Job Summary: The Senior
Programs Director will steer the overall management, implementation and growth
of the integrated ministry of WVU on strategic, tactical, and operational
management. The incumbent is responsible for the design, operation, and
improvement of the systems that create and deliver the three track ministry of
the organization. This portfolio covers: Community-based Development programme,
Advocacy, governance and accountability, Emergency Response and Disaster
Management, Technical Programmes, Sponsorship operations, Programme Quality and
Effectiveness. This position is part of the Leadership Team of World Vision
Uganda and significantly contributes to the strategic directions,
organizational development, public engagement, quality and impact of the
ministry
Key Duties and Responsibilities: 
1. Strategy Development and
Planning:
  • Actively
    contribute to the development of strategy, directions and business plan
    for WV operations priorities (short, medium and long term).
  • In
    charge of developing and leading the implementation of business/operations
    plans for programmes division in alignment with strategy and plans of
    other departments.
  • Provide
    leadership and support, in close partnership with Resource Development
    Division for new programme development, improvement in programme quality
    and programme transition in line with business plan.
  • Working
    in liaison with Resource Development Division and other internal subject
    experts in the solicitation, tracking and reporting on grants from major
    institutional donors – foundations, bi-lateral aid agencies, etc. – and
    contracts with other NGO partners.
  • Develop
    and maintain mission driven sustainable programs and services using varied
    funding sources, consistent with the WVUs strategic plan. Work with Finance
    and Administration Director to create, monitor and report on progress of
    work plans and program budgets.
  • Work
    closely with the ND and other Leadership team members to ensure full and
    timely execution of the NO AOPs and Budgets are achieved
2. Leadership and Operations
Management:
  • Provide
    strong and positive leadership to the operations department ensuring
    competent and motivated staff are hired, retained and developed in
    accordance with organisation policies.
  • In
    charge of developing and implementing strategies for intentional and
    mutual learning among Programmes staff.
  • Ensure
    programmes are closely, proactively and regularly supervised and monitored
  • Model
    Christ-centered servant leadership and support spiritual development of
    his/her team
  • Ensure
    that integrated programmes (Development, Humanitarian Emergency Affairs
    & Advocacy) are managed and executed well as per plans within time and
    budgets, meeting donor and community accountability and in line with
    organisation policies and guidelines.
  • Ensures
    that integrated programmes are implemented using the most appropriate,
    affordable and culturally accepted technology and practices.
  • Ensure
    programmes achieve Child Well-Being Outcomes in line with the
    organization’s Ministry Framework and Development Approach, and NOs
    strategic priorities and programme designs.
  • Ensure
    Sponsorship standards are adhered to, as well as ensuring that child
    sponsorship is managed to achieve CWBT for transformation
  • Contribute
    to the effective oversight of disaster management and HEA functions, based
    on Partnership protocols and standards including the development and
    implementation of a National Office disaster preparedness plan.
  • Ensure
    that local level programming contributes to national level advocacy
    strategies.
  • Ensure
    the WVU integrated Ministry programs are executed with excellence( with
    efficiency, and accountability) towards poverty eradication and
    facilitating empowerment leading to sustainable transformation
  • Work
    closely with the finance unit to ensure planning and budgeting for project
    funding, are well executed.
  • Advise,
    approve, and monitor operations budgets, funding, expenditures and
    execution
  • Facilitate
    the Programme Capability Review and the implementation of the operational
    aspects of the Organizational Capacity Plan (OCP).
  • Provide
    oversight to operational risk management, including ensuring the
    implementation and maintenance of core security requirements
  • Act
    as a role model in advocating/promoting the organization and stakeholder
    transformation according to organization’s vision and core values.
  • Manage
    large grants projects assigned.
3. Quality Assurance:
  • Provide
    Leadership to Technical Services unit to ensure quality programming,
    designs, monitoring, evaluation, reflection, learning and reporting of all
    WVU’s programme interventions according to WV (including LEAP and
    technical approaches) and global standards.
  • Ensure
    that findings and recommendations from various accountability mechanisms
    such as Peer Review, Operational and Finance Audits, Programme evaluations,
    Programme Capability Review, are acted upon in a timely and effective
    manner.
  • Ensure
    internal control systems are implemented to mitigate risks and ensure
    accountability
  • Provide
    leadership and management and stewardship of donor and organizational
    resources under the Programmes Division responsibilities
  • In
    close with support function heads, ensure provision of good quality
    services to programs, and programs in turn follow Partnership standards,
    policies and protocols, including all relevant sections of the Field
    Financial Manual.
  • In
    close collaboration with P&C, ensure right program staff are
    recruited, retained, and provided with intentional opportunities,
    mentoring and coaching for development. Ensure that the Program me staffs
    based in remote locations receive appropriate care and support.
  • Resource
    Acquisition and Management
  • Provide
    support to Resource Development team including pre-positioning of World
    Vision with in-country donor representatives, responding to appropriate
    request for applications in coordination with relevant Support Offices and
    management of grant funded programmes.
  • Participate
    in efforts to strengthen and build partnerships with other organizations
    aimed at fostering the development of collaborative projects;
  • Provide
    support in funding negotiations with support offices and coordination with
    resource development teams.
  • Manage
    donor concerns (government/private donors and support offices) ensuring
    proper resolutions for both parties have been reached
4. External Liaison /
Networking and Advocacy:
  • Build
    and maintain effective communications and pro-active relationships with
    Support Office partners, including visits by donors.
  • In
    coordination with National Director and Support Offices, develop and
    maintain pro-active relationships with bilateral and multilateral
    representatives in country.
  • Work
    closely with the National Director, develop and maintain good
    relationships with national government ministries, other NGOs and the
    development sector in general.
  • In
    coordination with the Senior Leadership team work closely with regional
    office directors in relation to implementation of Partnership initiatives,
    capacity building of national office staff and knowledge sharing within
    the region.
  • In
    coordination with the National Director, and programme staff, participate
    in national level coalitions on specific advocacy issues.
5. Other duties as assigned
  • Deputize
    for the ND in his/her absence (as requested)
  • Participate
    in regional and partnership initiatives as required
  • Attend
    and participate in the Senior Leadership Team meetings.
  • Attend,
    participate and/or lead in morning devotions and weekly chapel services
  • Perform
    other duties as assigned.
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Senior Programs Director vacancy should have at least
    ten years post graduate experience in a large organization in work
    involving planning, implementing and reporting on development and relief
    projects
  • Five
    years managerial experience in Portfolio and Program Management with a
    thorough understanding of all areas of project management cycles in a
    complex, international development organization.
  • Excellent
    track record in proposal development, funding acquisitions and donor
    engagement for major government donors preferred.
  • The
    incumbent must be a results oriented leader who can handle a heavy work
    load as well as manage and satisfy multiple and at times conflicting
    organizational, donor and other stakeholder demands
  • Detailed
    working knowledge of WVI working systems, policies and standards will be
    an advantage
