Key Duties and Responsibilities: 
  • Managing all ICT activities in support to and in close collaboration with the field responsible persons in Kasese, Arua, Yumbe and additional sites as needed; is the primary responsible for all ICT activities in the Kampala office
  • Identify and implement information management practices to enhance the mission system's effectiveness and reliability
  • Supervising, implementing and monitoring security management protocols
  • Managing inventory, warranties and IT usage of the Mission including carrying out of corrective/preventative maintenance
  • Ensuring the proper documentation, filing and the compilation of statistical data on ICT (number of repairs, monitoring and abuse of internet and telephone use, general state of computer parts, etc.) and drafting a quarterly report on activities
  • Providing direct support to new users and relevant personnel dealing with information systems and managing user access
  • Installing, maintaining and monitoring the ICT systems and equipment in the mission
  • MEMO (inventory/maintenance tool) mission focal point
  • Monitor / implement and update the use of radio communication in the mission and also coordinate with Ugandan Communications Commissions (UCC)


Qualifications, Skills and Experience: 
  • The Information Systems Specialist must hold a Higher Diploma in IT Experience:
  • At least 2-3 years of experience in IT
  • Desirable previous experience with MSF or other NGOs, and working experience in developing countries Knowledge:
  • Expertise in operating systems (XP-Pro, W7) and desktop applications (MS Office 2003/2007/2010)
  • Good knowledge of computer parts and maintenance, networks and their protocols, main email systems (Outlook, Mozilla Thunderbird, Lotus), IT Security Tools (Anti-virus, Firewall, Anti-spyware, back-ups)
  • Understanding of telecommunication systems and educational tools
  • Radio communication Skills (HF and VHF)

About RSCE:
The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities:  Within delegated authority, the Telecommunications Assistant will carry out the following duties:
Business Relationship Management Functions:
  • Analyzes and reviews possibilities for the development of technology solutions towards improvement of business processes.
  • Helps to drive innovation by assisting in the shaping of demand for technologies that increase business/mission value, effectiveness and efficiencies.
  • Assists in carrying out Strengths, Weaknesses, Opportunities and Threats (SWOT), value proposition and other analyses to identify opportunities for improvements to business processes and procedures, leveraging technologies.
  • Assists in the facilitation and management of cross functional teams to help identify challenges and needs of key stakeholders.
  • Expertise in cross-functional technologies including the following is essential.
  • Assists with analytical tasks related to the Satellite equipment performance.
  • Monitors satellite link performance.
  • Performs fault diagnosis and repair.
  • Maintains earth-station records and documentation.
  • Undertakes spare parts tracking.
Wide Area Network Operations (WAN):
  • Monitors transmission performance of all local and remote network nodes at the link and at the I/O levels. Coordinates with leased line carrier and/or remote site technical support staff, service restoration during facility failures.
  • Maintains Network Control Center/Network Operations Center records and Wide Area Network documentation.
Local Area Network Operations (LAN):
  • Monitors the performance of the LAN, Metropolitan Area Network (MAN) and high-speed Internet access facilities. Assists in the implementation of ad-hoc LAN support requirements with departmental focal points. Provides remote operations and maintenance service and advanced technical support for access routers on the Wide Area Network. Maintains LAN and MAN equipment inventory. Prepares and revises network diagrams and network documentation.
Audio/Visual Conference Services:
  • Installs, configures and tests audio, video conference and desktop video conference hardware/software using available communication and network connectivity.
  • Assists in meetings’ preparation by preparing and configuring conference hardware and software and operates equipment during conferences.
  • Provides support and training for new users of conference systems.
  • Researches and evaluates new conference and collaboration products ensuring compatibility with current operational standards and growth for future needs.


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations Regional Service Centre at Entebbe (RSCE) Telecommunications Assistant job placement should hold a High school diploma or recognized equivalent. Certifications in ICT Management or Business, with certifications in ITIL, PR1NCE2/PMP, BRMP, COBIT, TOGAF are highly desirable.
  • A minimum of five (5) years progressively responsible experience within an ICT or Technology organization is required, preferably with experience in the field of Client Services, Strategic Planning, Service Management, Relationship Management.
  • Experience working within an international organization or non-governmental organization - in a conflict or post-conflict setting is desirable.
  • Working experience in a multicultural and/or international work environment is desirable.
  • Valid national driving license is desirable
  • Knowledge of Innovation Management is desirable.
  • Business Process Mapping know-how is desirable.
  • Strong Computer literacy in Microsoft 0365 Applications is highly Desirable.
  • Facilitation and management of Communities of Practice using collaboration software (0365) is highly desirable.

Key Duties and Responsibilities:  
  • Distributes incoming cables, messages, and other communication in accordance with established instructions;

  • Selects the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted;
  • Maintains a station log where all occurrences related to the operation of the telecommunication equipment are entered;

  • Supports new staff members in the proper operation of telecommunication equipment;

  • May assist in making Travel arrangements. 


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Telecoms Operator job placement should have completed secondary education with training or Certificate in radio/telecommunications.
