About UNHCR:
The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. Key Duties and Responsibilities:  
  • Distributes incoming cables, messages, and other communication in accordance with established instructions;
  • Ensures that all communications handed to him/her for transmission are properly prepared and authorized and promptly transmitted;
  • Selects the most efficient and economic means for the transmission of messages, taking into consideration the nature and priority of communications to be transmitted;
  • Maintains a station log where all occurrences related to the operation of the telecommunication equipment are entered;
  • Ensures that no unauthorised communications are exchanged on the network;
  • Ensures that all the equipment placed under his/her responsibility is maintained in good working condition;
  • Supports new staff members in the proper operation of telecommunication equipment;
  • Performs secretarial functions, such as handling paper work on routine, matters, arranges appointment/meetings both internally and externally, screening telephone calls, types a wide variety of materials from drafts, printed text, using a word processor.
  • May assist in making Travel arrangements. 


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UNHCR Telecoms Operator job placement should have completed secondary education with training or Certificate in radio/telecommunications.
  • At least two years previous job experience
  • Good communication skills (written and oral). 
  • Demonstrated ability to work as part of a team but also independently, in a multi-cultural environment. 
  • Knowledge of the UN system. 
  • Ability to work in remote areas.

Job Summary:   The Programme Policy Officer (Assistance Delivery Mechanism) will contribute to the design, planning, implementation, monitoring and evaluation of the strategic direction of digital delivery mechanism and systems including BIAM, SCOPE CODA and supporting scale up of the cash transfer mechanism.

Key Duties and Responsibilities: 
  • Technically support the modelling of cash transfer mechanism and deployment of SCOPE CODA under the Karamoja Nutrition Programme in the MCHN programme;
  • Coordinate with WFP internal delivery mechanism for cash progragramming and work closely with CBT and AME units to develop an integrated delivery mechanism of programmes;
  • Support the next phase of BIAM design, delivery and implementation for government and other development partners;
  • Support and participate in the Cash Technical Working Group and other relevant delivery fora to support the harmonisation of social transfers with humanitarian cash delivery systems;
  • Engage and collaborate with government safety nets programmes to technically support the delivery of social assistance programmes in an efficient and transparent assistance delivery mechanism;
  • Provide technical input for scalability of the national social protection systems and platforms such as Social Assistance Grant Empowerment (SAGE);
  • Support the technical rollout and expansion of the community registration and the deployment of Assistance Delivery Mechanism tools to the various WFP and partner programmes;
  • Support the design phase of the continuous registration in the country;
  • In consultation with Area and Field offices, support the development of a communication strategy and materials for the BIAM engagement delivery strategy;
  • Support the appraisal of various cash assistance delivery mechanisms to suit specific programmes based on context and designto support proposal development;
  • Support the development of a Risk Matrix for the selected assistance delivery mechanism and collaboratively work with Field and Area offices on mitigation measures for smooth implementation of the programmes;
  • Support the designing and implementation of appropriate continuous process monitoring tools to ensure compliancy to WFP's policies and procedures;
  • In consultation with the Regional Bureau and Headquarters teams, propose appropriate delivery mechanisms for the different stakeholders such as Government and potential implementing partners;
  • Support as a central link between WFP, government and development partners in coordinating delivery mechanism across the different stakeholders.


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations UN World Food Programme (WFP) Programme Policy Officer (Assistance Delivery Mechanism) job placement should hold an  advanced degree in any of the following areas obtained from a recognised education institution: Business Management, Computer Science, Telecommunications Engineering, Social Sciences or any related area;
  • At least five (5) years of post graduate professional experience in design and implementation of humanitarian and development assistance delivery mechanism at community and national level;
  • Knowledge of business analysis philosophies and methodologies;
  • Awareness of technologies used in beneficiary transfer management in humanitarian contexts;

Competencies:
  • Programme Lifecycle & Food Assistance: Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.
  • Transfer Modalities (Food, Cash, Voucher): Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.): Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.
  • Emergency Programming: Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

About RSCE:
The Regional Service Centre Steering Committee is the decision-making body for RSCE, in compliance with General Assembly resolutions, United Nations Secretariat rules and regulations, strategic guidance from United Nations Headquarters and oversight bodies. The Steering Committee consults with the Global Field Support Strategy Implementation Coordination Team, as required.

The Regional Service Centre, as approved by the Member States, is owned, managed and staffed by the regional missions it serves. This framework reinforces the existing missions’ chain of command structures and lines of authority in a manner that does not create an additional layer between Headquarters and the regional missions. It also ensures that staffing for RSC.

Key Duties and Responsibilities:  Within delegated authority, the Telecommunications Officer will be responsible for the following duties:
  • Manages service management; ensures that substantive work programmes and programmed activities are carried out in a timely fashion.
  • Develops strategies and oversees the design and implementation of major telecommunications and service delivery initiatives; manages/oversees multiple, concurrent and often disparate tasks for projects that span regional field missions, or, where applicable all field missions.
  • Leads and directs a team of service management personnel; may oversee activities for a discrete work section or equivalent; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
  • Identifies the need for new systems and services (or modifications to existing systems and services) or responds to requests from customers; develops plans for feasibility assessment, designs, development and implementation, including project plans, schedules, time and cost estimates.
  • Develops the Section’s proposed budget and ensures proper expenditure according to UN Financial Rules.
  • Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates services required to enable the management and operation of interdependent information technology and telecommunications systems.
  • Manages information assets with respect to deployment, usage and redeployment.
  • Provides emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison; ensures effective coordination with other UN Agencies in order to maximize possibilities of interagency collaboration in the field of information technology and telecommunications.
  • Performs other related duties as required.


Qualifications, Skills and Experience:
  • The ideal candidate for the United Nations Regional Service Centre at Entebbe (RSCE) Telecommunications Officer job placement should hold an advanced university degree (Master’s degree or equivalent) in telecommunications engineering, information systems or related field is required. A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree. Certification in ITIL Foundation is desirable.
  • At least seven (7) years of progressively responsible experience in telecommunications, information systems or related area, of which three (3) years should have been in the public/private sector, functioning at the management level, with sound knowledge of international ICT and service management practices and regulations, is required. Four (4) years field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable.
  • Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff and performance monitoring, is desirable.
  • Experience in a shared service centre or operations is desirable.
  • Languages: fluency in English (both oral and written) is required.
