About AMICAALL: 
Alliance of Mayors and Municipal Leaders’ Initiative for Community
Action on HIV/ AIDS at the Local Level (AMICAALL) is a network of local
authorities, mayors and municipal leaders committed to supporting sustainable
solutions to the HIV and AIDS epidemic at the local level. Launched way back in
1998 in Abidjan, Cote d’Ivoire, the Alliance was founded in response to the
need to address high HIV prevalence in urban areas in Africa and the need to
build capacity and coordinate HIV and AIDS responses at the local level.
The overall goal of the Alliance is to prevent the spread of HIV and
AIDS and to mitigate the social and economic impact of the epidemic on local
communities in Africa. The Alliance is coordinated by the Secretariat in
Windhoek, Namibia and is currently operating in 13 countries; Burkina Faso,
Cameroon, Central Africa Republic, Cote d’Ivoire, Kenya, Malawi, Mali, Namibia,
South Africa, Swaziland, Tanzania, Uganda and Zambia.
About AMICAALL Uganda Chapter:
The Uganda Chapter was launched in November 2000 with the support of
UNDP, UNAIDS and Uganda AIDS Commission. The chapter is a registered NGO,
currently comprised of nearly all Urban Authorities (City, Municipalities and
Town Councils in Uganda). AMICAALL Uganda Programme mainly focuses on urban and
peri-urban areas of the country and it is the only nationally registered NGO
that primarily focuses on urban communities and because of its uniqueness,
AMICAALL is now recognized as a coordinating agency for HIV and AIDS responses
in urban areas throughout the country.
Job Summary: The Information
and Communications Officer will strengthen the information and Communications
function of AMICAALL Uganda programmes in order to improve the visibility of
the organization. He will also strengthen documentation and effectively
monitoring and reporting on qualitative results of AMICAALL Programme
interventions. The jobholder is expected to support AMICAALL to adopt and
effectively utilize Information and Communication Technologies for strategic
positioning and competitive advantage at the national and global levels for
furtherance of its mission and objectives.
Key Duties and
Responsibilities: 
  • Work in consultation with the M&E
    Officers and team to strengthen documentation and communication of
    qualitative results in form of good practices and lessons learned to
    targeted partners and the general public for purpose of enhancing the
    visibility of AMICAALL programmes.
  • Significantly contribute towards
    production of reports, press releases, newsletters, brochures, news articles
    and any publications
  • Ensure effective information gathering,
    documentation and communication on matters relating to AMICAALL Uganda
  • Develop and regularly update AMICAALL
    Uganda communication tools, systems and mechanisms including the web-site,
    social media platforms and publications to ensure improved visibility of
    AMICAALL Uganda.
  • Identify communication needs within
    AMICAALL and design necessary communication activities to address the
    needs. The Information and communications Officer shall have innovative
    ideas to rollout the communication plans of AMICAALL Uganda
  • S/he will work with the capacity building
    department to organize capacity building sessions in communication skills
  • S/he will steer the development of
    advocacy and communication materials as required for AMICALL programmes
Qualifications, Skills and
Experience: 
  • The Information Officer should hold a
    relevant degree in Mass Communication, Social Sciences, Development
    Studies, from a recognized University and any relevant degree in this field
    is a requirement.
  • Possession of a Post Graduate Diploma in
    M& E or communication field is an added advantage.
  • A minimum of five (5) years working
    experience in designing, developing and implementing projects with a
    national level NGO involved in HIV/AIDS work
  • Hands-on experience performing,
    communications (online and print), records keeping and management and
    other office support duties requiring the use of independent judgment.
  • Additional training in HIV/AIDS related
    work, especially in BCC approaches
  • Past experience with local governments and
    National NGO will be an added advantage.
