Rakai Health Sciences Program
is a collaborative Bio-medical research and service delivery organization. It
strives to improve the quality of life of the local population through a
combination of community based research, curative services and prevention
strategies in the District of Rakai, South Western Uganda. It is based at the
Uganda Virus Research Institute Entebbe and Kalisizo in Rakai District.
About CDC Program:
With funding from PEPFAR/
Centers for Disease Control and Prevention (CDC), RHSP is implementing a 5 year
comprehensive HIV/ AIDS program in the 12 districts of Masaka region namely;
Rakai, Kyotera, Masaka, Kalungu, Bukomansimbi, Lyantonde, Lwengo, Sembabule,
Butambala, Gomba, Mpigi, and Kalangala with an aim of achieving rapid HIV
epidemic control.
Job Summary: The Human
Resource Officer will support the Human Resource Function in the development
and implementation of strategic and organizational learning structures, systems
and processes that support RHSP programmes to increase efficiency across all
sections, departments and directorate/s. The L&D Officer In consultation
with the Human Resources Manager will develop annual training and development
plans and corresponding budget, ensure that learning strategies, processes and
solutions align with the strategic priorities of Rakai Health Sciences Program.
Key Duties and Responsibilities:
  • Identify training and development needs across
    the organization through appraisal schemes and regular consultation with
    individual staff, section and department heads.
  • Provide advice and guidance to heads of section/department on the
    current development needs of individuals and teams and provide advice on
    appropriate development activities.
  • Design annual training program for all
    sections/departments and a corresponding budget based on the mutual needs of the organization and the
    individual.
  • Collaborate with and consult with program
    managers and division heads to develop and facilitate learning and
    development initiatives for volunteers.
  • Coordinate and manage new staff orientation and
    induction
  • Coordinate
    the internship program ensuring that interns have documentation to support
    their stay with the program for the period agreed.
  • Identify key metrics and develop evaluation
    processes to ensure overall effectiveness of staff learning and development programs/initiatives.
  • Develop and Support staff and managers implement
    a Career Development Program that meets both the employees and the
    organization objectives
  • Consult with Supervisor to produce programmes
    that are satisfactory to
    all relevant parties in an organization, such as line managers,
    accountants and senior managers at board level
  • Consider the costs of planned programs and keep
    within budgets as assessing the return on investment of any training or
    development programme is
    becoming increasingly important
  • Develop and implement effective induction
    programs for new staff.
  • Foster and maintain productive working
    relationships with external service providers, training facilitators,
    academic institutions, consultants and internal subject matter experts.
  • Monitor and review the progress of trainees
    through questionnaires and discussions with managers
  • Evaluate training and development programs and
    make appropriate recommendations.
  • Amend and revise programmers as necessary, in order to adapt to changes
    occurring in the work environment
  • Assist line managers and trainers solve
    specific training problems, either on a one-to-one basis or in groups
  • Keep up-to-date on training and development
    trends and best practices
     
Key Performance Indication (KPI’s):
  • Timely preparation and submission of an annual
    learning and development plan/program and budget.
  • Proper documentation and filing of employee
    training certificates, requisitions and any other training files
  • Timely organization, coordination and evaluation of training programs including
    induction of new staff.
  • Sourcing appropriate training service providers
    in a timely manner.



Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Human Resource Officer job opportunity should hold
    a Bachelor’s Degree in Human Resources, Business Administration or
    Education, Social sciences/ humanities with a post graduate qualification
    in Human Resource Management.
  • At least four years’ experience in managing
    employee learning, development and training function. Leadership and organizational development.
  • Knowledge and experience in instructional and
    training design and adult learning.
  • Strong internal consulting skills, facilitation
    skills and communication skills with employees at all levels.
  • Project
    management experience
  • Independently motivated, able to meet deadlines
    and proven ability to follow through on initiatives
  • Good communication, presentation and
    interpersonal skills.
