Job Summary:   The Security Supervisor will head the Security unit as supervisor in charge of all the deployment of security guards.

Key Duties and Responsibilities: 
  • Making deployment schedules of the security guards to all the key security points, appraises their performance and recommends accordingly
  • Patrolling all Board premises, supervising the guards and looking out for any unusual or suspicious activity.
  • Investigating and or reportings hazards, unusual or suspicious circumstances to police unit for follow- up actions and maintains constant contact with police.

Job Summary:    The Project Manager WASH will provide leadership for CRS’ Fecal Sludge Management project in Bidibidi, while providing technical guidance to any WASH-related activities in the Emergency Response Program. S/he will work closely with the WASH Engineer, Hygiene Promotion Officers, and target communities to ensure the implementation of high-quality WASH programming. The WASH Project Manager will also work closely with the Business Development team to seek and respond to WASH-related fundraising opportunities aimed at increasing access to sustainable WASH services for refugee and host communities. The WASH manager will be responsible for representing CRS in coordination meetings, building synergies and promoting coordination with other WASH-sector actors, UNHCR, OPM and the private sector.

Key Duties and Responsibilities: 
Project Implementation
  • Support CRS’ Global WASH Technical Advisor to carry out a Sanitation & Fecal Sludge Management Assessment in Bidibidi Settlement.
  • Manage and implement all FSM activities throughout each project cycle - project design, start-up, implementation and close-out - to ensure efficient and effective implementation, in line with CRS’ Program Quality principles and standards, donor requirements, and good practices of the WASH sector.
  • Responsible for planning, implementation, monitoring & reporting of the Fecal Sludge Management project activities.
  • Provide technical guidance and support to Local Sanitation Entrepreneurs, mentoring them as they build their skills and business.
  • Prepare and monitor proj ect spending against the approved budget. Through planning and oversight ensure efficient use of project resources.
  • Provide regular updates on progress, priorities and constraints, both verbally and in writing to the Yumbe Head of Office and Senior Program Manager for Emergencies.
  • Advise on technical soundness, appropriateness and feasibility on all public health/WASH activities.
  • Ensure protection and environmental issues are fully considered throughout the project cycle with women, elderly, most vulnerable being included in decision-making for all shelter and settlement issues.
  • Promote safety driven construction practices (safety culture) by regular review of project site safety initiatives
Monitoring, Evaluation and Learning (MEAL)
  • Monitor project interventions through on-site visits to assess and validate the implementation of the approved project plan, conduct financial review and identify possible problem areas and implement solutions.
  • Champion learning in the WASH sector. With support from the MEAL team, analyze and evaluate project performance data following CRS’ MEAL policies and procedures. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Promote MEAL and knowledge management by leading program/project reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
Business Development
  • Act as a key resource person in project design and proposal development in the WASH programming area, gap-filling and taking on growth responsibilities, as needed.
  • Supervision
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Coordinate the identification of staff capacity and technical assistance needs to support quality project implementation.
  • Where possible, help identify, assess and strengthen partnerships relevant to the WASH sector, appropriately applying CRS’ partnership concepts, tools and approaches.


Qualifications, Skills and Experience:
  • The ideal candidate for the Catholic Relief Services (CRS) Project Manager WASH job should hold a Master’s degree in Civil Engineering or related field;
  • At least two years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO;
  • Demonstrable experience in budget management;

Job Summary:  The Grants Accountant supports the Head of Finance to manage grants provided to SOS Children’s Village Uganda. S/he is responsible for providing support during the preparation of contracts/grants and assists in financial management and monitoring of sub-recipient projects. S/he will also support the grants team in providing financial management support to contractors /grantees. S/he performs a full range of financial and management accounting, planning and monitoring functions which are critical to the smooth running of SOS Uganda contracts/grants program. S/he also manages the smooth flow of communication between the contractors/grantees on financial matters. This position is based at the Kampala SOS Uganda National Office with frequent travels to the field.

Key Duties and Responsibilities: 
  • Participate in the development of financial systems and tools for management of grants/contracts and annual work plan.
  • Provide support during the selection and negotiation process of grants/contracts and in developing proposals and budgets for the grants.
  • Work collaboratively with the other grants management team members in overseeing sub-grant functions and coordinate preparation of grant agreements, monitoring of grant periods and close out of the sub-grant awards.
  • Participate in the Grants quarterly Reviews.
  • Provide all the necessary financial information including approved budgets, monthly and quarterly financial statements for good and effective financial management of grants.
  • Prepare and submit weekly and monthly reports on strategic plan implementation, budget status, facility requirements and other project requirements to initiate timely decision making.
  • Update financial data in databases and ensure that physical accounting documents and other financial information is accurate, properly documented and stored in a manner which facilitates easy retrieval.
  • Supervise all the Grants Assistants and directly manage the projects with no Grants Assistants.
  • Provide support in tracking and reporting of financial performance of all grants i.e Manage all donor monthly and quarterly reports ensuring that they are ready for review by the Head of Finance by 10th of the following month and submitted to all stakeholders by the 15th of the following month.
  • Take a lead role in facilitating external audits, internal audits and implementation of action plans on all donor related projects.
  • Prepare regular and adhoc reports of all Contracts/Grants transactions.
  • Monitor the Key Implementing Partners (KIPs) by visiting their field activities, as necessary, to assess performance and identify areas of weakness that require action on the part of the KIP or that require external technical assistance and follow up to  ensure appropriate action is taken in liaison with Programme/Project team and the location level.
  • Ensure that KIPs and Implementing staff (staff) comply with SOS and Donor reporting guidelines.
  • Implement policies and procedures around the administration and monitoring of grants, and procedures designed to comply with donor regulations.
  • Ensure that funds advances/payments to KIPs and staff are prepared, reviewed         and approved in a timely manner in order to facilitate smooth flow of funds to them.
  • Draft financial communications to Partners, Donors, staff and KIPs.
  • Monitor data captured into the system and thereafter generate monthly and quarterly reports to be shared with the respective stakeholders and Managers in time.
  • Support the review of reports, accountabilities and queries submitted by the KIPS, Partners, Donors and staff.
  • Work closely with the members of the grants management team to put in place a consistent- hard copy / electronic filing structure and system for financial information and contracts related to grants.
  • Perform other duties as assigned.


Qualifications, Skills and Experience:
