The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
Job Summary: The GBV Officer
will mainly ensure quality implementation of the GBV thematic area in synergy
with the larger protection and community services components which constitute
the overall DRC programme in Rhino Camp. The incumbent will be responsible for
managing a team of assistant and case workers at the area level. The GBV
Officer is also responsible for representing DRC in any relevant field based
thematic meetings with stakeholders and otherwise as needed. In addition, He
/She will be responsible for compliance GBV standards, donors, and DRC
reporting & accountability policy and procedures. He/she is also tasked
with providing technical assistance and guidance to mainstream GBV across all
the community based mechanisms at the zonal level. The GBV officer is also
responsible to develop/strengthen relationships with agencies – at the field
level – in close cooperation with the Protection a coordinator.
Key Duties and
Responsibilities:  
Project Development:
  • Under the supervision of the Protection
    and Community Services Coordinator, contribute to the writing of concept
    papers and proposal development on the GBV thematic area of protection.
    Also identify GBV gaps and vulnerabilities with a view to generating ideas
    for future projects with strong impact for the beneficiaries.
  • Support the protection assessment in
    particular in the GBV field and ongoing risks analysis in order to design
    adequate responses.
  • Develop a robust data collection tools,
    analysis and storage system for informed GBV interventions in the areas of
    operation.
  • Significantly contribute to the
    development of advocacy strategies based on assessment of situation and
    risks.
  • Under the supervision of the Protection
    and Community Services Coordinator ensure that all the GBV protection
    approaches are developed in synergy with the overall DRC’s national based
    protection initiatives.
  • Manage the daily implementation,
    monitoring and evaluation of SGBV interventions in Rhino camp.
  • Ensure that all the protection projects
    adhere to the highest GBV protection standards and principles as well as
    DRC guidelines and accountability standards.
  • Strengthen prevention and response
    mechanisms to all forms of abuse through sensitizations, trainings, IEC
    materials, capacity building of community structures etc.
  • Actively facilitate and support awareness
    raising activities and advocate for prevention of SGBV within the
    communities
  • Ensure SGBV Standard Operation Procedures
    are in place and followed by all parties
  • Lead the effort to develop a
    multi-sectorial prevention and response and reporting mechanism as well as
    information sharing
  • Work in close collaboration with the
    Protection and community services coordinator proactively contribute to
    quality and timely monthly, quarterly and annual reports.
  • Conduct SGBV Situational Analysis (SITREP)
    on a monthly basis with partners
Coordination and Representation:
  • Formulate relationships with a range of
    key stakeholders including donors, Local Government and other stakeholders
    on the GBV thematic areas at the field level in close cooperation with the
    Protection and Community services Coordinator.
  • Representation of DRC and active
    participation in the local GBV working groups and any other meetings as
    requested.
  • Close co-ordination in project
    implementation with partners (UN agencies and national/international
    NGOs), including referrals, protection gap analysis, advocacy.
  • Actively liaise with other DRC sectors and
    ensure the integration of the SGBV intervention in all the activities.
  • Link with the legal aid sector program as
    a key strategy to achieving the reforms needed to increase access to
    justice for the SGBV survivors.
  • Work closely with the other programme
    components to maximize programme output and impact.
Staff Development and Management:
  • Provide technical and programmatic
    leadership for the GBV outreach workers and community based mechanisms in
    Rhino camp operational area as needed.
  • Provide technical leadership to the GBV
    assistant in the case management work. Ensure all cases are up to date
    (filling system and GBVIMS) and progressing well and in line with UNHCR
    and DRC standard tools.
  • Develop staff performance measurement and
    targets and appraise them based on the set targets.
  • Provision of technical support to staff
    members in linking DRC Rhino camp’s GBV prevention and response to
    relevant protection standards, best practices and policy documents
    ensuring a rights-based approach programme framework.
Support management team to:
  • Follow up all DRC / DDG Procedures for
    Security, Finance, Logistics, HR and Administration.
  • Uphold DRC’s international code of conduct
    and principles of accountability.
Communication/Reporting:  Work
in liaison with the Rhino camp protection team, she/he will proactively
contribute to quality and timely writing of weekly, monthly, quarterly and
annual reports.
Monitoring and Evaluation:
  • Contribute to the daily quality
    implementation, monitoring and evaluation of projects and interventions in
    Rhino camp. · Identify, document and disseminate relevant project success,
    challenges and follow up on implementation of project’s action points
  • Assist in participatory
    needs/vulnerability and capacity assessments of affected communities
  • Participate in project evaluations and
    assist in the analysis of results.
Qualifications, Skills and
Experience:
  • The applicant for the Danish Refugee
    Council (DRC) GBV Officer career opportunity must hold a University degree
    in social sciences, development studies, guidance and counselling or
    relevant fields.
  • At least two years’ experience working
    with vulnerable communities, basic needs and distribution programming
    experience, and/or advocacy programs.
  • Professional training in Gender based
    violence in emergency.
  • Previous exposure and experience in
    protection interventions in line with Refugees operation with wide
    Knowledge in SASA methodology.
  • Fluency in Arabic is essential, while
    knowledge of Dinka and Maadi is desirable.
  • Good communication skills and ability to
    conduct training and awareness
  • Good computer skills.
  • Experience of working with UN or Non‐Governmental organizations.
  • Good organizational and management skills.
  • Familiarity with Monitoring &
    Evaluation for UN-funded projects desired.
