About DFS – UNSOA:
The United Nations Department
of Field Support, Information and Communications Technology Division (UN
DFS-ICTD) is responsible for the delivery of applications that satisfy the
requirements of the Departments of Peacekeeping Operations and Field Support
(DPKO/DFS) missions as well as Special Political Missions (SPMs). The United
Nations Support Office for AMISOM (UNSOA) is a field support operation led by
the United Nations Department of Field Support (DFS) under UN security Council
Resolution 1863 (2009) mandated to deliver a logistics capacity support package
to AMISOM (African Union Mission in Somalia), as well as to provide operational
support to other East African missions. The logistics package consists of
equipment and mission support services, including ICT infrastructure, systems
and software applications in support of United Nations peacekeeping operations,
DFS and DPI in the region. UNSOA is headquartered in Nairobi, Kenya with
logistics operations facilitated through Mombasa, Kenya and Mogadishu, Somalia.
In addition, as a member of the East African Missions and Region 2, UNSOA is a
beneficiary of centralized ICT services provided by the Regional ICT Services
(RICTS) office of the Regional Service Centre Entebbe (RSCE). These services
include ICT Technical & Signals Training, Applications Implementation, Autonomous
ICT Communications, ICT Security & Compliance, and Physical ICT Security
and Surveillance. As per GA A/67/723, there is no separate funding assessment
made for the RSCE. Each mission contributes a portion of its budget and
personnel to enable the services of the RSCE. UNOPS has been requested to
assist in the implementation of this activity.
Key Duties and Responsibilities:
Under the supervision of the ICT
Technical and Signals Academy Administrator, the incumbent will be responsible
for:
  • Actively
    take part in the designing modular training curricula from which regional
    missions can select to suit their ICT field requirements;
  • Ensures
    availability of training materials and resources;
  • Serves
    as the coordinator in arranging revisions to education and training
    programs to in – house and external trainers;
  • Support
    in responding to inquiries from individuals seeking enrollment in
    military;
  • Maintain
    course evaluations and rosters/sign-in sheets for each staff;
  • Encode
    electronic (server and online) files and update database/historical record
    of all trainings.
  • Maintain
    a military calendar, key contact list and select web based systems;
  • The
    incumbent will in charge of preparing reports and weekly updates to staff;
  • Organize,
    schedule and oversee ICT trainings, logistics, briefings and refresher
    courses at RSCE and other locations as required, for military Signals from
    the field missions;
  • Carry
    out post-training assessments to identify training program improvements
    and adjust courses, methodologies as indicated;
  • Create
    and advise staff of the administrative processes such as shipping,
    planning and scheduling requirements, and procedures of the military.
  • Perform
    any other duties as may be assigned by the supervisor or his / her
    designate.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the United Nations UNOPS ICT Technical & Signals
    Academy Project Analyst should hold an advanced university degree
    (Master’s degree or equivalent) in information technology, computer
    science, teaching and education or in a field related to the post
    description. A first level university degree with a combination of
    relevant academic qualifications and experience in information and
    communications technology, education and training may be accepted in lieu
    of advanced university degree.
  • At
    least three years of progressively responsible professional experience in
    ICT, training, teaching and education and project management is required.
  • Past
    experience in technical writing as well as field systems and operations in
    a training and support capacity desirable.
  • Language Requirements: Fluency in English is required.
    Knowledge of a second UN language is highly desirable.

    Good interpersonal skills and ability to establish and maintain effective
