Job Summary: The Chief of Party (COP) will be
responsible for the overall leadership, technical direction and administrative
oversight for the proposed project. The COP will be responsible for all aspects
of coordination, establishing partnership with other USAID-funded projects,
other USG sponsored cross sector activities and agencies and ministries. S/he
will serve as the institutional liaison and will be responsible for chief
administrative oversight for the project. The incumbent will be responsible for
developing the project design and effective implementation of the project. The
Chief of Party will be responsible for human and financial resource management,
including the provision of technical and managerial oversight for the
development of detailed activity and financial plan; provision of onsite
supervision of field operations, administration, logistics and procurement;
management, delivery, and monitoring of sub-recipients; supervision of program
monitoring, evaluation, and reporting and ensure quality control and timeliness
of all deliverables as required by the grant and donors. The incumbent will
ensure full compliance with USAID and Amref Health Africa policies and
procedures.
Qualifications, Skills and
Experience: 
·        
The
Chief of Party should preferably hold a Master’s Degree in Public health,
Environmental health, international development, Engineering or related field
of study or equivalent work experience required;
·        
At
least ten years’ professional experience, with progressively increasing
responsibilities and duties in field related to the successful implementation
of projects such as water and sanitation, local governance and/or private
sector capacity building for improvement of water and sanitation services and
behavior change promotion.
·        
Past
exposure and experience as Chief of Party or leadership in the administration
of similar size international donor support programs with skills in strategic
planning, management, supervision and budgeting.
·        
Demonstrated
ability to develop and communicate a common vision among diverse partners and
the ability to lead multidisciplinary teams.
·        
Working
knowledge of Ugandan water supply and sanitation issues, preferred.
·        
Extensive
knowledge of US government administrative and procurement practices including
experience in contract/grant management.
·        
Prior
exposure and experience in developing and managing relationships with the
relevant government ministries, donors, private sector and other stakeholders
in the health sector
·        
Excellent
communications and writing abilities and superior interpersonal and
cross-cultural communication skills
·        
Proven
ability to hold staff accountable for doing their jobs.
·        
Evidence
of strong communication skills in English, both interpersonal and written.
