Entry Level Stores Controller Officer NGO Jobs - Rakai Health Sciences Program (RHSP)

Job Summary: The primary duties of the Stores controller officer are to assist and be part of the Stores and stock control team, stock processes and the general store warehouse practices.


Key Duties and Responsibilities:  

·        To sort, pre-pack and label requested goods before dispatch

·        To dispatch goods to their respective users

·        To receive goods / supplies into the stores.

·        To post daily goods’ transactions both receipts and dispatches in the ERP system in real time.

·        Participate in routine stock taking and daily stock reconciliations.

·        Be responsible for categorizing goods/ supplies neatly on to their respective ranks in the store/warehouse.

·        Inspect daily cleanliness and hygiene of the stores.

·        Daily inspection of drugs in the stores and look for damages spills and expires.

·        As will be instructed from time to time, among other things, provide periodic performance reports.

·        Manage secondary packaging at the warehouse.

·        Execute all other duties as shall be assigned by supervisor, adhere to all RHSP policies, procedures and demonstrate high integrity


Qualifications, Skills and Experience:

·        The applicant must hold a Bachelors’ degree in Stores management, Procurement and Logistics Management, and any other related qualifications

·        A minimum of credit 6 in O’ level Mathematics and English.

·        2 – 3 years’ experience in stores handling.

·        Knowledge of managing pharmaceutical and health products.

·        Good knowledge of Excel and ERPs especially Navision will be an added advantage.

·        Ability to handle multiple tasks and meet deadlines.

·        Excellent track record in customer relations management.

·        Computer literate with experience in the use of MS Office programs; and skills in stock management software for inventory management and reporting.

·        The incumbent must possess excellent communication, team working, good interpersonal skills, and high level of integrity.

About US:

The Regional Service Centre in Entebbe, Uganda (RSCE), was established in July 2010, following the adoption of General Assembly resolution 64/269. The Centre provides efficient, client-oriented and scalable services with the goal of moving transactional, non-location-dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport and information and communications technology (ICT) support. In addition to these services, the Office of the Chief RSCE and support offices through the Deputy Chief RSCE provides overall guidance on the operations of the RSCE including strategic planning, communication, budgeting, human resources management, property management, quality assurance and business intelligence, conference services, record keeping and archive management, and audit response and risk management.


Key Duties and Responsibilities:  Under the direct supervision of the Chief Surface Mode Unit, the Transport Officer P-3 is responsible for the following duties:

·         Manage the operations of the Surface Mode Unit.

·         Manage the personnel under his / her supervision

·         Oversee the development of training including professional training and career plans for Unit staff.

·         Assist in developing surface transport administrative, logistics and technical support objectives to effectively support regional missions.

·         Planning and executing the surface movement of cargo and /or passengers.

·         Plan the movement requested by the RSCE client missions ensuring that safe, efficient and cost-effective movement support is provided.

·         Conduct a technical analysis of its feasibility and, if it is deemed feasible, plan how best to perform the task and with specific assets.

·         Conduct a comprehensive cost benefit analysis for regional surface transport.

·         Provide customers and other stakeholders a detailed execution plan.

·         Review the regional freight forwarding concept in consultation with Regional Procurement Officer (RPO) for viability of a regional contract.

·         Assist in developing and implementing surface transport standard operating procedures (SOPs) incompliance with the UN MovCon Manual and host country laws and regulations.

·         Assist in developing plans for the efficient and cost-effective utilization of TCC assets, UN assets, and assets of other UN agencies.

·         Conduct capacity surveys of relevant transportation infrastructure in the region, including potential transport commercial contractors.

·         Liaise closely with supported missions and other UN agencies concerning surface movement matters.

·         Identify movement needs and determine how best to fulfil them utilizing available surface assets.

·         Develop plans and routing for surface transport tasks.

·         Implement the plans and coordinate the projected tasks and support requirements.

·         Assign assets to perform each identified task and ensure that assets are tasked to achieve maximum cost effectiveness for supported missions.

·         Monitor the technical and safety performance of surface transport assets and keep a record of their utilization and scheduled maintenance.

·         Maintain a forecast of asset availability.

·         Where appropriate, develop and publish regular task schedules for surface transport assets.

·         Develop and maintain close working relations with motor carriers, water transport companies, and railway companies operating in the region.

·         Coordinate with other UN agencies, NGOs, government agencies for movement requests related issues requiring planning and execution.

·         Assist in developing and implementing a training program of UN surface transport operators to ensure that they are adequately trained to operate in the region.

·         Implement surface transport safety and maintenance procedures and those on safe driving practices.

·         Ensure that the surface transport fleet is adequately equipped with all necessary tools and safety equipment to enable it to operate safely.

·         Provide input for the annual budget forecast of expenditure on surface movements.

·         Monitor surface transport expenditure and ensure that it remains within the approved budget

·         Carry out any other duties as assigned by the Chief Surface Mode Unit.


Qualifications, Skills and Experience:

·         The ideal candidate for the United Nations Regional Service Centre Entebbe (RSCE) Transport Officer job placement should hold an advanced university degree in business administration, public administration, transport / logistic management, engineering, law or other relevant field. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

·         A minimum of five (5) years of progressively responsible experience in surface transport operations or related area is required.

·         United Nations experience, particularly with a United Nations field operations and/or professional experience with a UN agency in the field, or similar international organization is desirable.

·         Languages: fluency in English, both oral and written is required; Knowledge of another UN official language is desirable.

Job Summary: PATH is seeking a Procurement and Logistics Officer to provide planning and strategic support to PATH Uganda office. The Procurement and Logistics Officer will plan the Procurement and Logistics in PATH Uganda, by ensuring cost effectiveness and reliability in the office. S/He will implement and maintain procurement and fleet management policies, systems, and procedures. The Procurement and Logistics Officer will report to the Finance and Operations Manager. This position will be based in Kampala, Uganda.


Key Duties and Responsibilities:  


·         Establish and maintain a data base of prequalified suppliers

·         Carry out vendor surveys and analysis, appraise and rate existing suppliers in line with the departmental business plan.

·         Establish preferred vendor agreements for commonly used items and services

·         Liaise with other departmental /project leads to ensure that the procurement department supports the programs efficiently and with minimal risks to the Projects and to PATH office.

·         With a full understanding of PATH procurement policies, provide guidance to staff on these policies, application, and processes.

·         Ensure proper use of procurement thresholds and approval procedures.

·         Ensure that PATH procurement transactions are legal and conform to the appropriate and applicable donor Rules and regulations.

·         Assist Program and Operational personnel in regular procurement planning.

·         Oversee the procurement solicitation process as per PATH standards and formats.

·         Preparation of procurement, trend, and analytical reports on the efficiency of the entire procurement supply chain.

·         Receive and review Purchase requests from staff for appropriateness and take the requests through bidding /quote solicitation process while upholding highest level of objectivity and value for money.

·         Prepare vendor analysis schedules from committee deliberation for approval and eventual contracting documentation.

·         Support program teams in securing training venues, meals, training materials and other logistics required for a conducive program training/meeting to be executed all through the districts in the country and for all projects of PATH in Uganda.

·         Coordinate with the Finance Department to ensure that payments to vendors are executed within the contractual timelines.

·         Maintain a working relationship between the project and the vendor community for quality and timely supplies while ensuring the best value for money.

Logistics management

·         Promote and spearhead safety and defensive driving of all motor vehicles in the organization.

·         Review and supervise Vehicle consumption for both pre and post-paid fuel transactions and ensure efficient use of fuel by the project fleet.

·         Supervise the deployment of hired car services and ensure staff get the best value from the hired fleet.

·         Prepare and analyze vehicle status and cost upkeep, provide recommendations on vehicle disposal whenever appropriate.

People Management

·         Ensure effective performance management processes according to PATH policies to the Drivers

·         Manage, supervise, coach and mentor staff and build a team to achieve results

·         Provide support to the team of Drivers to perform and accomplish required tasks.

·         Identify and encourage/recommend staff to undertake skills and capacity enhancement programs and provides coaching for performance.


Qualifications, Skills and Experience:

Job Summary:  Reporting to the Procurement and Logistics Manager, the officer will coordinate the documentation, logistics and budget implementation. He/she will coordinate procurement, delivery, storage and distribution of goods and services as well as fleet.


Key Duties and Responsibilities:  

Procurement roles:

·        Coordinate and implement the consolidated annual procurement plans and ensure user departments adhere to it in line with approved budgets

·        Ensure user departments adhere to procurement plans in line with budgets

·        Participate in the receipt, opening and evaluation of quotations, tenders or proposals for goods, services or works.

·        Prepare supplier's contracts and purchase orders and submit for approval

·        Ensure timely efficient and effective procurement of goods, services and works, while strictly adhering to the procurement policy

·        Establish in liaison with relevant departments and end-users, quality specifications of goods and services required by MUCOBADI

·        Coordinate the annual supplier pre-qualification exercise

·        Coordinate the disposal of obsolete and disposable items with authorization from management

·        Be Secretary to the Procurement committee and ensure proper documents management of all procurement committee records.

·        Collate and present procurement documentation to the Procurement Committee for adjudication and award.

·        Maintain files and records for all procurement processes, tenders, procurement evaluations, contracts, purchase orders and all correspondences relating to the procurements

·        Prepare and submit procurement documents, contract and LPOs for payment.

Logistics Roles and Responsibilities:

·        Carry out and develop administrative systems, logistics and records management

·        Regularly analyze and coordinate logistical requirements for the organization

·        Ensure security and good use of organization assets by ensuring the use of control tools like Vehicle/motorcycle logbooks and report to Finance and Admin Manager

·        Maintain database of vehicles/motorcycle mileage and provide accurate, complete and monthly reports

·        Monitor maintenance and repair of office facilities, assets, vehicles/motorcycles, including preventive maintenance and maintain agreements with competent service providers.

·        Ensure that all MUCOBADI assets and equipment have Insurance cover.

·        File all the contract documents (Tenancy agreements, transport agreements, insurance covers) as well as service level agreements with vendors.

·        Ensure that MUCOBADI stores of all logistical items including stationery are well maintained.

·        Support in the preparation of timely monthly, quarterly and annual procurement and logistics reports.

·        Perform any other duties assigned to you by your supervisors.


Qualifications, Skills and Experience:

·        The applicant must hold a B.A. required or equivalent combination of education and relevant work experience. Professional certification and membership to a reputable procurement and supplies body is highly desirable.

·        At least two years of project procurement management experience, preferably in a health-related project, and including service procurements.

·        Thorough knowledge of USAID and its contractual, procurement and reporting requirements required.

·        Demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.

·        Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.

·        Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders, clients and consultants.
