Job Summary:   The Environment Officer, Kyangwali Humanitarian Program will support sustainable utilization of natural resources, shared environment and promote safe access to energy (fuel). The incumbent will build resilience of the target communities’ in disaster risk reduction, climate change adaptation and ecosystem management. S/he will proactively promote appropriate smart climate (green) technologies and approaches in collaboration with private sector and development actors and determine how best to incorporate these approaches into CARE International in Uganda operations.

Key Duties and Responsibilities: 
 Take lead in field Implementation of Project activities (50% of time)
  • Formulate strategies/activities for sound sustainable management of natural resources and ensure that they are effectively implemented on time and within budget.
  • Offer technical support to ensure the integration of sound natural resource management considerations into the District Environment Action Plan and development plans;
  • Spearhead mobilization of households and institutions to participate in planting, growing of trees and construction of energy saving stoves.
  • Work in liaison with the relevant agencies, institutions and individuals to promote environmental management for mitigating environmental damage.
  • Plan to establish and maintain woodlots in the host community and refugee settlement. Promote restoration of the depleted forest cover through tree-planting at household levels.
  • Provide technical assistance to refugees and host communities in energy saving stoves and use to reduce the amount of fuel (firewood) required for cooking e.g rocket Lorena stoves.
  • Promote appropriate technologies and approaches to energy utilization, including fuels, renewable energy, stoves and lighting and powering technologies.
  • Promote awareness-raising on energy issues through community campaigns on the benefits and use of clean energy for cooking and lighting to enhance adoption.
  • Facilitate production of briquettes to conserve environment at household level; both domestic and commercial production in partnership with the private sector.
  • Promote new smart climate (green) technologies and approaches as necessary with possibilities of scaling-up and replication.
  • Promote environment educational programmes and resources to the target audience through leaflets, sign post brochures;
  • Liaise with colleagues, and community groups on the design and delivery of educational programmes;
  • Give talks in schools or to community groups on environmental issues;
  • Teach community groups and interpret the natural environment for them on-site by leading guided walks and answering questions;
  • Organizing events, debates and international environment days and activities to raise awareness of environmental issues;
  • Training stakeholders, such as teachers, scouts in schools and environment management groups in the use of natural resources and sustainable agricultural practices;
  • Develop plans for all activities under natural/energy/environment and ensure that they are effectively implemented within specified budget and time.
  • Coordinate energy and environment interventions with different stakeholders including the local authorities, implementing partners and private sector.
  • Working closely with the implementing partners of CAMP+ project by providing technical support
Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting for project under implementation (35%)
  • Conduct research studies on energy and environment for refugee’s /host community and establish effective coordination, monitoring and evaluation systems.
  • Support the effort in resource mobilization for energy and environment-related activities with emphasis on non- traditional donors.
  • Ensure that the project beneficiaries i.e. refugees and host communities, are participating as equal partners in the design, monitoring and evaluation of the project.
  • Document and draw from good practices and lessons learned for dissemination in collaboration with Monitoring, Evaluation and Learning guidelines.
  • In collaboration with data management and monitoring and evaluation officer, put in place project field monitoring plan, tools and project database and ensure the database is updated regularly with project information.
  • Provide timely, high quality project progress reports both for CARE internal and donor requirements
  • Ensure quality of project outputs through regular supervision and monitoring.
Representation and coordination (10%)
  • Attend relevant meetings (Technical Working Group, coordination meetings etc.)
  • Representing CARE in relations with local authorities, partners, local and international NGOs and other relevant stakeholders

Qualifications, Skills and Experience: 
  • The ideal candidate for the Environment Officer job opportunity should hold a Bachelor’s Degree in Natural Resources, Environmental Sciences, Forestry, Agro-Forestry or other related fields from recognized University or Institution.
  • At least three years of progressively working in natural resources, environment and energy with International NGOs or local government.
  • Broad knowledge and understanding of emerging sustainable and appropriate energy technologies and renewable energy
  • Extensive knowledge of community participatory approaches and disaster risk reduction.
  • Broad knowledge of supporting a comprehensive approach to biodiversity, safe access to energy and/or climate change.
  • Knowledge of the concepts, principles, techniques and practices of energy, environment and/or climate change.
  • Extensive experience of working in natural resources, environmental management, climate change, mitigation and adaptation

Job Summary:  The Driver is a full-time position and will be based in any of the districts in Lango Sub region (Lira/Apac/Kole/Oyam/Dokolo/ Amolatar/Otuke/Alebtong/Kwania), Uganda. The position will be responsible for ensuring the security of Projects staff and visitors, maintaining a vehicle in a sound condition and providing driving services for the implementation of RHITES-N, Lango project. S/he will report to the Transport Coordinator.

Key Duties and Responsibilities: 
  • Provide transportation, using RHITES-N, Lango project vehicles, of goods, staff and other authorized passengers in accordance with RHITES-N, Lango project policies and procedures.
  • Daily operate and maintain the vehicle assigned to him in a manner that ensures the greatest safety possible for the vehicle and its passengers and that maximizes vehicle working life.
  • Submit all receipts/vouchers regarding the expenses incurred during any trip; submit a report on vehicle performance after each field trip
  • Keep accurate and up to date records using the vehicle and fuel log sheets.
  • Inspect and be vigilant at all times for the detection of any faults and/or damage to the assigned vehicle, whether accidental or otherwise, and submit a written report on it as soon as possible to the Transport Coordinator.
  • Ensure that all necessary measures are taken to avoid theft of the vehicle(s). These measures should include among others: proper use of crook locks, locking the doors and windows and avoiding using vehicles in times and places of high risk and also to ensure that vehicles are parked in secure places.
  • Submit to the Transport Coordinator the monthly vehicle utilization report summarizing vehicle/fuel use and vehicle repair/maintenance. This report is accompanied by the fuel and vehicle log sheets for the period of the report.
  • Prepare and submit the Weekly Control Sheet to the Transport Coordinator for review and scheduling of repairs and maintenance as necessary.
  • Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times
  • Additional responsibilities of a similar nature may be assigned from time to time in consultation with the job holder
  • The job holder should be flexible and will be required to interface and work with cross functional teams within the organization

Qualifications, Skills and Experience:
