About US:
The National Social Security Fund (NSSF) is a Provident Fund mandated to provide social security to its members as prescribed by law under CAP 222 (Laws of Uganda) through efficient management of members' contributions. The NSSF asset base is currently over Ugx. 9.8  trillion, making the Fund one of the largest players in Uganda’s economy.

Job Summary:  The Legal Counsel - Advisory is responsible for the provision of legal advisory services to the Fund and for providing assistance to the Legal Advisory Services Manager in monitoring performance of the legal department.  

Key Duties and Responsibilities: 
  • Research and preparation of comprehensive legal briefs to the Legal Advisory Services Manager.
  • Assist the Legal Advisory Services Manager prepare Board papers for the Corporation Secretary
  • Attend various management committee meetings as the legal advisor as assigned by the Legal Advisory Services Manager.
  • Render Support to the Business Units in member sensitization.
  • Follow up changes in Pensions Sector Laws and all other laws affecting the Fund.
  • Review the General and Special Conditions of Contract contained in the standard bidding documents.
  • Conduct legal due diligence and issue reports to management.
  • Draft contracts and all agreements on behalf of NSSF, catering for the User department’s interests, safeguarding the Fund’s interests and ensuring that all contracts drafted comply with the contracts checklist.
  • Participate in contract negotiations and drafting on behalf of the Fund as delegated by the Legal Advisory Services Manager.
  • Engage with prospective contractors and contract managers to ensure that all issues pertaining to the performance and management of contracts are streamlined before execution.
  • Prepare instruments for registration of the Fund’s assets with the appropriate authorities.
  • Monitor running leases, property rates and ground rents and complete the process of renewal for leases held by the Fund.


Qualifications, Skills and Experience: 
  • The applicant for the National Security Social Fund (NSSF) Legal Counsel - Advisory job placement must hold an honours Bachelors degree in Law and a Post Graduate Diploma in Legal Practice.
  • Must be enrolled as an advocate entitled to practice law in Uganda.
  • Should also have a valid practicing certificate.
  • A minimum of three years’ post enrolment experience in Legal Practice in an organization of similar size, or busy law firm.

Job Summary:  The Program Officer-Livelihoods will play a central role in strengthening young farmers groups' knowledge, skills and practices in agribusiness in 6 underserved sub-counties in Amuru, Nwoya and Gulu districts. S/he will be responsible for linking youth to actors in agricultural value chains: inputs, production, processing, marketing and transportation of agricultural products. S/he will liaise with District Production Offices and Local Partners to offer both agronomic extension services and market opportunities for young farmers. S/he will also be involved to support formation and development of Village Savings and Loan Associations (VSLAs) for youth groups and promote linkages with microcredit institutions for more comprehensive Business Development Services (BDS), including support to access business and agro value chain loan services. S/he will build capacity of resource persons -Community Based Trainers (CBTs) to train and offer technical assistance to the VSLA groups on VSLA methodology, savings and loan management and coaching and mentoring. S/he will support youth led market assessment to identify opportunities, develop business plans and support the implementation of the youth business plans.


Qualifications, Skills and Experience: 
  • The applicants for the Save the Children Program Officer Livelihoods job placement must hold a Bachelor’s Degree in Agriculture or a relevant discipline. Graduate or post-graduate training in project planning & management, monitoring and evaluation, community development & research or related field is an added advantage
  • At least three years of relevant working experience with at least 1 year at middle management level in an NGO.
  • Previous experience working with agricultural and livelihoods programs especially in Value Chain Development and Rural Financial Methodologies including VSL Associations and strong documentation, advocacy, facilitation and presentation skills
  • Experience of working with local partners and District Local Government in Health, Education, HIV/AIDS or Child Protection program delivery AND Computer literacy and excellent documentation skills are a must & ability to speak local language (Luo) and directly interact with target group will be an added advantage
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching

Key Duties and Responsibilities:  
Development of plans and budgets
  • Lead in the development of plans and budgets in line with AAI/AAU policies
  • Review AAU Finance Strategy, identify the annual strategic financial implications for AAU

Financial Reporting

  • Review and approve contracts from the finance management perspective
Internal and External Audits
  • Coordinate the internal and external audit engagements in line with the AAU policies and International financial reporting standards
  • Ensure preparation and submission of financial statement to Auditors
  • Coordinate and monitor the implementation of audit recommendations
  • Review and discuss the agreement terms for External Auditors
Integrity of the accounting system
  • Ensure the integrity of accounting systems and data security
  • Ensure timely renewal of licenses, access and authorization of computerized accounting systems including SUN /VISION/ TMI
  • Ensure periodic data backups for financial statements
  • Review system versatility (as well as system improvement proposals) and identify system weaknesses and flaws and recommend changes to the relevant development project teams
Strategic Decision Making
  • Contribute to strategic decision making to support the Board
  • Contribute to the CMT agenda
  • Contribute to the Board’s decision making through CMT by providing financial perspectives
  • Implement and follow-up on CMT key actions with the Finance Directorate
  • Represent management in the Finance committee of the Board
Employee relations and staff management
  • Supervise, mentor and motivate staff within the department while setting clear performance targets for staff in department
  • Lead the development and implementation of work plans and budgets for Finance function and activities to achieve set goals
