Job Summary: The Office Assistant assists in providing support for general office operations, including maintaining the office premises clean. In addition, he/she will assist the project logistics and Document control officer as need may arise.

Key Duties and Responsibilities: 
·         Delivers and collects documents, supplies and paper work as directed
·         Keep office area clean and tidy working environment
·         Switch off electrical appliances when not in use
·         Prepare outgoing mail for distribution and faxes, scans and copies documents
·         Maintain office filing and storage systems and updates and maintains databases such as mailing lists, contact lists and client information
·         Retrieve information when requested
·         Perform work related errands as requested
·         Assist the laboratory logistics and Document control officer as need may arise


Qualifications, Skills and Experience:
·         At least three years’ office management experience
·         Competent computer skills including MS office or equivalent

The Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA) is a subregional not-for-profit organisation covering eleven countries in Eastern and Central Africa, comprising Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Madagascar, Rwanda, South Sudan, Sudan,Tanzania, and Uganda. ASARECA, is implementing the “Development Smart Innovation through Research in Agriculture” (DeSIRA), a joint project funded by the European Union (EU) through the International Fund for Agricultural Development (IFAD). 

Key Duties and Responsibilities: 
The candidate shall support the Project Coordinator in:
·         Strengthening capacities of regional and national organizations in climate-relevant policy analysis, formulation and advocacy
·         Assessing capacity gaps and developing capacity strengthening plans related to policy analysis and policy formulation at national and regional levels
·          Conducting training and organizing technical assistance in policy analysis, formulation, advocacy and resource mobilization
·         Developing and promoting guidelines for inclusion of relevant climate STI indicators in NAIPs, for use by regional and continental institutions.
·         Developing capacities for application of foresight relevant to climate change by sensitizing stakeholders about the relevance of foresight and developing competencies in conducting foresight and in interpretation of foresight results
·         Organizing technical assistance to enable regional and national organizations to participate in foresight initiatives and apply results from past /ongoing foresight initiatives
·          Gathering feedback on the use of foresight tools and facilitating its utilization to inform improvements in application of foresight
·         Bridging the science-policy nexus through inclusive and evidence-supported policy dialogues and strategic communication sensitive to climate change
·         Convening policy dialogues at regional and continental levels on Climate Smart Agriculture, climate relevant issues and inter-regional trade and market access
·          Providing technical support for strategic communication regarding policy reforms and impacts, as well as developing policy briefs and communication materials
·         Providing technical support for policy formulation at national, sub-regional and continental levels
·          Strengthening the enabling environment for regional trade, markets and trans-boundary commodity movement, with focus on climate-related commodities
·         Conducting regional reviews of trade in agricultural inputs and commodities with the goal to increase implementation of existing policies in support of cross-border trade
·         Conducting evidence-supported advocacy to improve the implementation of existing policies to support cross border trade in agricultural inputs and commodities.
·          Providing intellectual leadership in dissemination of research findings and other relevant information on technology generation, transfer and commercialization through appropriate media.
·          Representing ASARECA at high-level meetings such as with EU, COMESA, EAC and within the countries
·          Analyzing priority value chains to inform development of business and investment plans for upgrading farmlevel capacities to engage with agribusinesses.

Project monitoring: The candidate will work closely with the Theme Leader for Knowledge Management to:
·         Develop policy analysis and implementation data collection tools
·         Support data collection, analysis and dissemination of policy-related data / information
·         Effectively manage data and knowledge.
Reporting: The candidate will work closely with the Theme Leader to:

·         Experience in advocacy for enabling environment on markets and trade and in engagement of private sector or wider stakeholder networks in national and multi-country dialogues and other policy-enactment processes
·         Knowledge of and experience with project cycle management and management of personnel

Job Summary:   The VSLA Officer is responsible for selection and training of NURI farmer groups in VSLA methodology.

Key Duties and Responsibilities: 
·         Responsible for implementation of VSLA training to farmer groups 
·          Sensitize agricultural extension staff about VSLA
·          Select farmer groups for VSLA training with support of the agricultural extension staff
·          Recruit community based VSLA trainers, (CBTs)
·          Organize and facilitate training of the CBTs on VSLA guidelines and methods
·         Plan with CBTs the training of farmer groups
·         Ensure that VSLA kits are distributed
·          Supervise the training done by the CBTs and approve their reports
·         Hold quarterly review meetings with CBTs
·         Prepare monthly progress reports on VSLA trainings and progress in savings and loans 
·         Collect VSLA data for monitoring purpose
·          Carry out data entry into MIS – SAVIX
·         Participate in radio talk shows
·         Establish linkages to financial institutions where relevant  Any other duty assigned


Qualifications, Skills and Experience:
·         The ideal applicant must hold a relevant diploma or degree in Microfinance, Business Administration, Development studies from a reputable institution.
·         Two years working experience in VSLA training preferably in NGO setting
·          Experience in supervising community trainers considered an advantage
·         Skills in program planning and reporting
·          Fluency in English and the local language are a must

Key Duties and Responsibilities: 
Component development and management: Support the Project Coordinator in:
·         Strengthening the internal capacities of ASARECA and its regional and country level partners
·          Undertaking capacity gap assessments as well be directed by the Project Coordinator
·         Establishing a staff development program for the Secretariat
·          Upgrading operational systems, especially Financial, Knowledge Management, Procurement and MEL systems.
·          Developing an implementation framework to strengthen partnership and collaborative capacities of the organizations and their engagement at the national, Regional Economic Communities (RECs), the African Union Commission (AUC and the European Union (EU) levels to promote climate relevant science, technology and innovation
·          Reviewing ASARECA regional implementation framework to strengthen collaborative capacities of selected institutions in ECA and to establish effective engagement approaches with national, RECs and AU
·         Participating in the co-development of a continental implementation framework
·         Convening sub-regional workshop to provide practical guidance on the use of tools and systems.
·         Strengthening the enabling environment for effective implementation of the program
·          Developing and activating instruments and processes of engagement with authorizing institutions, especially the RECs
·         Undertaking high-level policy dialogue and strategic meetings within the sub-region
·         Developing an accountability framework for the programme and providing input to regional accountability framework in order to integrate them.
·         Promoting, facilitating the formation of, and operationalization of multi stakeholder partnerships for innovation that focuses on climate change
·         Mobilizing international expertise and exchange and working collaboratively with international organizations to strengthen capacities of the targeted organisations to realize the outputs of the program
