About US:
The Government of the Republic of Uganda has received financing from
the International Development Association (IDA) towards the implementation of
the Uganda Reproductive Maternal and Child Health Services Improvement Project
herein after referred to as the “Project.” The objectives of the Project are
to: (i) to improve utilization of essential health services with a focus on
reproductive, maternal, newborn, child and adolescent health services in target
districts; and (ii) Scale up birth and death registration BDR) services.

Job Summary: The Accounts
Assistant will handle financial management activities for Component 3 of the
Project on Strengthening Birth and Death Registration in accordance with the
institutional arrangements of Government of Uganda and the World Bank. The
successful candidate will make sure that all payments are processed in time and
detailed records are maintained on financial transactions under the Project.

Key Duties and
Responsibilities:
Responsibilities:
- Assist in the day-day financial operations
of Component 3 of the Project implemented by NIRA. - Support the Finance Director at NIRA in
compiling quarterly and annual budgets, monitor and report on financial
trends, and prepare replenishment applications to World Bank through the
Ministry of Health in accordance with the Public Finance Management Act,
Project Financial Management Manual, PAD and Financing/ Grant Agreements. - The jobholder will also support the
Finance Director at NIRA to prepare financial statements and financial
management reports in agreed time frames and in standard formats. - Prepare quarterly, adhoc and annual
financial reports. - Ensure timely payment to service
providers, and promptly report any challenges in the payment system to the
Finance Director at NIRA - Perform any other duties as may be
assigned.
Qualifications, Skills and
Experience:
Experience:
- The applicants must be Ugandan Nationals
with a Bachelor of Commerce (Accounting option), Business Administration
(Accounting option), Accounting, Finance or its equivalent from a
recognized university. A post graduate - Qualification in Financial Management or
related field is an added advantage. - A full member of a professional body such
as ACCA, CPA or CFA or equivalent. - A minimum of four years of practical
experience in financial management or related accounting duties in a busy
public or private organization. - Experience in the management of funds in
various governmental or private sector organizations is an added
advantage. - Specific experience working with GoU /
Donor funded Projects will be an added advantage. - Computer literacy skills with proficiency
in various softwares including accounting packages including Navision and
sun systems. - High level of interpersonal and management
skills and ability to work with teams at all levels. - High level of integrity and governance as proven
by written testimonials from previous assignments would be requirement. - Strong analytical, planning and
organizational skills - Excellent interpersonal skills,
communication skills, both oral and written - Strong coaching and leadership skills
- Ability to work under minimum supervision
and meets strict deadlines - Demonstrated integrity and confidentiality
in handling public matters/resources - Computer knowledge and skills in MS Word,
Ms Excel and internet/email is a mandatory requirement
