Johns Hopkins University/Center for Communication Programs (CCP) is a pioneer
in the field of strategic, research based communication for behavior change and
health promotion that has helped transform the theory and practice of public
health.
Job Background: CCP is working with the Carter Center and the
Environmental Health Division of the Ministry of Health to integrate trachoma
prevention communication (face and hand washing) in the existing National
Sanitation Guidelines. The integration of face and hand washing in the National
Sanitation guidelines will inform districts during planning and implementation
of community other activities to prevent trachoma. 
Job Summary: The Consultant will support the Environmental
Health Division of the Ministry of Health to integrate facial cleanliness in
the update National Sanitation Guidelines. The objective of the consultancy is
to provide Consultancy services for the process of review and integration of
facial cleanliness in the National Sanitation guidelines. 
Key Duties and Responsibilities: Specifically, the consultant will provide
the following services:
  • Keenly review content of the current National
    Sanitation guidelines and other relevant documents.
  • Develop framework to guide the review and
    revision process and discuss it with CCP and the Environmental Health
    Division of Ministry of Health.
  • Prepare materials (in consultation with CCP
    and coordinating Focal Point officer at the Environmental Health Division
    for a one-day meeting to review the National Sanitation Guidelines with
    key stakeholders.
  • Organize and act as lead facilitator of the
    1-day review meeting.
  • Prepare and submit a report of the meeting,
    including recommendations for revisions to the guidelines to CCP for
    onward submission to Environmental Health Division.
  • The jobholder will revise the National
    Sanitation Guidelines according to recommendations from the stakeholder
    meeting.
  • Make presentations to the technical working
    group meetings to review and revise the National Sanitation Guidelines.
  • Share updated National Sanitation Guidelines with
    CCP and the Carter Center for review.
  • Revise content and present the updated
    guidelines to the national stakeholder meeting.
  • Incorporate comments from the National stake
    holder meeting.
  • Submit soft and hard copy of the updated
    guidelines to CCP for onward submission to the Assistant Commissioner for
    Environmental Health.
 Duration: This assignment will take place between April
2016 and August 31st 2016.
Qualifications, Skills and Experience:  
  • The applicant should at least hold a University
    degree in Environmental Health Sciences, Social Sciences, mass
    communication or related field.  Possession
    of a post graduate degree in Public Health or Environmental Health or
    diploma in health or sanitation is an added advantage.
  • A minimum of five years’ experience in
    developing health and related policies, strategies or guidelines for,
    health or sanitation. 
  • Good English writing skills. 
  • The applicant must be a Ugandan citizen or
    resident carrying a valid work or residency permit.
