Job Title: Operations Manager
Reports to: Country Director
Organisation: War Child UK
Location: Roving Position (Kampala, Pader and Kaabong)
Salary: Grade 10 Step G 3,484,249
Job Summary: Head WCUK operations related work i.e. Lead Human Resource Management and Administration; and support Logistics work, and ensure all operations are in line with relevant policies.
Major Duties & Responsibilities:
Areas of responsibility include, but are not limited to, support or leading the following functions;
1.                  Human Resource function
·         Coordinate national staff recruitment and selection process
·         Maintain a thorough confidential filling system for employee records
·         Carry out induction of new employees – developing an induction manual for all staff per location
·         Keep a calendar of staff contract expiry and renewal processes,
·         Coordinate all staff performance reviews and update Field Director and line managers regularly
·         Lead the implementation of the HR manual or Liaise with HQ HR Manager in the implementation of the Global HR Manual
·         Support CD in overseeing the implementation of the internal regulations
·         Monitor staff performance and attendance activities
·         Provide information and assistance to CD, staff, and line managers on human resource and work related issues
2.                 Administration, IT, Security, Health and Safety
·         Create a system that will enable secure storage and easy access to important organisational documentation
·         Assists in managing and ensure smooth functioning of communications including access to telephones, satellite phones, Security Radio Communication and airtime
·         Assist staff in completing all forms as required by policies and guidelines
·         Maintain a regular repair and maintenance system for WCUK computers, printers and other IT equipments
·         Maintain secure access to organisational computers, printers and internet
·         Develop a register to regularly back up of organisational data in all computers and monitor its implementation
·         Ensure compliance of property with War Child UK’s security, health & safety guidelines
·         Develop and ensure implementation of internal administration policies including office and vehicle use
3.                 Logistics
·         Supervise management of vehicles (car and motorbike) and other assets
·         Lead procurement processes in line with relevant policies
·         Assist the Programme Manager in high level project logistics and administration
·         Liaise with the relevant Government Ministries and departments for e.g. legal requirements of all expatriate staff such as visa renewal, work permits, NGO registration, insurance issues and tax exemption processes
·         Maintain regularly updated and managed assets records and storage system
·         Oversee proper management of the store by keeping up to date stores documentation and provide weekly stores reports to programmes and finance teams
4.                 Others
·         Sign up to and operate in accordance with WC UK’s child protection policy & code of conduct
5.                 Work Relations
·         He/She will work closely with Finance Manager, Programmes Manager and directly supervise Operations Office
Qualifications, Skills and Experience
·         At least a Masters in Human Resource Management with 3 years experience or BA with at least 7 years experience will be considered.
·         Minimum of 2 years HR experience
·         At least a year experience in the field of logistics
·         High level of computer proficiency in Microsoft Excel, Data Base.
·         Ability to use QuickBooks will be an added advantage
