Consultancy Opportunity at International Rescue Committee (IRC)

Call for Proposals for Consultancy Services
Organisation: The International Rescue Committee (IRC) in Uganda is looking for a consultant to conduct the final evaluation of the 34-months, Sida-funded ‘Post-conflict recovery and Economic Empowerment of returnees through Private sector development’ (PEEP) project in Lira & Alebtong districts, ending December 2012. The project focused on increasing agricultural productivity, access to markets and rural financial services, and improving the local business environment via private sector led initiatives.
Purpose of the evaluation: The main purpose of the evaluation is to help IRC management, stakeholders and the donor to understand the overall project performance towards achieving its stated goal and objectives, and to learn from the experiences of the project. Based on both quantitative and qualitative analyses, the evaluation seeks to;
  1. Measure to what extent project activities have been implemented, delivered outputs and attained expected results set out in the logical framework.
  2. Assess to what extent the project was contextually relevant; sustainability, scale up and degree of ownership of the various models used by the IRC in the implementation of this project.
  3. Generate substantive evidence-based knowledge, by identifying good practices and lessons learned that are useful to other interventions and replicable as effective approaches.
Deliverables: The consultant will submit the following deliverables to the IRC:
  1. An Inception Report, within 5 days after signing the contract; it will detail the methods for data collection and a proposed timeline of activities and submission of other deliverables.
  2. Draft Report, within 7 days after completion of field visits; this report will be shared with the IRC team to seek comments and suggestions.
  3. Final Evaluation Report, within 7 days after reception of comments on the draft report and must be received before 31 October 2012.
Duration: This evaluation is scheduled during the first two weeks of October 2012 and the final report is expected by October 31st, 2012. A detailed ToR may be obtained by contacting UA-IRCJobs@Rescue.org
Competencies:
Candidates should meet the following eligibility criteria:
  • Masters degree in agricultural economics or its equivalent from a reputable institution;
  • Seven to ten years of practical field experience in the execution, oversight or evaluation of agriculture and rural development programs preferably in developing economies.
  • Recent assignments in northern Uganda, and the Lango region in particular would be an added advantage.
  • Demonstrated understanding of post conflict recovery and development programming environments.
  • Fluency in English language; written and spoken.
