About US:
The Ministry of Health (MoH)
has received support from the United States Government to strengthen its Human Resource
capacity. The support is intended to improve human resource management and
leadership mfr particular focus on policy and planning, performance management
and human resource development. The Staff to be recruited under this support
will be contracted by the MOH.
Job Summary: The Human
Resource Development Technical Assistant will provide support to MOH to
rationalize and align pre-service training to current HRH needs and demands to
improve efficiency in the provision and coordination of in service training
Key Duties and Responsibilities:
  • Develop
    the 5-year pre service training projection plan aligned to HRH priorities
    and needs
  • Strengthen
    systems for harnessing both public and private training capacity to
    produce competent relevant graduates in adequate numbers to sustainably
    meet the health needs of the people of Uganda.
  • Undertake
    strategic health workforce supply reforms and establishment of long term
    interventions
  • Develop
    capacity of MOH senior staff to analyze and determine health workforce
    development needs and identify innovations for effective and efficient use
    to supply high quality graduates
  • Review
    the scopes of practice for key health cadres and rationalize their
    development to improve skills mix.
  • Strengthen
    mechanisms for multi-stakeholder engagement to harmonize roles, strategies
    and plans of key players and enhance accountability for the health
    workforce.
  • Develop
    innovative training strategies to increase the supply and availability of
    high quality health workers
  • Formulate
    strategies to increase collaboration between MOH and MOES to strengthen
    practicum sites
  • Develop
    and disseminate in service training implementation strategy and guidelines
  • Review
    scopes of practice for allied health professional cadres
  • Strengthen
    systems for Integrated support supervision of HTI and assessment of
    learners
  • Promote
    use of HRIS Train to track and monitor in service training (1ST) including
    innovating and implementing training models that increase efficiency
Key Result Areas:
  • Standardization
    of pre-service training programs
  • Improved
    efficiency of health training institutions in Uganda
  • Revision
    and implementation of curricula for priority cadres
  • Revision
    and implementation of scopes of practice for priority cadres
  • Improved
    coordination of in service training



Qualifications, Skills and Experience: 
  • The
    applicant must hold an Honours degree in either Education, Human Resource  Development, or the equivalent from a
    recognized University/Institution.
  • Must
    possess a Master’s degree in Education, Public Health, Human Resources for
    Health Management or the equivalent from a recognized
    University/Institution.
  • At
    least ten years of relevant working experience in developing human
    resource development policies, plans and strategies in government or a
    reputable organization.
  • Experience
    in human resource development, including conducting training needs
    assessments, curriculum development and training.
  • Five
    years of relevant clinical, teaching and/or training and learning
    experience in medical, nursing, midwifery or a related services.
  • Computer
    literacy in MS Office applications including Word, Excel, Power Point, and
    Outlook.
