has been in existence for over thirty years. ACF has been implementing Food
Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in
the Lango, Acholi, West Nile and Karamoja regions of Northern Uganda.
Job Summary: The Monitoring,
Evaluation, Accountability and Learning Coordinator will be responsible for the
design and implementation of monitoring and evaluation strategy of the mission.
The incumbent will also participate in programme design, quality assurance and
monitoring and reporting of current and future Action Against Hunger programmes
in Uganda. The MEAL Coordinator will represent Action Against Hunger in
technical external meeting, and interact with Donors, Partners and Ugandan
authorities. He/She will ensure the technical relevance of MEAL interventions
according to Action Against Hunger and country priorities and guidelines.
Key Duties and Responsibilities:
Define and implement the monitoring and evaluation system of the
mission
  • Manage
    the development of a central information management system platform which
    will consolidate data and allow for timely reporting of progress
    towards key program indicators.
  • Design
    forms on Kobo platform.
  • Undertake
    regular quality assurance of program activities including beneficiary
    selection, monthly Activity
  • Progress Reports, survey and assessment
    reports.
  • Provide
    support to the review and development of MEAL systems and tools including activity
    progress reports, baseline, end line, post monitoring distribution
    in collaboration with senior technical management and technical advisor
    teams
Programme Quality Assurance:
  • Support
    the country program teams in the use of appropriate systems and tools
    necessary for the achievement of program quality throughout the
    programme cycle management.
  • Ensure
    that lessons learnt from evaluation, studies, and assessments are
    documented, shared and considered in the design of new projects and
    technical plans and ultimately fed into current work and future program
    development.
Participation in Project Design
  • Work
    in close collaboration with Technical coordinators develop a
    standardized integrated rapid assessment toolkit (methodology,
    questionnaires, database and report template) based on existing Action
    Against Hunger guidelines and tools.
  • Build
    specific capacity of program teams to carry out integrated rapid
    needs assessments as part of a larger emergency response capacity
  • Support
    the inclusion of MEAL activities in new project proposals and their
    implementation country level, in collaboration with the senior
    management country team
  • Support
    the programs on logical framework development using standardized
    indicators across the projects, in line with Action Against Hunger
    guidelines.
Support program monitoring, evaluation and reporting
  • Provide
    technical input in the development of program monitoring and
    reporting plans.
  • Provide
    trainings to program teams on program activity monitoring and reporting.
  • Assist
    program teams in development of project specific databases.
  • Undertake
    internal project evaluations, support the development of Terms of Reference
    (TORs) and inception reports for external evaluations and manage
    evaluation consultants.
  • Support
    the data cleaning and data analysis of the different studies and
    assessment conducted.
Implement an effective feedback mechanism
  • Revise
    and improve the feedback mechanism on programme implementation
  • Supervise
    and monitor the feedback mechanism submitting monthly report to the
    Country director
Provide technical support of the M&E Team:
  • Actively
    contribute to recruitment and appraisals of the M&E team and
    provide technical support as needed
  • Ensure
    training (formal & on the job) of qualified M&E staff to carry out
    regular MEAL functions
  • Identify
    training needs for the M&E team ensuring that trainings are tailored
    to the specific needs of the grant and programmes.
Represent ACF externally in relevant forums and working groups:
  • Represent
    ACF externally in issues related to monitoring, evaluation, accountability
    and reporting (consortia, alliances and clusters)
  • Undertake any monitoring and reporting
    tasks related to government guidelines and instructions.



Qualifications, Skills and
Experience:
  • The ideal candidate for the Action Against
    Hunger (ACF) Monitoring, Evaluation, Accountability and Learning
    Coordinator job opportunity should hold a Master of Arts or Science degree in Statistics, Demographics,
    International Relations/Affairs, Humanitarian Programming, Public
    Health, Monitoring and Evaluation or related field
  • At
    least two years of work experience in a similar position and setting.
  • Four
    years of humanitarian experience preferably with an international
    organisation.
  • Excellent
    communication, writing and analytical skills
  • Excellent
    team management, budget management and representation competencies
  • Previous
    experience in humanitarian Programme Quality and Accountability or MEAL
  • Previous
    experience in designing and leading internal and external evaluations
  • Experience
    designing and leading capacity building and training for national
    teams
  • Demonstrated
    ability to translate evaluated results into learning strategies.
  • Skills
    on statistical and other software (, SPSS, SPHINX, STATA, EPI Info, ENA
    for SMART, GIS, etc.)
  • Familiarity
    with Management Information Systems (KOBO, Comcare) and GIS.
  • Experience
    in multi-sectoral and participatory appraisals and data collection tools.
