Job Summary:  The Controller is mainly responsible for
complying with financial and procurement standards of USAID and prudent
management of resources availed to the contract.
Key Duties and Responsibilities: 
Manages all
Accounting Functions for Uganda office including:
  • Prepares and supervises the processing
    of vendor invoices and timely payments
  • Reviews and ensures proper supporting
    documents and approval for all vouchers and payments
  • Responsible for ensuring accuracy of
    project financial transactions and monthly project invoices. Reviews and
    approves project and home office payments for contract (e.g., expense
    reports, subcontractor, consultant, and vendor invoices).
  • Monitors day-to-day financial activity
    on the project including electronic banking for disbursements to workshop
    participants, vehicles usages, fuel cost reimbursements, and etc.
  • Prepares and verifies accuracy of the
    Monthly Field Office Expense Reports before submitting to the HQ by its
    monthly deadline
  • Implements processes and procedures to
    ensure accurate and timely payroll processing.
  • Ensures timely deposit of all payroll
    related taxes
  • Reviews and approves all billings prior
    to distribution to client
  • Documents accounting processes and
    procedures to identify internal controls and improve efficiencies.
  • Manages project financial performance in
    consultation with the Chief of Party (COP); Manages payroll,
    disbursements, and financial reporting to client and headquarters.
  • Participates in the recruitment and
    selection of staff.
  • Works with project control to track and
    forecast project budget. Analyzes and troubleshoots financial issues.
  • Monitors accuracy of project budget and
    provides analysis and solutions; understands financial structure of
    contract and advises COP and home office on profitability implications.
  • Assists home office team and field with
    quarterly Estimate to Completion (ETC) financial projections and provides
    final ETC review.
  • Ensures compliance with SSS policies and
    procedures and implementing and providing best practices in areas
    including inventory management, internal control, cash management, and
    conflicts of interest. Serving as the primary point of contact for the COP
    for financial and compliance issues. Advises project team on solutions for
    sound financial management to ensure budgets are met.
  • Ensures compliance with internal and
    external audit findings. 
  • Ensures overall contract compliance with
    client and SSS rules, regulations and procedures. Resolves complex
    contractual issues with appropriate escalation and collaboration with
    headquarters (Accounting, Contracts, COP) Works with contracts and project
    control to realign budgets, amend contracts, and communicate with
    subcontractors.
  • Manages staff including all hires,
    trains, and supervises Office Staff. Ensures accountants on the project have
    the required training and qualifications successfully carry out the SOW.
    Conducts and writes performance reviews and goal setting for staff.
  • Additional responsibilities may be
    assigned depending on evolving business needs.

Qualifications, Skills and Experience: 
  • The ideal candidate must hold a
    Bachelor’s Degree in Accounting or Advance Degree in Business, Finance, or
    Law
  • At least eight years of experience
    managing, in increasing roles of responsibility, finance, procurement,
    contracts management, logistics and /or human resource related matters for
    international development activities of similar dollar value
  • Demonstrated supervisory experience and
    minimum of 5 years of supervisory experience required
  • Knowledge of U.S. government
    regulations, policies, and procedures (USAID funded projects)
  • Excellent oral and written communication
    skills
  • Experience contributing and/or working
    on USAID projects in Sub Saharan Africa
  • Working/advanced knowledge of and /or
    experience with USG-funded program management, policies, regulations, and
    procedures is desirable
  • Familiarity with managing donor funder
    procurements, financial reporting and compliance requirements.
  • Experience managing and tracking
    financial budgets.
  • Ability to travel to US
