Job Summary: The
Shelter Programme Development Manager for the Uganda Country operation will oversee
and implement NRC’s shelter core competency in country and covering all
locations. The position is based in the main area office in West Nile with
frequent travels to all field locations within the area as well to other areas
(currently Kampala and South West).  The
Shelter Programme Development Manager is to be responsible for design, develop
and implement shelter programme in a medium size country operation, and for
potential scaling up to medium/large country operation.
Key Duties and Responsibilities: 
Generic
Responsibilities:
·        
Develop/Review
shelter strategy, technical SOPs / guidelines and Macro LFAs
·        
Compliance
and adherence to NRC policies, CC tools, handbooks and guidelines
·        
Responsible
to develop and manage funding proposals project budgets and donor reports
·        
Overall
management of project staff
·        
Coordinate
and manage shelter project implementation (activities, budget and project
documentation) in line with proposals, strategies and donor requirements
·        
Ensure
capacity building of project staff (including training) and transfer key skills
·        
Liaison
and collaborate with relevant local and national authorities and stakeholders
and represent NRC in relevant forums/ working groups
·        
Promote
the rights of refugees in line with the advocacy strategy
Specific
Responsibilities:
·        
Develop
a strong and efficient shelter team to ensure high standard project
implementation and potential expansion
·        
Participate
in sector coordination mechanisms and the development/review of a shelter
sector strategy at field and national level
·        
Develop
community/owner driven shelter programming and implementation modalities,
considering vernacular building practises
·        
Explore
impacts of self-build activities on host-community resources
·        
Explore
opportunities for urban shelter programming
·        
Support
and integrate gender, protection and advocacy priorities into shelter programme
design

Qualifications, Skills and Experience:
·        
The
applicant for the Norwegian Refugee Council (NRC) Shelter Programme Development
Manager job opportunity should hold a Bachelor’s degree
·        
Three
years of experience from a senior level project implementation position in a
humanitarian/recovery context
·        
Experience
from working in complex and volatile contexts
·        
Technical
shelter assistance expertise from rural and urban contexts
·        
Documented
results related to the position’s responsibilities
·        
Knowledge
about own leadership skills/profile
·        
Fluency
in English, both written and verbal
·        
Knowledge
of the context in Uganda, South Sudan and DR Congo is an advantage
·        
Strong
coordination experience
·        
Strong
experience in community driven shelter programming
·        
Experience
in urban shelter/HLP programming
·        
Experience
in school infrastructure
·        
Strong
communication/donor relation experience
·        
Hold a
valid driver’s license
