Job Summary:  The Administration Officer will be responsible for the management of administrative support for Mercy Corps programming in Kampala Office, assist in the achievement of program objectives with the facilitation of office supplies, staff travel and accommodation, facilities management (office and expatriate staff residences) and general administration in the Operations Department.


Key Duties and Responsibilities:

Strategy and Vision

·         Actively contribute to the office strategic planning process and provide regular updates.

·         Representation

·         Interface with stakeholders and local partners in a manner consistent to the Mercy Corps ethos.

·         Build and maintain productive relationships with staff, vendors, partners and other stakeholders.

·         Maintain high ethical standards and treat all people with respect and dignity.

·         Team Management

·         Develop the capacity of his/her team & assist them with continued development of a career path.

·         Demonstrate an awareness of his/her own strengths and development needs.

·         Work with Mercy Corps staff to ensure smooth introduction and adoption of operational systems including Mercy Corps Field Facilities and Office Management Policy.

Staff Travel

·         Overall responsibility for all travel and accommodation arrangements for Mercy Corps guests and team members in Kampala.

·         Handle International guest logistics; airport pick-ups, accommodation, field movement support, and other guest-related issues.

·         Conferencing and event management, including making all arrangements as required by MC Team members.

·         Keep Kampala Office Travel Tracker up-to-date.

Administration Logistics

·         Support Mercy Corps Kampala Office with all Mercy Corps Administration arrangements.

·         Prepare and implement guidelines for support functions of the reception, photocopies, office cleaning and maintenance. Key among them is putting in place and implement guidelines for managing the purchase, storage, and distribution of office supplies.

·         Responsible for maintaining an accurate record of office supplies including stationery, consumables and cartridges/toners.

·         Maintain an update inventory for Kampala Offices, Guest House and all expat houses.

·         Support in managing the Kampala Office mini store and movement of documents and supplies.

·         Prepare and attend staff general and coordination meetings and compile the minutes as discussed and agreed upon by chairperson/supervisor.

·         Other administrative duties as assigned by supervisor.

File Maintenance

·         Responsible for maintaining administration files. Ensures that all administration documents are stored in a safe and secure location, protected from damage. Such files including stock/inventory files, minutes of departmental and general staff meeting. The files must always be updated, organized, clearly marked, and complete.

·         Ensure Mercy Corps admin manuals, travel documents (copies of team members’ passports and visas), and other critical information such as office security passwords is kept safely.

Facilities Management

·         Responsible for managing facilities & office management functions of Kampala office.

·         Facilitate timely payments for utilities for Kampala Offices, Guest House and expat houses. The utilities include electricity, water, garbage collection, office telephone, DSTV and any other utility bills for the facilities.

·         Ensure proper functioning and maintenance of the office, guesthouse and expat house equipment like photocopiers, printers, cookers, microwaves, fridges and others.

·         Maintain a complete, accurate and up to date lease Matrix for Mercy Corps Uganda.

Finance & Compliance Management

·         Adhere to Mercy Corps mandated, procedures and controls including: Field Facilities and Office Management, Field Procurement, Logistics, Asset and Inventory Management and Finance procedures.

·         Offer support in training and orientation of new staff in those procedures.

·         Work with Finance, Internal Risk and Compliance to mitigate fraud, conflict of interest and legal ramifications of Mercy Corps administration activities.

·         Security

·         Ensure compliance with security procedures and policies as determined by country leadership.

Qualifications, Skills and Experience:

·         The applicant for the Mercy Corps Administration Officer job should preferably hold a Bachelor’s degree in Human Resource, Business Administration, Social Work, Public Administration, Education, or other related field.

·         At least three years’ experience in a similar position and or similar roles preferably with International Non-Government Organization and in a multi-cultural environment.

·         Demonstrated excellence in administrative work in a busy and multi-cultural environment.

·         Very good writing and verbal communications skills.

·         Good negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff.

·         Keen attention to detail, ability to follow procedures, ability to transparently manage stores, filing, and meet deadlines, work independently and cooperatively with team members.

·         Proven ability to solve problems innovatively.

·         A clear understanding of Administration as well as the willingness and ability to enforce compliance with Mercy Corps and donor policies and procedures is essential.

Job Summary:  The Protection Associate (Community-Based) is a member of the Protection Unit in a Country Operation and may report to the Protection Officer, Protection Officer (Community-Based), or another more senior staff member in the Protection Unit. Under the overall direction of the Protection Unit, and in coordination with other UNHCR staff, government, NGO partners and other stakeholders, the Protection Associate (Community-Based) works directly with communities of concern to identify the risks they face and to leverage their capacities to protect themselves, their families and communities. The incumbent may have direct supervisory responsibility for part of the protection and/or support staff and supports the application of community-based protection standards, operational procedures and practices in community-based protection delivery at the field level. To fulfil this role the Protection Associate (Community-Based) is required to spend a substantial percentage of her/his time working outside the office, building and maintaining networks within communities of persons of concern. The development and maintenance of constructive relationships with persons of concern that measurably impact and enhance protection planning, programming and results forms the core of the work of the Protection Associate (Community-Based). The incumbent also supports the designing of a community-based protection strategy by ensuring that it is based on consultation with persons of concern


Key Duties and Responsibilities:

·         Assist functional units, the Multi-Functional Team (MFT) and senior management to integrate participatory and community-based approaches in the overall protection delivery strategy and operational procedures.

·         Through relationships with persons of concern and network of partners stay abreast of political, social, economic and cultural developments that have an impact on the protection environment and provide advice to the protection team. Understand the perspectives, capacities, needs and resources of the persons of concern and advise the protection team accordingly, highlighting the specific protection needs of women and men, children, youth and older persons, persons with disabilities, marginalized groups.

·         Work with host communities to identify opportunities for national civil society involvement in improving the protection of persons of concern.

·         Work with implementing and operational partners as well as with displaced and local communities to develop community-owned activities to address, where applicable, the social, educational, psycho-social, cultural, health, organisational and livelihood concerns as well as child protection and prevention and response to SGBV.

·         Assist in the analysis that identifies the capacities of communities of concern and risks they face.

·         Support participatory assessments by multifunctional teams and ongoing consultation with persons of concern.

·         Assist in planning and monitoring of programmes and budgets, with an AGD perspective.

·         Build office capacity for community-based protection through training and establishing systems for community mobilization and participation of persons of concern.

·         Support communities in establishing representation and coordination structures.

·         Ensure community understanding of UNHCR's commitment to deliver on accountability and quality assurance in its response.

·         Act as interpreter in exchange of routine information, contribute to related liaison activities and respond directly to routine queries.

Qualifications, Skills and Experience:

Job Summary:  The HCRI-Uganda Procurement and Administrative Coordinator will directly report to the HCRI-Uganda Director Administration & Operations and will provide procurement, administration and logistics support to all HCRI-Uganda programs.


Key Duties and Responsibilities:

Procurement and contracting:

·         Thoroughly familiarize the detailed systems and procedures for the management of the procurement of goods and services for the program

·         Compute and compile all procurement requirements from line departments and collect all required approvals prior to purchase

·         Manage RFQ and bid analysis process for Vendors in accordance with HCRI-Ug policies and procedures

·         Handle supplier correspondence about procurement procedures and updates

·         Initiate procurement requisitions through FMS, and manage Purchase Orders for all program procurements

·         Work closely with the suppliers and other stakeholders to ensure timely delivery of goods and services as per contract agreements

·         Manage RFP and bid analysis process for agreements

·         Participate in technical and price evaluation reviews, participate in contract negotiation, prepares evaluation summary reports, reviews and recommends approval of contracts

·         Attend to inquiries and notify bidders of the outcome of the bidding process

·         Prepare vendor agreements, follow up agreement review for tax compliance and shepherd them through the process for administrative review and approval

·         Establish, maintain and update procurement filing system, records and supplier database

·         Provide periodic procurement reports on assigned duties

·         Maintain an updated approved pre-qualification list of Vendors

·         Maintain an updated agreements/contracts database and notify stakeholders three months before expiry

·         Custodian of all HCRI-Ug procurement policies and documents, to ensure conformance to acceptable standards and best practice at all time

·         Source for all the required procurement documentation i.e. quotations, proposals, and facilitates vendor interviews/presentations/evaluations from time to time, in line with HCRI-Ug procurement policies and best practices

·         Carryout periodic price surveys for goods, services and works, to facilitate valid negotiations with the vendors on different procurements

·         Manage the clearing and forwarding processes, for the HCRI-Ug international procurements

General Administration:
