Key Duties and Responsibilities: 
Management of the HR Unit
  • Support the Chief of Section in establishing the annual work plan, setting priorities/targets and performance measurements.
  • Monitor work progress and ensure results are achieved according to schedule and performance standards.
  • Establish clear individual performance objectives, goals and timelines; and provide timely guidance to enable the team to perform their duties responsibly and efficiently.
Technical HR Leadership
  • Provide technical leadership in one or more HR specialty areas with responsibility for reviewing the work of other Professional and General Service staff for compliance with principles and concepts, policies, regulations and rules as well as for soundness of judgement and conclusions.
  • Develop, implement and monitor the interpretation and application of new human resources policies, practices and procedures in area of specialization to meet the evolving needs of the organization including formulating the position of the organization on policies in area of HR specialization and determining the appropriate application of rules and regulations to highly sensitive or contentious individual cases having implications for other HR systems and UNICEF as a whole.
Business Partnering
  • Serve as the single point of contact for his/her client portfolio on advice pertaining to all aspects of the employment life cycle
  • Work with clients to help fulfill their goals through advising on how to attract, retain and motivate staff of the highest caliber.
  • Provide accurate and timely advice to clients on HR processes and policies, ensuring the highest level of client-orientation.
  • Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
  • Promote the organizational goals and targets for gender equity and cultural diversity.
Strategic Human Resources
  • Liaise with the HQ Divisions, regional and country offices to support and contribute to corporate HR strategy formulation and global implementation. Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
  • Keep abreast, research, benchmark, and implement best and cutting-edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.
  • Responsible for strategic human resources forecasting for his/her clients including identifying future human resource requirements in terms of numbers, types and levels of staff, and identifying emerging trends in profile requirements.
  • Helps design optimal organizational, staffing structures and levels, and, in consultation with senior management develops standards and benchmarks staffing norms.
Implementation of assigned Human Resources Services
  • Provide support to various or one specific HR occupation (recruitment, job classification, career development, performance management, data analytics, learning & development etc.) to help their supervisors in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber.
  • When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
Learning and Capacity Development
  • Work in close collaboration with business owners, design and deliver learning plans for staff to enhance their knowledge and build skills in new areas.
  • Contributes to the mapping of competencies for all staff in assigned client portfolio, assisting in the development of a comprehensive framework in support of the development of the talent pipeline.
  • Recommend efficient and cost-effective learning products which strengthen staff capacity to contribute effectively to business goals.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
  • Provide orientation briefings to new staff.
  • Provide day-to-day performance and talent management guidance to line management (e.g., coaching, counseling, career development, career conversations, and disciplinary actions)
HR Data Analytics
  • Interpret and analyze HR data to help inform strategic decision making on HR processes and strategies.
  • Develop data collection systems to optimize data quality.
  • Coordinate with country offices and partners to provide assistance in their HR information management.


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNICEF Human Resources Manager job opportunity should hold an Advanced University Degree in human resource management, business management, international relations, psychology or another related field
  • Eight years of professional experience in human resource management in an international organization and/or large corporation is required.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

·         Tasked with monitoring and evaluation of the education sector and make weekly reports to the Country Director.
·         Tasked with the compilation and preliminary analysis of the program and field data received from the various programs being run by KOICA under the education sector as well as implementing partner organizations.
·         Provide support in the development of standard operating protocols /guidelines for education programs under KOICA and its partners.

·         Ensure education program interventions/activities of KOICA programs are ethically sound and get necessary approval /coordinate with the relevant authorities.

Qualifications, Skills and Experience:
·         The applicant must either hold a Master’s or Bachelor’s degree in Education, International Development studies, Social Sciences and other related field.
·         At least 2-5 years of relevant previous experience in education, development and implementation of M&E system.
·         Two to five years relevant experience preferably in a similar position or in project monitoring and implementation, performance management, field survey in government, non-government organization or international organization.
·         Experience on research and publication, education needs assessment, data management as well as analysis and production of reports.
·         Proven ability to analyze and report on program performance and impact.
·         Strong skills in data analysis statistical packages such as SPSS or STATA and Computer software including MS Word, MS PowerPoint and MS Excel.

Job Summary: The Software Engineer will be responsible to and report to the Senior Software Engineer and will be responsible for developing software applications and participate in software quality assessments to enable automation and interfacing of business processes in order to enhance organizational efficiency. He/she will also undertake development and support of the PAU’s web applications.

Key Duties and Responsibilities: 
  • Actively participate in gathering user requirements to inform development of software and analyse the requirements to come up with software design
  • Develop software to automate various business processes that may necessitates automation from time to time
  • Deploy developed applications into production and offer technical advice on acquisition of outsourced software
  • Carryout software testing to evaluate whether it meets the user requirements and the business needs
  • Write test report to document and inform stakeholders of the test results
  • Research, identify and develop templates for documenting processes, designs and test results
  • Carryout reviews on technical documents to identify gaps in processes and ensure conformity to industry standards and make recommendations on how gaps can be fixed
  • Identify inefficiencies in exiting systems and processes and gather recommendations from users on how to improve the current systems
  • Develop and deploy patches (new software versions) to improve the effectiveness of exiting systems
  • Creates user information solutions by developing, implementing, and maintaining Internet/intranet applications throughout development life cycle;
  • Ensure that the website implementations based best practice industry frameworks;
  • Design, implement web interfaces and create multimedia applications to interact with web interfaces;
  • Integrates applications by designing database architecture and server scripting, studying and establishing connectivity with network systems, search engines, and information servers.
  • Carry out user sensitization and training on how to use the developed application
  • Support business units and guide the documentation of business processes
  • Perform any other IT related work like Computer configuration, networking on projects
  • Perform any other duties as may be assigned from time to time.


Qualifications, Skills and Experience:
  • The applicant for the Petroleum Authority of Uganda (PAU) Software Engineer job placement must hold an honors bachelor’s degree in either, Computer Science, Information Technology, Statistics with computing, Computer or Software Engineering from an internationally recognized University or institution.
  • A minimum of three (3) years working experience of active software development from a reputable organization.
  • Knowledge of software quality assurance standard (IEEE, ISO/IEC etc.)
  • Software testing standard (IEEE829, ISO/IEC/IEEE29119)
  • Database management (SQL, Oracle, Postgres, Maria DB)
  • Programming languages (Java, C#, Python, Ruby, Go-programming, and etc.)
  • Familiar with iOS and Android SDK
  • Knowledge in mobile hybrid technologies like Ionic, React Native.
  • Experience on web service integration (PYTHON, SOAP, REST, JSON, XML) and development using web technologies
  • Previous experience building web and native apps and using social media APIs with version controls
  • Masters’ Degree in Computer Science, Information Technology, Statistics (Computing option), Software or Computer Engineering or related field from an internationally recognized University or Institution.
  • Certifications in Web Technologies and Frameworks such as Angular, Python, OWASP or a related Certification.
  • Possess excellent project management skills.
