Job Summary:  The GIS Engineer mainly coordinates the CUL’s GIS: data gathering techniques, compilation, analysis, and distribution; overall strategy; GIS Program management, GIS Database administration, System administration; Hardware/software upgrades; Oversight of helpdesk GIS issues; supervising GIS technicians; GIS budget and resources; Develop GIS applications & programming and performs duties as required.

Key Duties and Responsibilities: 
  • Manages the acquisition and preparation of GIS data, to include spatial analysis, data integrity and high quality map production.
  • The jobholder supervises all GIS and Automated Mapping/Facilities Management (AM/FM) activities of CUL, to include needs assessment and support to other departments.
  • Develops robust yet flexible databases for the existing and new GIS layers.
  • Manages and administers GIS applications; introduces new technology and techniques
  • Prepares and  administers the GIS budget. (Recommends)
  • Supervises and evaluates the work performance of one or more GIS technicians. Provides training as needed.
  • Promotes inter agency (partners) cooperation in GIS projects.
  • Develops GIS strategies, policies and procedures.
  • Trouble-shoots and maintains systems; maintains professional relationships with software vendors.
  • Performs other work as assigned.


Qualifications, Skills and Experience:
  • The ideal candidate for the CNOOC Uganda GIS Engineer job opportunity should preferably hold a Bachelor's degree or above in Petroleum engineering, drilling and completion or the related.
  • Four years of related working experience.
  • Knowledge of basic petroleum engineering.
  • Knowledge to utilize ESRI’s ArcGIS software products
  • Familiarity with GPS technology, data collection, integration with GIS software
  • Ability to integrate GIS into operation workflows for the oil and gas industry
  • Familiarity with general PC hardware and software troubleshooting, including assistance to township PC users when necessary.

  • The National Content Capacity Building Leader will be tasked with participating in the designing, implementing, monitoring, execution and reporting on the Total EP Uganda/ Tilenga Capacity Building programmes which involves; preparing an action plan and budget and obtain the necessary approvals
  • Tasked with the implementation and coordination of the related Contracts and procurement processes. Following up and ensuring execution of the capacity building programs and preparing related reports
  • Coordination and communication at all stages of the capacity building programs
  • Coordinate capacity building initiatives with the Company’s partner
  • Collect information from the various technical entities and prepare reports
  • Prepare presentations to communicate to partners, authorities and other stakeholders as may be required.
  • In addition, follow up on evaluation of prequalification questionnaires, call for tenders and the related negotiation process and ensure negotiated national content commitments are included in the contracts.


Qualifications, Skills and Experience:

  • Assisting in the selection and appointment of external counsels
  • Assisting in coaching of stakeholders  including Governments (Uganda and Tanzania), shareholders, partners, contractors and local communities as well as coordinating external Counsel work in this regard
  • Supporting the commercial team in developing commercial agreements. Ensuring Total’s compliance with statutory and regulatory requirements in Uganda, Identifying potential legal/contractual risks and propose mitigation measures
  • In charge of monitoring and analyse legislative changes which may have an impact of EACOP operations
  • Developing and implement a compliance program in both competition and anti-bribery/fraud matter
  • Drafting, reviewing and participating in the negotiation of agreements and other legal documentation
  • Participating in structuring and developing the Project Financing of EACOP with the lenders and their external Counsel


Qualifications, Skills and Experience:
  • The applicants for the TOTAL Legal Counsel East African Crude Oil Pipeline job opportunity should hold a Bachelor’s Degree in Law (minimum Upper Second), Diploma in legal practice, complementary training in oil and gas contracts, Project Finance

Key Duties and Responsibilities: 
  • Participating in analysis of biodiversity data in line with Company standards
  • Ensuring effective coordination and alignment between biodiversity project studies and other studies in the affiliate
  • Tasked with contributing to identifying, designing and implementing biodiversity and ecosystem studies in line with Company Health Safety, Social, Security, Environment (H3SE) and Biodiversity policies
  • Participating in the planning for restoration of impacted areas
  • Actively participate in building relationships with relevant agencies and Civil Society Organizations through regular and open biodiversity engagements
  • Promote and raise awareness, at all levels of the organisation, of the impact of emerging environmental issues particularly those associated with biodiversity
  • In charge of monitoring the Company’s environment performance against key indicators, providing specialist advice in impact assessment on environmental matters.
  • Ensuring mitigation of the negative impacts and enhancement of positive impacts by Total's activities on the environment, in line with applicable national requirements and the International Finance Corporation (IFC) performance standards.


Qualifications, Skills and Experience:
  • The applicants for the TOTAL Biodiversity Projects Engineer job opportunity should hold a Bachelor of Science, in Environmental Science with a bias in Ecology, Zoology or Conservation Biology.
  • Post graduate training in Project Planning and Management is an added advantage.
  • At least three (3) year's professional experience in Applied Ecology, in an operational setting (preferably oil and gas or other similar industry).
  • Experience in project planning and management is an added advantage.
  • In-depth knowledge and understanding of both National and International environmental legislations,

  • Promoting site awareness on Compliance, Participating in the site emergency response plan implementation particularly Oil Spill Contingency planning
  • Actively contributing to the visibility of ongoing environmental and biodiversity compliance activities at site and throughout the Company
  • Ensuring collection of site data required for all reporting purposes
  • Keeping up to date with the communities’ perception of the Company’s environment performance and anticipate risks and identifying noncompliance and negative impacts to be communicated to management
  • Ensuring that ESMPs requirements are incorporated at site level and effectively managed including by contractors
  • Following up on environment incidents, performing site inspections, audits and support closure of finding.
  • Ensuring the appropriate implementation and documentation of compliance schedule, implementing work programs at site level for Companywide ISO14001 Certification.


Qualifications, Skills and Experience:
  • The applicants for the TOTAL Environment Compliance Supervisor job opportunity should hold a Bachelor’s degree in Environmental Engineering or related discipline
  • At least seven (7) years’ experience in managing environmental Compliance in an operational environment in the Oil & Gas industry
  • In-depth understanding of the Uganda Environmental legislation
  • Clear understanding of ISO14001
  • Good understanding and experience in Environment and Social Management plan development and implementation
