About US Embassy:
The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador Deborah R. Malac currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Among the offices operating under the U.S Mission to Uganda are:
  • United States Agency for International Development (USAID)
  • Centers for Disease Control (CDC)
  • Peace Corps

Job Summary:  The OBO Shipping Clerk & Expeditor serves as the Shipping Clerk/Expeditor to the OBO NOX/SPX Project Kampala. S/he manages the project's customs and shipping clearance activities and arranges commercial shipping services for all its incoming and outgoing shipments (office supplies, house hold effects and vehicles). Expedites passengers, pouches and cargo to and from the airport and performs other office duties including purchasing local or picking up GSO office supplies and file maintenance. Incidental driving will be required sometimes. This position is a limited duration contract position, which will end in approximately 3 years in accordance with the NOX/SPX project completion date.

Key Duties and Responsibilities: 
Clerical /Office duties:
  • Prepares and maintains a numerical log of all protocol clearances and shipments for OBO Kampala (NOX/SPX) project.
  • Orders supplies to support OBO Kampala (NOX/SPX) project activities in a timely and efficient manner including: - placing procurement requests to post's Procurement section.
  • Inputs data into the McNET customs portal. Attends to other office duties (filing documents, copying, answer phone calls and assemble reports)
Shipping/ Clearance Duties: 30%
  • Prepares and processes cargo clearance documents with customs, Uganda Revenue Authority (URA) and clearing agents.
  • Manages the logistical activities required to have the goods delivered on time and safely; including coordination of shipping and clearing agents' actions. Processes vehicle transfers/registrations/de-registrations
  • Timely response to shipping agents and customers
  • Maintains OBO Kampala shipping records for accounts purposes and works with post Kampala’s Financial Management Office to ensure; accurate accounts records for the section.
  • Facilitates the clearance and delivery of Classified/Unclassified pouches.
Expediting Duties: 30%
OBO Kampala’s Arriving & Departing Temporary Duty Officers (TDYers):
  • Meets TDY personnel and other official visitors at the airport, receives their passports and baggage tags, assist them through immigration & assists with Visa challenges if any, identifies the baggage, processes it through customs and leads the visitors to their waiting vehicle.
OBO Kampala VIP visitors:
  • Coordinates assigned visits from beginning to end. Prepares dip Notes to the MOFA, Requests for all necessary waivers through MOIA, VIP access through both MOFA & Entebbe international Airport VIP officials, and Tarmac Access through MOFA while closely coordinating with Aviation security. All these shall be processed through the official and approved processes to keep a diplomatic front for the U.S Embassy.
  • On the expediting D-day, coordinates for the receiving team to receive VIPs either at tarmac or in the VIP lounge, receives Passports and baggage tags from the control officer upon arrival and ensures the passports go through immigration. On departure, the expeditor receives the bags and passports in advance, checks in the VIPs in advance of their arrival at the airport to minimize time spent in the VIP lounge before boarding the plane.
  • Waits for wheels up and prepares a report to the supervisor after task is accomplished.

Qualifications, Skills and Experience:

  • The applicants for the US Embassy OBO Shipping Clerk & Expeditor job opportunity should have completed Secondary School (both "O" and "A" level Education from an accredited institution 
  • At least three years of work experience in shipping, logistics, customs, or dispatching duties is required.
  • Broad knowledge and understanding of local customs/shipping regulations and procedures is required.
  • Knowledge of local traffic rules, regulations and patterns, should be well versed with local driving routes.
  • Basic knowledge in vehicle safety and maintenance procedures, knowledge of the U.S. Embassy’s driving instructions, laws and regulations.
  • Knowledge of office procedures, record keeping and filing systems.
  • Ability to use Microsoft suites (outlook, word and excel), possession of a valid class B, DL & CM driving permit and ability to safely operate passenger and light cargo motor vehicles.
  • Ability to follow instructions, good communication skills, able to work in a multi-cultured environment.
  • Highly flexible and able to work long hours/weekends when required.
  • Language Proficiency: Level III (Good Working Knowledge) speaking/reading/writing of English is required.

Job Summary: The Logistics Officer will perform Logistics tasks according to WIU procedures and policies. The Logistics Officer will be responsible for developing systems that will ensure seamless operations through provision of timely, reliable, cost-effective and highly efficient logistical services and support to all departments and programs. These services will include transport, furniture and equipment, office and field supplies, etc.
He/ She will also manage the organization’s physical assets including motor vehicles

Key Duties and Responsibilities: 
  • Support the Procurement and Logistics Manager to organize all logistical processes, including purchasing, stores management, communications, transport and asset management as well as the related administrative procedures for Windle operations
  • Ensure that all WIU procedures are followed during all processes related to stack management and suitable tracking systems are employed and ensure that quality control systems are in place.
  • Ensure accountability, transparency, quality control while carrying out Logistics activities
  • Supervise Drivers and ensure that vehicles are maintained with relevant insurance and parts
  • Develop and ensure implementation of Standard Operating Procedures for the Logistics Management of WIU activities
  • Secures price quotations and prepares terms, conditions and/or specifications for prospective purchases when called upon by the Procurement team.
  • Participates in bid tabulation, and places orders for materials, equipment, supplies and services
  • Analyses logistics related and other purchase contracts and agreements and interprets terms and conditions.
  • Manage the purchase, distribution and provision of accountability for Dry Food rations
  • Manages inventory to ensure it is tracked and monitored as well as ensuring that there are no stock outs to inhibit operations across Windle
  • Ensures that commodities and services reach the intended beneficiaries and they are acknowledged as per the Windle policies and procedures.
  • Ensure that inventory is well managed according to procedure across all settlements.
  • Support the settlements in budget development, and pay regular field visits of project areas.
  • Conduct Capacity building and mentoring of the logistics Assistants and Logistics representatives at the field level.
  • Perform any other duties relevant to the job that may be assigned.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Windle International Uganda (WIU) Logistics Officer job must hold a Bachelor’s degree in Transport and Logistics Management, Procurement and Logistics Management, Business Administration/ Purchasing & Supply together with Professional/ Graduate Diploma in Purchasing & Supplies Management – C.I.P.S or equivalent.

  • A minimum of two years’ experience leading a procurement team in a demanding work environment, preferably with an International NGO.

Job Summary:  The Supply Chain Assistant – Warehouse will provide efficient and effective procurement implementation and smooth running of procurement operations according to DRC’s internal and donor procedures, as per the Operations Handbook and Quality Standards contained within.

Key Duties and Responsibilities: 
  • Establish a rigorous, accountable, and transparent procurement system, compliant with the DRC Operations Handbook Volume on Procurement Management, local law, and donor requirements.
  • Advocate with program teams in the field for procurement planning, in line with DRC Operations Handbook and Area Performance Indicators (APIs), this includes participating in the process of procurement planning with Program Managers and Area Manager as requested.
  • Manage normal procurement tenders for Requests for Quotation in the Field Office in collaboration with the Supply Team Leader.
  • Manage all Purchase Requisitions received from and process the procurements according to the Procurement Thresholds Table, adhering to the procurement lead times as specified
  • Ensure that the Procurement Tracking Table (PRTT) is updated in real time and accurate for all requests received under assignment and procurements in process.
  • Ensure any new suppliers are vetted according to DRC policies and updated on the supplier database, capturing comments on performance and contracts issued.
  • Ensure feedback from Program colleagues with respect to contractor performance is captured on the DRC vendor master database and is uploaded onto the DRC Uganda cloud based SharePoint archive system.
  • Enforce a zero-tolerance policy regarding corruption and contribute to ensuring complaints are recorded and investigated appropriately, in line with the DRC Code of Conduct and Accountability Framework.
  • Coordinate with Supply Team Leader to ensure that all issues related to procurement and ongoing contract management is reported and solutions are realized as the issues arise, escalating the issue to Area Manager if necessary.
  • Maintain updated and complete procurement contract files (in line with DRC Operations Handbook) of any ongoing contracts, to be filed in Finance once the contract is closed and submitted for payment.
  • Ensure proper accounting, reporting, internal controls and maintenance/filing of records in accordance with guidance from Supply Chain Team Leader or Area Manager and any DRC Uganda SOPs.
  • Raise payment requests for processing and track all payments requested in the Payment Tracker sheet of the PRTT to be circulated weekly to Country Office in Kampala.
  • Monitor the supply market trends for updated information such as changes in market price, new products, and additional suppliers.
  • Adhere to DRC Code of Conduct and DRC specific procurement procedures within the Supply Chain department.
  • The Supply Chain Assistant may handle additional tasks such as Fleet management, Warehousing and Asset management upon request by the supervisor and senior management.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Danish Refugee Council (DRC) Supply Chain Assistant – Warehouse job placement should hold a Degree in Business Administration or Supply Chain/Logistics Management.
  • Professional CIPS certification is considered an asset.
  • Two years of work experience in relevant field INGO or other agencies
  • Experience in Supply Chain functions with specific focus on procurement management.
