Job Summary:   The Security Associate will perform tasks related to the implementation and assessment of security measures and maintenance of equipment with a view towards providing updates and recommendations to facilitate informed decision-making and secure WFP staff, facilities and operations.

Key Duties and Responsibilities: 
·         Review security threats and risks in detail and compile accurate reports on trends and situations that could adversely impact WFP operations, in order to ensure information is accurately collated and sent to senior security staff to support reporting and decision making.
·         Review security related information (e.g. security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to produce a range of analyses and in-depth reports, to ensure that information is readily available for relevant stakeholders.
·         Liaise and co-ordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors, to facilitate access for safe programme delivery and to mitigate potential risks against staff and other resources.
·         Plan and co-ordinate staff activities during field missions and perform security assessments within the area of responsibility to support safe and effective programme delivery.
·         Analyse security assessment reports following field missions and present detailed recommendations for risk mitigation to support security situation analysis and facilitate decision-making.
·         Assist in advising the Country Director on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
·         Support the implementation of risk management mitigation measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.
·         Support the maintenance and management of security equipment and make recommendations to strengthen technology capacity in line with business requirements.
·         Monitor and ensure that all access control procedures are effective and stringently followed by all staff and visitors, in order to maintain a safe and secure environment.
·         Maintain and develop recommendations for improving emergency and contingency planning documentation including physical preparations and procedures, to support preparedness for a crisis.
·         Deliver security training to staff and review security training needs in order to develop measures to meet business requirements.
·         Supervise and provide on-the-job training to other staff supporting their development and high performance.


Qualifications, Skills and Experience:
·         The ideal candidate for the United Nations UN World Food Programme (WFP) Security Associate job placement should hold a University degree in Community Psychology, Social Work and Social Administration, Social Sciences or any other related.
·         Specialised knowledge of the application of practical methods, techniques, procedures and systems used in security, typically gained through technical training and work experience.
·         Broad knowledge and understanding of security logistics, security administration, risk assessment and co-ordination with local authorities and local law enforcement agencies.
·         Training and experience in fire and related intervention/evacuation procedures.
·         Ability to manage emergency situations and remain calm.
·         Attention to detail and constant vigilance in order to promptly detect any breach in security measures.
·         Ability to interpret information, use judgement and inform supervisors of any incidents which might impact the UNWFP staff and operations.
·         Excellent communication skills in order to maintain frequent correspondence with both, internal staff and external authorities with regards to security advisories and security incidents.
·         Has gained sound knowledge of security operations technical processes
·         Has provided technical guidance and training to staff members within area of expertise
·         Has supported research and collation of data which feeds into reports that inform security operations activities
·         Willingness to attend security trainings and comply with UNSMS standards.
·         Language: Fluency (level C) in English language.

·         Analysis and solution development: Demonstrates understanding of key UN inter-governmental body partner agencies. Understands implications of security information and reports and supports in the identification of mitigating actions against threats and vulnerabilities to WFP’s operations.
·         Planning compliance and emergency management: Supports in planning and prioritisation practices in-line with established security policies and procedures.

Environment Officer NGO Job Careers - CARE International

Job Summary:   The Environment Officer, Kyangwali Humanitarian Program will support sustainable utilization of natural resources, shared environment and promote safe access to energy (fuel). The incumbent will build resilience of the target communities’ in disaster risk reduction, climate change adaptation and ecosystem management. S/he will proactively promote appropriate smart climate (green) technologies and approaches in collaboration with private sector and development actors and determine how best to incorporate these approaches into CARE International in Uganda operations.

Key Duties and Responsibilities: 
 Take lead in field Implementation of Project activities (50% of time)
  • Formulate strategies/activities for sound sustainable management of natural resources and ensure that they are effectively implemented on time and within budget.
  • Offer technical support to ensure the integration of sound natural resource management considerations into the District Environment Action Plan and development plans;
  • Spearhead mobilization of households and institutions to participate in planting, growing of trees and construction of energy saving stoves.
  • Work in liaison with the relevant agencies, institutions and individuals to promote environmental management for mitigating environmental damage.
  • Plan to establish and maintain woodlots in the host community and refugee settlement. Promote restoration of the depleted forest cover through tree-planting at household levels.
  • Provide technical assistance to refugees and host communities in energy saving stoves and use to reduce the amount of fuel (firewood) required for cooking e.g rocket Lorena stoves.
  • Promote appropriate technologies and approaches to energy utilization, including fuels, renewable energy, stoves and lighting and powering technologies.
  • Promote awareness-raising on energy issues through community campaigns on the benefits and use of clean energy for cooking and lighting to enhance adoption.
  • Facilitate production of briquettes to conserve environment at household level; both domestic and commercial production in partnership with the private sector.
  • Promote new smart climate (green) technologies and approaches as necessary with possibilities of scaling-up and replication.
  • Promote environment educational programmes and resources to the target audience through leaflets, sign post brochures;
  • Liaise with colleagues, and community groups on the design and delivery of educational programmes;
  • Give talks in schools or to community groups on environmental issues;
  • Teach community groups and interpret the natural environment for them on-site by leading guided walks and answering questions;
  • Organizing events, debates and international environment days and activities to raise awareness of environmental issues;
  • Training stakeholders, such as teachers, scouts in schools and environment management groups in the use of natural resources and sustainable agricultural practices;
  • Develop plans for all activities under natural/energy/environment and ensure that they are effectively implemented within specified budget and time.
  • Coordinate energy and environment interventions with different stakeholders including the local authorities, implementing partners and private sector.
  • Working closely with the implementing partners of CAMP+ project by providing technical support
Monitoring, Evaluation, Accountability and Learning (MEAL) and Reporting for project under implementation (35%)
  • Conduct research studies on energy and environment for refugee’s /host community and establish effective coordination, monitoring and evaluation systems.
  • Support the effort in resource mobilization for energy and environment-related activities with emphasis on non- traditional donors.
  • Ensure that the project beneficiaries i.e. refugees and host communities, are participating as equal partners in the design, monitoring and evaluation of the project.
  • Document and draw from good practices and lessons learned for dissemination in collaboration with Monitoring, Evaluation and Learning guidelines.
  • In collaboration with data management and monitoring and evaluation officer, put in place project field monitoring plan, tools and project database and ensure the database is updated regularly with project information.
  • Provide timely, high quality project progress reports both for CARE internal and donor requirements
  • Ensure quality of project outputs through regular supervision and monitoring.
Representation and coordination (10%)
  • Attend relevant meetings (Technical Working Group, coordination meetings etc.)
  • Representing CARE in relations with local authorities, partners, local and international NGOs and other relevant stakeholders
Others: Any other duties (5%)

Qualifications, Skills and Experience: 
  • The ideal candidate for the Environment Officer job opportunity should hold a Bachelor’s Degree in Natural Resources, Environmental Sciences, Forestry, Agro-Forestry or other related fields from recognized University or Institution.
  • At least three years of progressively working in natural resources, environment and energy with International NGOs or local government.
  • Broad knowledge and understanding of emerging sustainable and appropriate energy technologies and renewable energy
  • Extensive knowledge of community participatory approaches and disaster risk reduction.
  • Broad knowledge of supporting a comprehensive approach to biodiversity, safe access to energy and/or climate change.
  • Knowledge of the concepts, principles, techniques and practices of energy, environment and/or climate change.
  • Extensive experience of working in natural resources, environmental management, climate change, mitigation and adaptation
