Job Summary:  The Coordinator, Policy Advocacy & Engagement will coordinate Policy and Advocacy work of UNNGOF within the ambit of the strategic plan and based on identified priorities and objectives, in order to influence policy and practices at local and national level with government and other stakeholders.

 

The role will lead on research and analysis of political, social and economic trends in the country, as well as the efficacy of policies and its implementation, in order to identify key focus areas for civil society advocacy interventions. This position will also be responsible for: visioning, planning, implementing and evaluating our policy agenda.

 

Key Duties and Responsibilities:  

·        Provide strategic and operational leadership on development and implementation of an

·        advocacy strategy to deliver impact in relation to UNNGOF’s strategic plan;

·        Lead the process of designing a clear policy and advocacy component;

·        Analyze sector policies in order to generate evidence on their impact on the CSO sector;

·        Identify priorities for advocacy and policy actions to be implemented by UNNGOF

·        throughout its programming stages;

·        Spearhead policy monitoring and analysis for the CSO sector in collaboration with other

·        stakeholders and identify key policy recommendations and design appropriate messages for policy makers and stakeholders;

·        Support initiatives of local actors to influence and contribute to National Policy development;

·        Lead on influencing key external targets such as specific government departments, UN

·        Agencies and other international institutions and donors, to strengthen policy and practice;

·        Coordinate and undertake research, analysis and drafting responses to a range of issues and topics;

·        Develop annual work plans and budgets for the Policy Advocacy & Engagement Component and ensure delivery of set targets;

·        Supervise and mentor staff under the Policy, Advocacy & Engagement Component; and

·        Perform any other duties that are beyond the scope of this job description in mutual discussion and agreement with the Head of Programmes.

 


Qualifications, Skills and Experience:

·        Broad knowledge and understanding of policy and advocacy processes at both national and international levels.

·        The ideal candidate must hold a Master’s degree in the fields of social work, development economics, political science and or any other related field.

·        Three to five years of working experience in a managerial and or senior position in the NGO sector.

·        Possess excellent analytical and writing skills with proficient computer knowledge.

·        Evidence of participation in the development of policy briefs and research papers.

·        Excellent communication, facilitation and public relations skills.

Key Duties and Responsibilities:  

Budgeting and financial planning:

·        Preparing timely and accurate Annual Operating Plans according to the group guidelines

·        Prepare a 5-year business plan, developing an appropriate drivers-based model

·        Prepares financial budgets and management reports thus ensures efficient budgetary control

·        Analyses monthly financial performance against established benchmarks set within the business  plan framework for the Company and/or AOP

·        Ensures that capital expenditure for the company is correctly spent and is in line with the CAPEX  approvals

·        Reviews Capex productivity to ensure that proper Value for Money is achieved

·        Designs and/or assists the Pricing team to ensure the correct price for new products

·        Review of existing pricing models to ensure that the profitability and marketing standing is viable  and ensure the growth of the Marketing

Financial performance and financial risks management:

·        Ensures that the business achieves or surpasses its profitability targets by monitoring key  expenditure areas and that profitability margins are in line with a business plan

·        Meets key line managers weekly regarding their expenditure and carries out monthly variance  checks and addresses them through line managers

·        Manages the company’s capital expenditure budget Actual vs Budget monthly performance (spend  and committed)

·        Analyses PL profitability by product and margin analysis

·        Monitors operating expenses closely to ensure that efficiencies flow through to minimize costs

·        Assists with Revenue assurance and monthly revenue rolling forecasts

·        Assists in the preparation of Board papers

Investment decision model development review and approval:

·        Designs and or improves on existing business cases/investment models

·        Advises Management on investment or decline decision/ Lease or purchase option

Qualifications, Skills and Experience:

·        The ideal candidate must hold a Degree in Accountancy, Finance, Economics, Actuarial Science or Related Discipline

·        Professional accounting qualification such as CPA, CFA, CIMA or ACCA, NBAA registration

·        MBA or MBL will be an added advantage

·        Five years of experience as Head of FP&A, Financial Controller, or a related discipline

·        Five years of experience with Senior Management position within the Telecom Industry

S/he manages relationships with a wide range of groups, including consortium partners, Disability Inclusion Facilitators, Organisations of Persons with Disabilities, Local Government Actors and all project stakeholders. The Disability Inclusion Officer is also responsible for managing the work of Disability Inclusion Facilitators, allocating and utilizing resources in an efficient manner. The Disability Inclusion Officer is an expert in project implementation and partnership management and has strong affinity with disability inclusion. He/ she has further experience with facilitation field implementation and building synergy among implementing partners

He/she will be working on empowering socially marginalised and excluded groups especially women, girls and PWDs in the community. This will be in line with the gender transformative WASH approach to be developed, tested and implemented to achieve Gender equality and social inclusiveness in WASH SDG programming.

 

Key Duties and Responsibilities:  

·        The Gender & Social Inclusion Coordinator will work closely with the WASH SDG project team to conduct a project baseline, prepare & manage annual Gender Transformative implementation plans and budgets for WASH SDG project.

·        Conduct Gender analysis to understand gendered inequalities and exclusion issues to inform the WASH SDG gender transformative programming.

·        Work with the M&E team to develop WASH SDG gender sensitive tools to support implementation, and M&E in line with the project documents.

·        Support in the development of WASH Gender sensitive project indicators and ensure the result oriented reporting in line with project outcomes.

·        Build the capacity of staff and partners in Gender transformative programming to integrate Gender in to their project implementation and monitoring.

·        Spearhead on engaging community structures especially Cultural and religious institutions on negative social norms and practices that impact on women and girls’ realisation of WASH rights GBV in the community.

·        Document and share best practices in gender transformative behaviour change, GBV and child protection in line with WASH project outcomes.

·        Work closely work WASH SDG PM and the Gender Taskforce to advance gender equality and inclusion in WASH project implementation.

·        Prepare, manage and support the implementation quarterly plans and budgets in line with the WASH SDG project documents.

·        Ensure Gender transformative approach in -WASH project is integrated in all aspects of intervention to challenge negative social norms and beliefs across community structures

·        Adhere to the Child Protection Policy, Code of Conduct and reporting any CPP issues;

·        Responsible for the implementation of the CPP standards as they apply to area of responsibility plus the development of actions to address identified gaps and monitoring their effectiveness.

·        Ensure that all Plan Partners, Visitors and Associates in area of responsibility are provided with and have signed and returned a copy of the child protection policy.  Inform the partners, visitors and associates that they must comply with the policy in all contacts and communications with children during their visit.

·        Ensure that children and families in area of responsibility are aware of the child protection policy and applicable local procedures, so that they know what behaviours they can expect from Plan staff, associates and visitors and whom to report any concerns;
