least developed countries. It creates new opportunities for poor people and
their communities by increasing access to microfinance and investment
capital.  UNCDF focuses on Africa and the poorest countries of Asia and
the Pacific, with a special commitment to countries emerging from conflict or
crisis.  It provides seed capital – grants and loans – and technical
support to help microfinance institutions reach more poor households and small
businesses, and local governments finance the capital investments – water
systems, feeder roads, schools, irrigation schemes – that will improve poor
peoples’ lives.
Key Duties and Responsibilities: Under the guidance and supervision of the Programme Finance and
Administration Associate, the Senior Driver and Clerk will support DINU and
other UNCDF programmes in Uganda as required performing the following tasks
which are grouped into four functional areas:
Provides reliable and secure
driving services of authorized passengers while focusing on achievement of the
following results:
  • Safely
    drive UNCDF vehicles for the transport of authorized passengers whenever
    required
  • Receives
    and takes official personnel to and from the airport, assists in the
    immigration and customs formalities as required.
  • Ensure
    that the steps required by rules and regulations are taken in case of
    involvement in accident.
  • Local
    traffic rules and regulations are strictly observed.
  • Ensures
    instructions and security guidance provided by the supervisor and security
    focal point are strictly followed by the Driver and the passengers during
    the journey
Ensures proper use and
maintenance of the UNCDF Vehicles while focusing on achievement of the
following results:
  • Ensure
    that assigned UNCDF vehicles are properly maintained and equipped as per
    technical guidance and specifications established by the Organization.
  • Carry
    out the day-to-day checks on the mechanical status of the vehicle, check
    oil, water, battery, brakes, tyres, etc. and ensure that the assigned
    UNCDF vehicles are road worthy and maintained up to the established
    security standards.
  • Conduct
    minor repairs and inform the Finance and Administration Associate of major
    repairs
  • Ensure
    that the vehicle is washed and kept clean.
  • Log
    official trips, daily mileage, fuel consumption, oil changes, greasing,
    servicing done and keeps a log book up to date.
  • Demonstrate
    exemplary driving practices.
Carries out clerical work
while focusing on achievement of the following results:
  • Monitors
    the expenditures for vehicle operation and maintenance so as to ensure
    economical running of the vehicle assigned to him.
  • Ensures
    availability of all the required documents/supplies including vehicle
    insurance, vehicle registration, vehicle logs, office directory, map of
    the city/country, first aid kit and necessary spare parts in the UNCDF
    vehicles
  • Keep
    track of insurance and other tax formalities
  • Timely
    delivery and collection of mails, documents, UNCDF pouch, supplies and
    other items.
  • Assists
    with basic operational support to the UNCDF Uganda team on tasks such as
    photocopying documents and filing
Co-ordination of other UNCDF
drivers in the country:
  • Co-ordinate
    other UNCDF drivers in the movement of authorized personnel, use and
    maintenance of UNCDF vehicles and assist them appropriately on daily
    routines
  • Co-ordinate
    the fleet for effective and smooth functioning of the country office
    including consolidation of daily transportation plan
  • Assist
    other drivers with inspection of the vehicles and ensuring vehicles are
    fully equipped with tools, first aid kits and MOSS complaint



Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations Capital Development Fund (UNCDF) Senior
    Driver and Clerk job opportunity should have completed the Uganda
    Certificate of Education (O’Level).
  • A
    minimum of three years of practical experience with driving
  • Hold
    a clean and valid driving license, knowledge of driving rules and
    regulations.
  • Good
    geography knowledge of Kampala city and the country
  • Ability
    to work in remote areas
  • Basic
    mechanical knowledge and skills in carrying out minor repairs
  • Basic
    clerical/administrative skills such as typing
