 Africa was
established in 2002 as HIAS Refugee Trust of Kenya (HRTK) as a partnership
between local NGOs and HIAS Inc. This was in response to a critical gap in
resettlement case identification for refugees out of Nairobi. HIAS Africa is
registered in accordance with Kenyan, Ugandan and Chad laws and operates both
as a humanitarian service provider and an advocacy voice. Their major goal is
to address the assistance, protection and durable solutions needs for refugees
at heightened risk in Africa, through the provision of direct psychosocial,
social and resettlement services (Kenya and Uganda), as well as through
community outreach and capacity building for partners.
Key Duties and Responsibilities: 
·        
In the case of partner-referred asylum seekers, such
interviews will assist in the determination of whether further HIAS assistance
is appropriate.
·        
In charge of determining for all cases seen by the
Psychosocial Program the most appropriate protection solutions for referred
refugee clients.
·        
Render support in the research, development of
training curricula and conduct presentations on a need to basis in line with
the psychosocial program goals and objectives;
·        
Represent the agency in various forum with a focus
on highlighting the plight of Sexual and Gender based Violence clients.
·        
In charge of the identification and referral of
cases for psychosocial assessments, medical assistance and other services and
monitoring of the same.
·        
The Legal Officer will ensure that the Psychosocial
Program maintains correct data on its protection, advocacy and capacity
building activities, and its caseloads.
·        
Responsible for preparing Monthly, Annual Reports
and Donor reports on Sexual and Gender based Violence activities and caseloads
for submission to the Protection program manager.
·        
Working in liaison with other departments and staff
members.
·        
Follow up of client cases in Police and court.
·        
Performing other duties as required.
Qualifications, Skills and
Experience: 
·        
The ideal candidate should preferably hold a bachelor’s
degree in Law from a recognized university and Post Graduate Diploma from Law
Development Centre. Possession of a Master’s degree is an added advantage.
·        
A minimum of three years’ experience in legal
assistance, preferably in the NGO sector.
·        
Working knowledge of refugee protection and assistance
will be an added advantage.
·        
Past experience working with refugees, with good
knowledge of human rights and protection;
·        
Training skills and experience
·        
At least one year of training experience;
·        
Computer literacy skills with strong knowledge of Access,
Excel and Word;
·        
Broad knowledge and understanding of protection
issues and the complexities of working on these issues with a refugee
population;
·        
Excellent analytical and report writing skills;
·        
Good team player with excellent cross-cultural
international skills, proactive and able to work under minimal supervision
while exercising diplomacy, flexibility and assertiveness;
·        
Ability to confront and discuss sensitive issues
with respect and confidentiality.
·        
Language: Proficiency in
English and Swahili. Working knowledge of French and other languages as an
added advantage.
