About USAID RHITES-E Project:
IntraHealth International will implement the USAID RHITES-E which
supports the Government of Uganda (GOU) and key stakeholders to increase
availability and utilization of high quality health services in 21 districts in
Eastern Uganda and 2 in Karamoja by strengthening health systems and improving
the quality of, access to, and demand for health services with attention to
equity and underserved populations.
Job Summary: The Finance
Manager is responsible for developing and implementing financial procedures in
compliance with IntraHealth and USAID policies and procedures;  overseeing procurement activities,
subcontracts, consulting agreements, purchase agreements and
modifications;  providing financial
training and guidance to program staff and partners. S/he will be the project’s
principal financial representative and will coordinate the financial and
administrative functions/support to field offices, ensuring the effective use
of donor resources to meet project goals and fraud is mitigated. The incumbent
also leads the implementation of these key systems by ensuring that activities
are implemented in accordance with the organization’s mission, strategic
objectives, and program approaches and comply with IntraHealth’s and USAID’s
policies, procedures and guidelines.
Key Duties and
Responsibilities:  
Finance and Operations Support:
  • Provide support in the finance, grants and
    contracts functions of the office that includes review of advance and
    payment requests, ensuring accuracy, proper coding, completeness, budget
    availability, adequacy of supporting documents and adherence to IH and
    donor policies and procedures.
  • Prepare and submit approved monthly cash
    advances requests to Chapel Hill by the 25th of every month in a bid to
    ensure availability of adequate cash to meet the programmed obligations
    and commitments.
  • The incumbent will compile the field
    monthly accruals and forwards the same to Finance-Chapel Hill by the 8th
    day of the month for inclusion in the centralized financial report.
  • Provide support to Program teams to build
    their capacity in the financial management of their activities and to
    ensure that they are equipped with the information and skills that allow
    them to interpret activity budgets, prepare accurate projections, and
    ensure that they remain current of all activity expenditures.
  • Ensures that all procurements are in
    compliance with donor and organizational rules and regulations
Budgets:
  • Provide support to work planning and
    budgeting for program teams.
  • Provides leadership to the project team on
    budget development and monitoring through established mechanisms and
    updates the management team on most up to date and accurate budget verses
    expenditure status.
  • Support the project team to link periodic
    projections to budgets, performance targets and deliverables.
  • Respond to requests from the HQ office to
    input and update revenue budgets in the web-based budgeting tool, IHBIRD.
Under the direction of the FMO , provide assistance in:
  • Monitoring of project budgets.
  • Compilation of the quarterly USAID accrual
    report, ensuring that the latter is completed by the 7th of the last month
    of each quarter.
  • Aligning of the quarterly accrual report
    with the pipeline to assess the remaining pipeline as at that date, and
    feeding this information back to the Project Leadership Team, FMO and the
    program teams.
  • Compilation of other regular and ad hoc
    financial reports that may be requested by USAID, IntraHealth HQ , the
    Chief of Party, or the FMO.
  • Serves as the custodian of the approved
    annual budgets.
Qualifications, Skills and
Experience:
  • The applicants for the USAID RHITES-E
    Finance Manager career opportunity must hold a Bachelor’s degree (Masters
    preferred) in accounting, finance, or business administration and holder
    of CPA III.
  • Certified Public Accountant
  • At least five years’ experience in a busy
    accounting department.
  • Extensive knowledge of FAR and AIDAR and
    Ugandan government laws and regulations.
  • Previous experience interpreting and
    applying USAID rules and regulations.
  • Previous experience in donor-funded
    organizations preferred.
  • Good interpersonal and capacity-building
    skills.
  • High degree of integrity
  • Ability to work with minimal supervision.
  • Excellent oral and written communication
    skills.
  • Ability to work under tight deadlines and
    to multi-task.
  • Ability to work under pressure.
  • Ability to mentor and coach colleagues
    lacking financial education/training.
  • Excellent skills using Quickbooks, MS
    Word, Excel, and Power point
