Job Summary: The Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant will conduct/implement comprehensive monitoring, evaluation and learning initiatives of DRC program in Rhino Camp, to ensure that Project activities meet the highest standards possible, and contribute to improving the capacity resilience of persons of concerns in Westnile.

Key Duties and Responsibilities:  
·        Prepare annual project monitoring plan
·        Develop and share with all sectors performance indicators
·        Conduct routine project implementation monitoring and share monthly monitoring reports
·        Conduct Baseline assessment, midterm and Endline evaluation for all new projects
·        Represent DRC in joint partners’ coordination meetings and performance monitoring and assessments
·        Conduct data quality, take lead in the data management, reporting and presenting the report before stakeholders.
·        Take lead in identifying and/or conducting learning events
·        Take lead in documenting key success stories, best practices and lessons from projects


Qualifications, Skills and Experience:
·        The ideal candidate for the Monitoring, Evaluation, Accountability and Learning (MEAL) Assistant job must hold a University degree in statistics, economics, social sciences or related discipline
·        MEAL training is an added advantage
·        At least two years of MEAL experience with International humanitarian organization or NGO field. 
·        Technical skills in monitoring and evaluation and experience with both qualitative and quantitative data collection and analysis.
·        Analytical, presentation, and report writing skills.
·        Experience using software applications such as Excel, Access, or statistics software such as SPSS, STATA.
·        Previous experience with electronic or mobile data collection
·        Strong interpersonal and communication skills and the ability to work under pressure to tight deadlines. 
·        Excellent skills in the use of computers (MS Word, Excel, outlook Power Point).
·        Languages: Excellent oral and writing skills in English. Knowledge of the local languages spoken in the operation area is an asset.

Job Summary:   The Senior Supply Assistant provides support supply to all local activities pertaining to the supply chain function including planning, sourcing, transport, shipping, customs clearance and warehousing in the operation. The incumbent is supervised by a Senior Officer who provides regular guidance. S/he works independently on routine tasks while follows instructions of the supervisor or more complex issues. The incumbent maintains regular contact on a working level on routine issues with other UNHCR offices, UN agencies, NGOs, government partners and commercial contractors in the area to facilitate the operation. The duty of the incumbent is to support the management of material resources within the geographical area covered by the office while exercising efficiency in the use of those resources.

Key Duties and Responsibilities: 
Strategy
  • Apply UNHCR's procurement strategy when planning for purchase of important commodities and services.
Operational Support
  • Initiate custom clearance of consignments, draft exemption requests, and liaise with local agent
  • Support warehouse management, and assist with planning and goods deliveries, and provide information on the status of requests and the availability of items in the supply chain.
  • Maintain accurate and comprehensive records on logistical activities and provide reports and updates periodically, and on request.
Infrastructure Support 
  • Examine Purchase Requests to ensure conformity and liaise with requesters.
  • Prepare quotation requests and tenders, produce bid-tabulations from tenders and prepare Purchase orders for approval.
  • Dispatch approved Purchase Orders, and follow-up with the delivery of ordered commodities and services.
  • Provide information on all procurement activities within area of responsibility.
  • Assist in managing Property, Plant and Equipment (PPE) effectively according to UNHCR rules and regulation including registration and marking of new PPE, Physical verification of PPE, preparation of agreements, preparation of disposal forms (including submissions to LAMB/AMB), and assistance with disposal of PPE.
  • Produce standard asset management reports and other asset information, periodically and when requested.
Business Support
  • Maintain accurate data in all relevant business systems. Compile statistical information on supply chain related matters that will assist in decision making.
  • Any other responsibility deemed necessary or as delegated by the Supervisor in order to meet the level of service required by the organisation.

Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Senior Supply Assistant job placement should have completed Secondary School education with post-secondary training/certificate in Business Administration, Logistics, Warehousing or a related field.

Job Summary: The project water engineer will be responsible to support planning and design and ensure, quality assurance of the technical plans and implementation of Water Resource Management works and projects.  The development of micro-catchment plans will be done by Upper Nile Water Management Zone (UNWMZ) based on community engagement and mobilization in the areas identified by the project.

Key Duties and Responsibilities: 
Quality assurance:
·       Coordinate closely with the Project Engineer and the Regional Infrastructure and Resilience Coordinators on technical approach.
·       Review and prepare engineering drawings, designs, BOQs as per the Water Resource Management Infrastructure Manual (technical screening).
·       Continuously supervise the construction and maintenance of all projects including a water component. These will be based on site surveys to identify topographical land contours for planning a series of contour swales as well as ponds to passively capture surface water runoff and run on.
·       Conduct technical assessments on topography, contours and landscape patterns as well as surface hydrological behavior and fluvial geomorphology and when required and monitor the quality assurance and quality control of design and implementation on all water projects.
·       Coordinate project activities with the District Focal persons from the Engineering, Environment and Forestry Departments in the target districts.
·       Ensure very high standard of technical screening of projects jointly with the district technical team and compile Investment Plans for approval by the District Technical Planning Committees (DTPC) and support capacity building for line Ministries in innovation around planning and designing water resources that do not rely on ground water systems.
·       Participate in BID committee to provide technical inputs for the selection of contractors and ensure technical specification are accurate to fast track procurement process and ensure quality assurance
·       Develop a monitoring scheme which includes performance and impact indicators for all infrastructures related activities.
·       Supervise the technical aspects of the projects;
·       Assess the activities undertaken and ensure efficient use of resources;
·       Ensure the right structures for instance drifts and culverts are constructed in the identified bottlenecks and ensure value for money
·       Ensure regular communication between communities at the project implementation sites and DRC
·       Inspect and supervise work for quality control and compile inspection report.
·       Ensure project accomplishments according to specifications and targets.
·       Processing payment certificates for contractors after completion of works.
·       Participate in training of Project Management Committees (PMC) and Project User Committees (PUCs) together with district technical team
·       Ensure adequate contract management with the support supply chain department (close monitoring of variation, formal communication to contactors, etc.) in line with DRC operational handbook.

Additional tasks

Qualifications, Skills and Experience:
·       The ideal candidate must hold a Master’s degree in Civil Engineering or similar engineering degree.
·       Demonstrated experience conducting landscape level earthworks and passive water harvesting
·       Demonstrated experience in permaculture, agroecology and agroforestry systems
·       Demonstrated experience in natural pond construction
·       Demonstrated knowledge of water and soil chemistry and soil microbiology high desired.
·       7 years of post-graduate relevant work experience;
·       5 years of relevant work experience from a lesser developed context
·       Relevant experience from 3 projects in a similar position;
·       Relevant experience with agricultural related rural infrastructure
·       Proficiency in English (written and spoken) is essential.

·       Oversee the timely and clear processing of tenant’s security deposit payments and refunds by the cashiers and Apartments manager, ensuring that it is carefully handled with clear records from the beginning;
·       Have general knowledge of different supplier rates in order to maintain direct & proper oversight over the procurement of property supplies;
·       Source/obtain quotations from suppliers and vendors
·       Update quotations and information in the database, regularly
·       Liaise with service providers to send their current rates and fees for various items;
·       Cross check, compare and confirm the information provided, and make the right recommendation to management;
·       Keep properly organized records of all property related procurement documents.
