is a leading integrated downstream oil marketing company operating in East
& Central Africa, with business operations spanning from international oil
trading to marine and inland terminals, retail networks and lubricant services.
The Company operations stretch from Tanzania, Uganda, Kenya Rwanda, Burundi,
UAE and the Democratic Republic of Congo.
Job Summary:  The Group Senior Finance Manager (GSFM) will
be responsible for controlling the finance and accounting processes/systems of
the Group and managing the general Profit/Loss Accounts for the Group. To be
responsible for foreign bulk procurement for the Group. To be responsible for
the Group IT functions.
Key Duties and Responsibilities: 
Finance, Accounting
and Risk Management KPAs:
  • Prepares the Business Plan for the Group.
  • Develops and maintains financial and accounting control systems for
    the Group.
  • Defines OpCos budget parameters/guidelines, monitors and
    consolidates the budgets in line with the corporate plan and vision.
  • Develops Head Office budget and monitors compliance with the Group
    budgets.
  • Maintains relationships with overseas bankers, local bankers,
    suppliers and local stakeholders.
  • Reviews the profit and loss accounts of the business periodically.
  • Develop and implement financial policies and procedures.
  • Develops, maintains effective relationships Auditors and Legal
    Advisors.
  • Oversee the Group’s treasury and working capital function for the
    Group.
  • Oversee compliances with taxation laws and other statutory
    requirements
  • Advises the CEO on potential investment opportunities for the Group
  • Control administration costs of the business.
  • Prepare Head Office monthly financial reports and consolidates Group
    Financial reports for the leadership team and Board of Directors.
  • Perform quality checks for OpCo and Group financial statements prior
    to external audits.
  • Perform any other related duties as may be assigned from time to
    time.
  • Ensure compliance with regulatory requirements with respect to taxes
    (VAT, Income Tax, Payroll Tax, Import Duties), Social Fund contributions,
    returns etc and nil penalties on the same.
  • Ensure effective and efficient management of various operational
    risks across the Group including but not limited to price risks, forex
    risks, credit risks, compliance risks and insure insurable risks.
  • Design and deliver necessary training to OpCo FMs and CAs with
    respect to effective and efficient financial management practices.
Procurement KPAs
  • Develops and implement the procurement control systems for the Group
  • Manages the procurement activities for the Group
  • Develops and maintain a costing database for all imported products
    of the Group.
  • Establish and maintain key supplier relationship and negotiate for
    discounts on product
  • Processes all the LPOs and makes orders for goods to be imported
  • Follow up on orders placed to verify whether goods have been
    delivered.
  • Continuously monitor, review applications of established policies
    and procedures
  • Recommends most cost-effective procurements and logistic solutions
    for the Company based on analysis done.
  • Make periodic procurement reports to the senior leadership team
    (SLT)
Finance &
Planning
  • OpCo& Head Office Business plans and Budget developed by the end
    of last quarter for the year and complied with on a monthly basis
  • Adequate, cost effective and timely finance is secured to facilitate
    business needs for all OpCos
  • Achieve or exceed 100% budgeted profits through treasury
    optimization and training derivatives instructions.
Counting and
Finance reporting
  • At least 95% compliance with existing finance policies across all
    OpCos and periodic reviews and updates of the policies to match changes in
    the business environment
  • Reconciliation for collections vs banking sales vs collections, bank
    statements vs cash books, debtors vs sales 
    / receipts , creditors vs statement 
    and physical stocks vs records performed in line with the finance
    manual requirements across all OpCos.
  • Monthly and manual financial and management reports done in line
    with statutory and management requirements. I.e. Management accounts – by
    7th of proceeding month and annual accounts by 31st of March or preceding
    year. 
Risk Management
  • 100% compliance with regulatory requirements with respect to taxes
    (VAT, Income Tax, Payroll Tax, Import Duties), Social fund contributions,
    returns etc and nil penalties on the same.
  • Implementation of findings by GCM in relation to finance and
    accounting for all OpCos to at least 90% level.
  • Hedge at least 80% of C&F deals at least 30% of forex
    requirements at all times and nil bad debts across all OpCos.
Information
Technology & Procurement:
  • Successful implementation of Oracle ERP across all OpCos in line
    with planned timelines.
  • Information security Policy, guidelines and DRP developed and
    implemented across all affiliates to achieve nil information loss, minimal
    service outages etc.
  • At least 95% compliance with the procurement policy to minimize
    stock shortages to nil.
Personnel
Development:
  • KPIs set and monitored for all direct reports on a timely basis.
  • Appropriate training for all IT and Finance Staff carried out at
    least once every quarter.
  • Finance department structures across all OpCos reviewed and
    standardized to achieve efficiency.

Qualifications, Skills and Experience: 
  • The Group Senior Finance Manager (GSFM) hold a Master’s Degree in
    Finance or Accounting or Business Administration
  • Bachelor of Commerce Degree
  • ACCA, CPA or CIMA qualification is a must.
  • 8-10 years previous experience as Senior finance role, 5 years post
    Professional Accounting qualification
  • Advanced Computer skills, MS Word, Excel, PowerPoint
  • Basic Financial and Accounting packages.
  • Knowledge of Financial Systems and Procedures, Procurement
    Procedures.
