Background Information:
The Government of Uganda is committed to UN Reform and has requested the UN system in the county to accelerate its efforts towards greater harmonization and strengthened coordination and align itself strongly in support of the Paris Declaration and Accra Agenda for Action. In this spirit, the UN Country Team has articulated a unified vision in its new United Nations Development Assistance Framework 2010/2014, which is that it “seeks to support the capacity of Uganda to achieve the National Development Plan, with a focus on equity and inclusion, peace and recovery, population and sustainable development” Accordingly, the UN Country Team is adopting a Delivering as One approach and this is intended to enable the UN system in Uganda to respond jointly and more effectively to national development priorities, to accelerate growth and reduce poverty. Accordingly, the UNCT in Uganda has identified a number of areas for joint programming as a key implementation modality for the UNDAF. One of these is the Joint Programme on Population. Within this context, UNFPA is seeking to recruit a Senior National Programme Officer, to enable it better perform its role as the Administrative Agency for the Joint Programme on Population which includes 10 UN agencies and several Government ministries and entities.-.
Under the overall guidance of the UNFPA Representative, and direct supervision of the Coordinator of the UN Joint Programme on Population, the Senior National Programme Officer is part of the Core Technical Team, at the UNFPA Country Office, to manage all aspects of the inter-agency effort as well as provide oversight mandated of UNFPA as the Joint Programme Administrative Agency
Key Duties and Responsibilities:
  • Provide substantive, technical and programmatic guidance to UNFPA and other UN participating Agencies to ensure linkages, synergies and coordination between respective UN agency activities.
  • Ensure effective, efficient and timely implementation and achievement of results of the Joint Programme on Population.
  • Coordinate and provide technical guidance to the Joint Programme on Population technical working group meetings including the annual programme review, ensuring that meetings take place as scheduled and follow-up actions are implemented.
  • Lead the process of developing the Joint Programme Annual Work Plans, ensuring proper coordination and prioritisation across all participating agencies and within JPP Outcome groups to maximize Joint Programme delivery.
  • Liaise with UNFPA programme officers to support development, implementation, review and coordination of and between UN Joint Programme on Population implementing partners and their annual work plans, and ensure harmonisation with the Joint Programme on Population Annual Work Plan.
  • Ensure timely and accurate preparation of documentation for Steering Committee meetings including preparation of financial and narrative progress reports.
  • Guide timely and accurate preparation of annual progress and financial reports in accordance with respective donor requirements and guidelines.
  • Document best practices and lessons learnt in the UN Joint Programme on Population implementation and accordingly recommend on replicable strategies and alternative approaches for better programme implementation.
  • Contribute to resource mobilization efforts related to ensuring that the UN Joint programme on Population is adequately funded by analysing information on potential donors, preparing substantive briefs and proposals to sell to donors in line with their respective priorities.
  • Contribute to strengthening partnerships with the donors through regular contacts and dialogue, quality implementation and reporting and ensuring that donors’ standards are adhered to.
  • Perform any other related tasks that may be required.
Qualifications, Skills & Experience:
Academic Requirements: Master’s degree in Population studies, demography and statistics or other related fields
Experience: At least 7 years of professional experience preferably in programme/project management in the public or private sector, including international development assistance, experience in inter-agency processes is an advantage.
  • Strong analytical and reporting skills
  • Excellent communication and ability to work in teams will be an added advantage
Language: Fluency in oral and written English
Computer skills: Proficiency in current office software applications.
