Job Title: Social Services Officer
Location: Based Kampala, Uganda with
occasional travel
Reports to: Social Services
Coordinator.

Job Summary: The Social Services
Officer is responsible for the administration of child welfare programs and
activities with specific attention to adoption programming. This position
reports to and is evaluated by the Holt Uganda

Key Duties and Responsibilities:

  • Reports to, and supports the Social Services
    Coordinator by meeting regularly to assess and implement project
    objectives.
  • Achieves adoption objectives by working with Holt
    Uganda in setting goals and objectives, ensuring compliance with
    timelines, and ensuring quality service delivery.
  • Provides technical assistance, and advices partners, as
    appropriate, involved in family crisis intervention, child assessment,
    intake, care, foster care, case documentation, adoption processing as appropriate
    to ensure quality child care by establishing and maintaining best
    practices.
  • Work closely with partners and provide guidance and
    appropriate avenues for partners to present ideas, feedback or concerns
    related to their work.
  • Maintains a productive work relationship with US
    Government authorities in country, particularly the USCIS & DHS
    offices at U.S. Embassy, and other adoption service providers by attending
    meetings, interfacing with them regarding adoption related issues and
    cases, and keeping Holt Uganda
    informed.
  • Work closely with the Social Services Coordinator to
    maintain a productive relationship with Ugandan government and other
    officials, including those in the Ministry of Gender and child caring institutions
    and to by regularly networking with such officials and organizational heads,
    exploring and implementing areas of joint collaboration, and strategizing
    regarding joint adoption related issues and
    concerns.
  • Maximizes Holt-Uganda adoption services mission by
    working with the Social Services Coordinator to assess, strategize, and
    handle adoption related issues/opportunities in-country.
  • Provides support to adoptive families’ while in-country
    through arranging/providing all transportation for adoptive families to
    and from the airport, arranging/providing all transportation for and accompanying
    adoptive families to and from all scheduled appointments with DHS/U.S. Embassy,
    local courts, and any other meetings, events or outings as appropriate.
    Will also sanction and serve as intermediary for any contact/meetings
    arranged for adoptive parents while in country.
  • Work closely with the Social Services Coordinator to
    manage record keeping by ensuring maintenance of social, medical and legal
    records on all children on the adoption track and placements to families
    and ensuring timely child reports and medical updates.
  • Work closely with the Social Services Coordinator to
    manage all post-adoption related reporting, activities, and issues as
    appropriate by ensuring effective in-country handling and dissemination of
    post-placement reports, and interfacing with Government officials/entities
    as needed and serving as intermediary for any post-adoption correspondence
    and/or contact of any kind with adoptive parents.
  • Work with Social Services Officer to optimize
    efficiency and responsiveness of adoption programs by monitoring issues
    that pose a potential threat to the program, implementing systems that streamline
    processes and recommending remedies to problems, establishing, monitoring
    delivery of services, and evaluating performance.
  • Accepting additional responsibilities as needed to
    optimize skills and experience.
  • Contributes to the team effort through effective work
    relationships, fulfilling organizational goals, and cooperating &
    strategizing with Social Services Coordinator as appropriate.
  • Maintains knowledge and understanding of various
    Ugandan adoption policies/processes and political/social situations by
    maintaining regular contact with other agencies and/partners via phone calls,
    emails, and face-to-face meetings.
  • Assists Social Services Coordinator though effective
    and regular communication regarding the flow of child/family documents,
    and other information. Also though managing the exchange of information
    regarding each case’s progress and trouble-shooting as needed all case
    problems or delays that surface during processing.
  • Contributes Holt-Uganda’s mission by assessing and
    implementing new ways to assist homeless and/or vulnerable children in
    country.
  • Any other duties as assigned by Country Director or
    Social Services Coordinator
Qualifications, Skills & Experience:
  • A Bachelors degree in social sciences and 3-5 years experience managing/implementing/developing
    child welfare programs and services in Uganda.
  • Excellent communication skills and experience working
    with government officials, communities, partners and service providers.
  • Must be detail oriented and able to multi-task and
    prioritize many competing responsibilities in a time effective manner
  • Ability to work independently.
  • Able to read, write and speak English fluently
  • Working knowledge of basic computer programs (Word,
    Excel, email) and ability to learn other software applications as
    necessary.
  • Availability for extensive in-country travel as needed.
