About Project:
Malaria Consortium Uganda has
received funding from DFID/UNICEF to implement the Strengthening Uganda’s
Response to Malaria (SURM) project which will focus on reducing the impact of
the leading causes of U5M morbidity and mortality in 16 districts in Northern
Uganda. The project will address lagging maternal and neonatal mortality through
a combination of iCCM and selected maternal and neonatal care interventions.
The project is implemented with UNICEF and spans a five-year period (April
2018-March 2023) in 16 districts in the Northern region of Uganda.
Job Summary: The M&E
Specialist will provide technical support and oversight to monitoring and
evaluation (M & E) activities in the SURM programme. The person in this
role is responsible for the oversight and technical input of M&E advice and
concepts to all project activities. He works directly with the project managers
in ensuring all their activities, and reports have a monitoring &
Evaluation aspect embedded. This role is responsible for reviewing all reports
from M& E Officers before they are linked with the overall project reports.
Key Duties and Responsibilities: 
  • Support project staff in the development and implementation of M&E
    systems and plans as listed below. Where required, assist in the
    supervision and coordination of their implementation (15%)
  • Log
    frames with appropriate project indicators, targets and data collection
    methods
  • Routine
    monitoring systems, including databases, systems for data collection,
    maintenance and storage
  • Templates
    and schedules for routine reports including quantitative and narrative
    reports (where necessary)
  • Provide technical support in business
    development; par
    ticularly
    proposing innovative approaches to conducting M&E activities (10%)
  • Provide technical support for routine data
    collection and management including IT applications for data transfer (5%)
  • Advise project staff in the design,
    implementation and an
    alysis
    of large scale quantitative surveys and smaller scale qualitative surveys.
    Where necessary, oversee the implementation of the same (5%)
  • Support Project Managers and staff to ensure
    effective use of data for decision-making (5%)
  • Conduct field visits to validate data and monitor the quality and completeness of
    collected data (10%)
  • Provide technical oversight, on-going support
    and supervision to M&E project staff (10%)
  • Participate in capacity development (including
    trai
    nings) for Malaria
    Consortium staff with respect to M&E (10%)
  • Assist in analysis and presentations of
    cross-project data (5%)
  • Prepare the SURM program quarterly report to
    stakeholders (5%)
  • Develop and maintain relationships with relevant
    Ministry of
    Health
    officials, so as to stay abreast of and involved in related HMIS and
    M&E developments (5%)
  • Represent Malaria Consortium at district,
    national, and regional meetings as relevant and required (5%)
  • Assist project staff in preparing donor reports
    (10%)

Qualifications, Skills and Experience:
  • The
    applicant for the Malaria Consortium M&E Specialist job opportunity
    should hold a p
    ost-graduate degree in public health (with
    focus on epidemiology/bio-statistics) or a pertinent social science discipline
    such as demography
  • Experience working in public health in developing countries within government, an
    international organization or research institution
  • Experience in the management of project M&E
    systems
  • Significant experience in survey design and
    implementation
  • Proficient in the development of data entry programmes and
    in using statistical analysis software (EpiInfo, EpiData, Excel, Access,
    Stata)
  • Experienced in applying qualitative methods of
    data collection and analysis
  • Familiar with Uganda’s routine HMIS
  • Demonstrated ability to work both independently and as part
    of a team
  • Proven significant experience working for an
    International Non-Government Organisations
  • Some experience with programming desirable
    (e.g. Pendragon)
  • Excellent communications and presentation skills and proficient in
    word-processing and data management and analytical software
  • Excellent organization skills
  • Experience in capacity building/ transferring
    of skills
