Key Duties and Responsibilities:

Job Summary:  The Depot Operations Manager will ensure that depot operations processes are done in accordance with specific procedures for Lower Kampala depot, Upper Kampala Depot, Mbale Depot and Entebbe Aviation Depot.

Key Duties and Responsibilities: 
  • Ensuring that operating procedures for each key activities are in place, followed and are regularly updated to reflect any policy or operational changes.

  • The Depot Manager is charged with seeing to it that risks to the operation are regularly identified, quantified and remedied and that business in the depots is carried out at all times in a manner that is acceptably safe.
  • The responsibility to ensure that product loss is within control lies primarily with the Depot Manager who monitors losses on daily basis, prepares formal reports, deduces likely problems and effects immediate remediation.
  • Ensuring that the operating expenses for the Depots are reviewed at least once every month and any significant departures from the budget plan are appropriately addressed.
  • Ensure compliance to additivation process seeing to it that facility safety and technical audits are done bi-annually for all Depots (Kampala, Tankfarm, Mbale, Entebbe) and the key outstanding issues therefrom are advised to Engineering for action.
  • Innovatively proposing and following up implementation of methods that will make operations cheaper, safer and faster. This includes especially the bridger discharge and delivery truck filling activities.
  • Acting as asset custodian and ensuring that Company assets in the Depots are kept securely and affordably maintained in a manner that will ensure they are preserved and serve satisfactorily over their expected lifetime of useful service.
  • Ensuring that product measurement at receipt, storage and issue is done in compliance with both Company and National legal requirements, including carrying out annual calibration of supply bridgers, bi-annual calibration of loading meters and annual calibration of secondary distribution vehicles.
  • Ensuring accounts for utility providers are managed to ensure continuity of services (phones, power supply and water).
  • Ensure aviation operations comply with the company aviation assurance policy in all aspects.
  • Liaise and corporate with the VE aviation central to obtain and implement effectively the VE aviation assurance policy and changes that occur from time to time in the company.
  • Ensure on- time fuel deliveries to contracted airlines and general aviation customers
  • Participate fully in the Sales-led Aviation Tenders to present operational excellence as a competitive edge and ensure smooth communications across these interfaces with Customers.
  • Provide effective operations interface between the company, EJAF JV,URA, Airport Authorities and other stakeholders
  • Offer leadership in ensuring quality customer service to customers and resolution of any complaints.
  • Participate fully in the Sales-led Aviation Tenders to present operational excellence as a competitive edge and ensure smooth communications across these interfaces with Customers.
  • Ensure the correct functioning of the VEU HSSE-MS, including timely closeout of all Remedial Action Plans.
  • Offer HSSE leadership (including HSSE meetings/communications, inspections, Supervisor-Operator Conversations, incident and potential incident reporting, drills and emergency response.


Qualifications, Skills and Experience: 
  • The applicant must hold a Bachelor’s Degree in Engineering or related field
  • At least five years of experience in depot operations at a Managerial level.

Job Summary: The Project Controls Manager will mainly monitor and maintain control of technical, cost and schedule performance of UNOC’s commercial interests

Key Duties and Responsibilities: 
  • Lead all Project Controls activities such as Cost, Planning & Scheduling and Estimating for UNOC’s operated and non-operated assets.
  • Develop Project Control best practices, key performance indicators, risk management and change control processes and operating procedures for UNOC’s assets.
  • Provide direction and expertise to project controls-related activities for UNOC’s Projects in support of the planning and execution.
  • Interface and coordinate with UNOC’s subsidiaries (NPC & URHC) and Corporate Functions in delivery of all project controls activities and ensuring project integration across the value chain.
  • Coordinate engagements with various project stakeholders such as project progress review meetings and Service Quality Meetings (SQMs).
  • Manage, mentor and coordinate a Project Controls team to monitor, analyze, and report on progress, cost and schedule variances, and forecasts and other Project Controls activities.
  • Work closely with the Chief Commercial Officer and Head of Business Development and Project Integration to ensure UNOC’s Project Management processes are fully integrated within UNOC’s decision making processes.
  • Any other duties as may be assigned from time to time.



Qualifications, Skills and Experience: 
  • The applicant for the Uganda National Oil Company Limited (UNOC) Project Controls Manager job placement must hold an Honours Bachelor’s Degree in either Engineering, Construction Management, Project Management, Finance, Quantity Surveying or any relevant discipline.
  • Master’s Degree in either Engineering, Finance, Project Management or any relevant discipline is a requirement.
  • A minimum of eight years of relevant working experience in Project Controls activities including leading teams and/or handling EPC/EPCM projects.
  • Experience in the oil & gas sector and/or global energy markets is an added advantage.
  • Strong competencies in the use of Microsoft Projects and Primavera.
  • Should be commercially astute and possess sound negotiation and leadership skills. Have excellent communication and personnel management skills and a high level of discretion and personal integrity.

The Uganda Refinery Holding Company (URHC) is a Private Limited Liability Company incorporated under the Companies Act (2012). It is a wholly owned subsidiary of the Uganda National Oil Company (UNOC) Ltd. The purpose of the URHC is to hold, on behalf of UNOC, interest in the refinery project planned to be developed in Kabaale, Hoima District and its associated infrastructure. URHC has also been given the mandate to develop, operationalize and manage the 29.57 km2 Kabaale petro-based Industrial Park (KIP).

Job Summary: The Industrial Park Officer will actively facilitate effective implementation of the Detailed Master Plan for the Park in accordance with the KIP Program Roadmap, in liaison with the key stakeholders.

Key Duties and Responsibilities: 
  • Provide input in the Development of a program roadmap and workplans for the development, operationalization and management of the Kabaale petro-based Industrial Park (KIP).
  • Act as a contact person on site for the industrial park project activities.
  • Plan and implement surveys, field measurements and mapping in line with the Land Law and Survey Regulations and Standards issued by the Government of Uganda for preparation of cadastral layouts, and land demarcations, within the KIP, including marking on site the boundaries of this demarcations.
  • Maintain accurate records of works done, parcels demarcated and upload survey and cadastral data on the GIS system.
  • Draft manuals, guidelines and systems for the quality assurance of surveys in line with UNOC standards and Annual Statutory performance agreement;
  • Participate in the industrial park development activities including, inter alia, investor promotion, lease allocations, physical planning, infrastructure development (including intra-park road network, power, water, wastewater treatment, and ICT), design and construction.
  • Manage the tenancy agreements, with properly kept records, ensuring that they are up to date and that the tenants are complying with all the requirements.
  • Manage the usage of utilities in the park, keeping proper records, and monitoring the quality of service being provided and liaising with the service providers.
  • Manage the maintenance of the facilities of the park including conducting periodic condition surveys.
  • Prepare and implement a risk management framework for KIP project activities.
  • Develop and Implement QHSE strategy for the KIP project area.
  • Perform any other duties as may be reasonably assigned within the scope of the Job role.


Qualifications, Skills and Experience: 
  • The applicant for the Uganda Refinery Holding Company (URHC) Industrial Park Officer job must hold an  honours bachelor's degree in Surveying or other relevant bachelor's degree.
  • Professional registration with a relevant body (Surveyors Registration Board) or its equivalent in the Commonwealth
  • Working knowledge of GIS is an added advantage.
  • At least five years of postgraduate experience in Cadastral and Engineering surveying;
  • Experience in Project Management and Land Administration,
  • Experience in in the Oil and Gas Industry would be an added advantage.
  • Verifiable knowledge of working in an industrial park would be an added advantage.
  • A self-starter with ability to work with minimal supervision with strong organizational skills

  • Designate and strictly manage the zoning of developments and the design all the Plots and servitudes in the Masterplan in liaison with stakeholders.
  • Set up and manage an approval process for the developments in the park and the handling of applications for modifications in liaison with the National Planning Board and other authorities.
  • Preparation of cadastral layouts, and land demarcations, within the KIP, including marking on site the boundaries of this demarcations.
  • Maintain accurate records of the Masterplans as they are progressively updated, and the development plans that are submitted and maintain a clear record of the approved plans and drawings.
  • Formulate manuals, guidelines and systems for the assessment of development plans and modifications in Plot size and zoning;
  • Prepare and implement a risk management framework for KIP physical planning.
  • Incorporate the requirements of Physical Planning in QHSE strategy for the KIP project area.
  • Monitor and report on construction activities within the KIP project area to ensure that projects are completed per design deliverables, quality standards and that pre-start up safety reviews are conducted.
  • Liaise with the neighboring physical planning authorities and raise any issues that may enhance or affect the KIP plans.
  • Perform any other duties as may be reasonably assigned within the scope of the Job role.


Qualifications, Skills and Experience: 
  • The applicant for the Uganda Refinery Holding Company (URHC) Physical Planning Officer job must hold an honours bachelor's degree in Urban Planning or Regional planning, Spatial planning, physical planning or other related discipline.
  • Professional registration with the Uganda Institute of Physical Planners is mandatory.
  • Professional registration with any other relevant regulatory body or its equivalent in the Commonwealth will be an added advantage.
  • Working knowledge of GIS is a necessity.
  • A minimum of 5 (five) years' post degree experience in the practice of urban and regional Planning including large housing and development estates.
  • Experience in the planning of industrial parks will be an added advantage.
  • Experience in the Oil and Gas Industry will be an added advantage.
  • A self-starter with ability to work with minimal supervision with strong organizational skills
  • High level written and oral communications skills
  • Must be results-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity
