Job Summary: The National
Contents Supervisor will support CNOOC in meeting its objectives in a compliant
responsible manner in procurement and contracting areas. The jobholder will
also render support in reviewing relevant documents during FEED and carry out
monitoring and preparation of reports during the implementation of National
Content Plan in EPC phase.
Key Duties and
Responsibilities:  
  • Provide the interpretation and explanation
    on National Content requirement to its clients from time to time, internal
    and external in accordance with the Petroleum Act, PSA and other
    applicable laws and regulations.
  • Offer technical advice to the Engineering
    Team in order to ensure full compliance with the National Content
    requirements, by Company and Contractors.
  • Responsible for reviewing the National
    Content study reports developed by the FEED contractor, and communicating
    with the Contractor accordingly.
  • In charge of assessing the bidders’
    National Content Plans during the EPC bid evaluation.
  • Responsible for monitoring and reporting
    EPC contractors’ performance in the area of National Content.
  • Perform any other duties as assigned by
    the Supervisor.
Qualifications, Skills and
Experience:
  • The ideal candidate for the CNOOC National
    Contents Supervisor job placement should hold a Bachelor’s degree or above
    in SCM, Finance and Law or Related Disciplines.
  • At least five years and above relevant
    work experience in SCM, oil & gas industry, banking, and accountancy
    preferably in an international company.
  • Previous experience in procurement and
    contracting
  • Significant experience with interaction
    and management of suppliers or contractors.
  • Extensive knowledge of local laws and
    rules of national contents requirement.
  • Extensive knowledge of business
    management, planning and SCM.
  • Excellent knowledge of Microsoft Word,
    Excel, Power point and MS Project etc.
  • Broad knowledge and understanding of Oil
    & Gas E&P.
