About US:
The National Agricultural Advisory Services (NAADS) Secretariat was
established through an Act of Parliament, The NAADS Act 2001. NAADS underwent
restructuring in 2014 leaving it with a lean structure and refocusing its
mandate from providing agricultural advisory Services to supporting farmers
with the provision of agricultural inputs through the implementation of
Operation Wealth Creation (OWC) intervention.
Job Summary:   The
Internal Auditor will primarily evaluate and improve the effectiveness of
governance, risk management and control processes of the Organisation.
Key Duties and Responsibilities:
·        
Review the adequacy and effectiveness of
internal control systems at the NAADS Secretariat
·        
Conduct periodic examination of records and
transactions in order to ensure that management reports are accurate, reliable
and are free of errors and fraud.
·        
Assess entity’s adherence to procurement,
financial regulations and other internal policies and procedures.
·        
Undertake verification of Agricultural inputs
procured and delivered to District Local Governments.
·        
Carry out annual risk assessments to inform the
formulation of Departmental work plans and Institutional risk register.
·        
Examine and verify stock and asset control
system, with a view of ensuring that sufficient safeguards exist to protect
NAADS assets and ensure that they are used appropriately for realisation of
NAADS objectives.
·        
Witness the receipt of goods and supplies
delivered to NAADS Secretariat or other store locations
·        
Conduct value adding and Impact causing Audits
in the Organisation.
·        
Undertake value for money audits for specified
components or activities of the entity.
·        
Review and track the implementation of internal
and external audit recommendations
·        
Carry out special investigations as may be
required of you from time to time.
·        
Perform any other duty as may be assigned by
your Supervisor.



Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold an Honours
Bachelors Degree in Commerce, Business Administration, and Finance with a bias
in Accounting from a recognized University
·        
Full Professional qualification ACCA /CPA
obtained from a recognized Institution
·        
Must be a member of the Institute of Certified
Public Accountants Of Uganda (ICPAU)
·        
A Certified Internal Auditor and a member of the
Institute of Internal Auditors is an added advantage
·        
A Masters Degree in Business Administration,
Finance, Accounting or a Management related field obtained from a recognized
awarding Institution is an added advantage.
·        
Possession of any additional qualification like
CISA,CFE, CISM, VFM, will be an added advantage
·        
A minimum of seven years of relevant working
experience, three of which must have been at a senior level in a reputable
organization in either the public or private sector.
