
    Professional competency in major statistical analysis software like SPSS
    will be an added advantage.
  • Must be conversant in English and French (written and spoken)
  • Ability to write clearly articulate proposals, reports, and
    correspondence
  • Proven experience in producing briefs, newsletters, magazines and
    other materials for both internal and external audiences
  • Previous experience with monitoring and evaluation systems and
    research
  • Excellent written and verbal communication skills
  • Good analytical skills and ability to present complex information
    precisely
  • Capacity to lobby, influence and represent AIRD at all levels
The Program Manager
should demonstrate competence in some or all of the following:
  • Aptitude: Possess
    excellent analytical skills and continually examine things and think of
    ways to help things work better. Should be naturally inquisitive.
  • Attention to Detail: Pays meticulous attention to detail. The slightest error can cause
    an entire M&E to fail, so every detail must be reviewed thoroughly
    during the course of completing a project.
  • Creative: Should
    be creative and can think of new and innovative ways to develop new
    systems and make existing things work more efficiently.
  • Mathematically Inclined: Possess excellent statistical skills.
  • Technical Knowledge: Possess a vast amount of technical knowledge; understand a variety
    of computer programs and statistical analysis software that are commonly
    used during M&E.
  • Behave Ethically:
    Understand ethical behavior and practices, and ensure that own behavior
    and the behavior of others is consistent with these standards and aligns
    with the values of the organization
  • Build Relationships: Establish and maintain positive working relationships with others,
    both internally and externally, to achieve the goals of the organization

    using appropriate and effective communication tools and techniques

    clear decisions, in conjunction with the S.O.M. or C.P.D., which are

    Assess problem situations to identify causes, gather and process relevant
    information, generate possible solutions, and make recommendations and/or
    resolve the problem
  • Ensuring value for money i.e. program/project monitoring
  • Ability to work under hardship environment and with minimum
    supervision
  • Willingness to travel as necessary, work the required schedule, work
    at different locations as required
