Job Summary: The
Monitoring and Evaluation Officer-ELNHA will directly monitor and evaluate
ELHNA project activities in Kotido and Kaabong Districts in liaison with the
Project Manager and project team.
Key Duties and Responsibilities: 
  • Design and lead regular
    capacity-building initiatives across the local and national humanitarian
    actors, ensuring that personnel are able to use M&E systems to assess
    progress, identify challenges/opportunities and take appropriate action.
  • Participate in the baselines, mid-term
    and end of term evaluations of the project in accordance with the LEAP
    framework.
  • Monitor project implementation and
    progress by use of qualitative, quantitative and participatory approaches
    in data collection from stakeholders.
  • Support project team and local and
    national actors to design and lead participatory research initiatives.
  • To perform specific duties and functions
    as assigned by the supervisor/management.
  • Oversee all monitoring and reporting
    systems in the ELNHA project.
  • Coordination of information collection,
    compiling and reporting.
  • Dissemination of evidence-based learning
    to stakeholders.
  • Oversee development, support and
    maintenance of relevant project database.
  • Support project team through
    coordination of data collection and analysis processes as required.
  • Contribute to the set-up of project’s
    monitoring framework and ensure monitoring of the project’s M&E
    matrix.
  • Work with local and national actors and
    district stakeholders to lead the implementation of appropriate
    humanitarian programming and response actions.

Qualifications, Skills and Experience:
  • The applicant for the Caritas
    International Monitoring and Evaluation Officer-ELNHA job opportunity must
    hold a Bachelor’s degree in either Statistics or quantitative economics or
    Monitoring and evaluation.
  • At least two years of experience in
    development or humanitarian programming.
  • Experience in training and providing
    capacity-building support on M&E.
  • Excellent quantitative and qualitative
    data analysis skills.
  • Excellent report writing skills with
    experience in preparing reports for donors and other stakeholders.
  • Excellent analytical and problem solving
    skills.
  • Excellent financial management skills,
    including experience of managing and reporting on budgets.
  • Excellent IT skills, including
    experience with packages such as Access, EpiInfo and SPSS etc.
  • Experience in working with Faith-based
    organizations or NGOs.
  • Possession of a valid Riding/Driving
    permit is a must.
