About UNHCR:
The Office of the
United Nations High Commissioner for Refugees was established on December 14,
1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute
of the Office of the United Nations High Commissioner for Refugees is to lead
and co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary:  The Education Information Management Officer
will be based part-time at UNHCR, and part-time at the Ministry of Education
and Sports (MoES). S/he will work under the ERP Secretariat in MoES and the
Information Management team of UNHCR Kampala, liaising closely with the the
MoES and UNHCR co-leads of the EiEWG, and other concerned MoES sections
Key Duties and Responsibilities: 
  • Support compilation, aggregation, and
    analysis of education-related data and information elements required to
    produce standardized information products and implement data/information
    collection plans for baseline and context-specific data;
  • Work closely with partners and UNHCR
    field staff to review existing data collection procedures. Identify areas
    and approaches for improvement, and provide training and support for the
    same.
  • Ensure cleaned data is available to MoES
    and District Education Offices in a timely manner.
  • Ensure that data from the settlement EiE
    Working Group is available to the MoES and districts in a timely manner,
    whilst Government systems are being established;
  • Support the analysis of processed data
    and information management periodic products and perform data quality and
    consistency control;
  • Provide support in training field staff
    on education data analysis
  • With field staff, identify and deliver
    their training needs in terms of data analysis, report compilation etc
  • Support the dissemination of data and
    information products, including through UNHCRs Uganda Refugee Portal and
    other online platforms as appropriate; – Provide technical information
    management support to needs assessment processes, specifically in data
    collection, processing/collation and analysis;
  • Assist with assessing and proposing the
    way forward for the integration of refugee-related data in the national
    Education Management Information System (EMIS) and eventual roll out of a
    refugee module in EMIS;
  • Assist with assessing and proposing the
    way forward for the integration of refugee-related data in the
    Inspectorate Information System (IIS); –   Perform
    other duties as required
Key Performance Indicators:
  • National monthly coordination meetings, minutes posted on Uganda Refugee
    Portal.
  • Minimum of monthly coordination meetings in all settlements, minutes
    posted on Uganda refugee portal
  • Termly gap analysis conducted (through partners and settlement level
    EiEWG meetings. gap analysis uploaded into Uganda Refugee Portal and Education
    status reports produced
  • Education sections of refugee Response plan completed in timely
    manner
  • Evidence of interaction with other sectors through attendance of
    interagency and intersectoral meetings
  • Attendance of Education and Sports Sector Strategic Plan (ESSP)
    meetings
  • Mapping of capacities of staff and government and non-government
    partners through survey tools
  • Develop/ adapt and implement relevant International Network for
    Education in Emergencies (INEE) training
  • Produce training materials and reports
  • Quarterly updates of data with information management (IM) team.
  • Evidence of quality engagement/training/support (as required) to
    field colleagues.
  • Regular production/compilation/dissemination of quality education
    data

Qualifications, Skills and Experience:
  • The ideal candidate for the United
    Nations UNHCR  Education Information Management Officer job
    vacancy should possess a BA in Information Technology, Demography,
    Statistics, Social Sciences or any related area. Graduate degree
    (equivalent of a Masters) or Doctorate degree are also accepted.
  • At least two years of relevant work
    experience (1 year with graduate degree (equivalent of a Masters);
  • Proven skills in analysis of statistical
    information;
  • Advanced Excel skills (e.g. pivot
    tables, functions, etc.);
  • Proficient in graphics software
    (especially Adobe Creative Suite);
  • Excellent database skills;
  • Knowledge of the humanitarian and
    development community;
  • Knowledge of education-related standards
    and indicators is desirable;
  • Previous experience relevant to
    information and data management for education is an asset;
  • Previous experience in web design and
    software development is an asset;
  • Previous experience with relevant
    software such as ArcGIS, Mapinfo, SPSS, SQL Server, is desirable;
  • Experience with HTML, PHP, ASP and/or
    Java is an asset.
