The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.


Job Summary:  The Senior Protection Assistant reports to a more senior Protection colleague. The incumbent monitors protection standards, operational procedures and practices in protection delivery in line with international standards and provides functional protection support to information management and programme staff.


The Senior Protection Assistant provides quality, timely and effective protection support to persons of concern (PoC) and identifies opportunities to mainstream protection methodologies and safeguards in operational responses. S/he contributes to designing a comprehensive protection strategy and may liaise externally with local authorities and partners on protection issues as guided by the supervisor.


The Senior Protection Assistant also ensures that PoC are involved in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners


Key Duties and Responsibilities:  

·        Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

·        Provide counselling on protection issues to PoC; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.

·        Support activities in protection related AGD based programming with implementing and operational partners.

·        Conduct preliminary information gathering and interviews in support of eligibility, status determination, durable solutions and social needs assessment.

·        Contribute to measures to identify, prevent and reduce statelessness.

·        Contribute to a country-level child protection plan as part of the protection strategy.

·        Contribute to a country-level education plan for PoC as part of the protection strategy.

·        Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities.

·        Participate in individual protection case management including cases of SGBV and child protection. Monitor and report on cases of refoulement, expulsion and other protection incidents.

·        Assist in identifying durable solutions for PoC in voluntary repatriation, local integration and where appropriate, resettlement.

·        Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.

·        Draft reports, routine correspondence, update relevant databases and compiling statistics within the Area of Responsibility (AoR).

·        Contribute to initiatives to enhance national and local protection capacities.

·        Select PoC for preliminary interviews and decide which relevant information to share.

·        Enforce integrity in the delivery of protection services by local implementing partners.

·        Perform other related duties as required.


Qualifications, Skills and Experience:

·        The ideal candidate for the United Nations Senior Protection Assistant job opportunity should have completed High school diploma. Required.

·        At least four years of previous job experience relevant to the function is required.

Job Summary:  The Monitoring, Evaluation, and Learning (MEL) Officer will work with the Mercy Corps Apolou Activity team as well as our local partner organizations to oversee and ensure the collection of quality M&E data for the program.  The MEL Officer will be responsible for supporting the MEL Director  to oversee the monitoring and data collection of the project, lead regular and annual field based household and group interviews, analyze data to provide insight to the project team, and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the Activity sites. The MEL Officer will supervise a MEL Assistants and  may supervise teams of enumerators in data collection, data analysis, and reporting according to the needs of the Activity. The MEL officer will be an integral member of the Activity team learning and reflection processes, leading discussion on beneficiary feedback.


Key Duties and Responsibilities:  

·        Work closely with the Apolou team and local partners, to ensure effective monitoring, evaluation and reporting of program activities and results.

·        Coordinate reporting with local partners, specifically tracking deadlines, ensuring adherence to formats and requirements, ensuring reporting quality and accuracy, and periodic report writing, editing, and submission.

·        Compile progress against indicators and report back to the team according to the monitoring plan.

·        Develop accountability and transparency mechanisms for the program and orient Apolou staff as well as local partners on the same.

·        Perform spot checks on the team’s data collected and reports each month.

·        Actively participate in household identification and verification of households that participate in the Activity.

·        Support the MEL Director in coordinating the baseline, mid-term evaluation and final evaluation, along with other key research activities.

·        Build the capacity of all relevant team members to implement program monitoring tools, accurately enter program data into relevant databases, and enable them to develop excellent reports and other documents.

·        Build the capacity of our local partner organizations through ongoing training and support on: monitoring tools, entering program data into databases, the development of reports and other documents.

·        Design and implement a community workshop to define baseline measures and indicators of progress that the community can use to evaluate the effectiveness of the program.

·        Document lessons learned and success stories on the project.

·        Ensure adherence to program management minimum standards in carrying out his/her duties, advising and supporting other staff in the same as required.

·        Disseminate research learnings and recommendations to team members, beneficiaries and other relevant audiences.

Finance & Compliance Management

·        Ensure compliance with donor and Mercy Corps regulations related to food security programming.


·        Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission

·        Other duties assigned.


Qualifications, Skills and Experience:

·        The ideal candidate must hold a Bachelor’s degree in management, statistics, economics, social science or related field.

·        Three years of experience in monitoring and evaluation of nutrition, food security, agricultural livelihoods or value chain development programs.

·        Good understanding and skills at data management.

·        Strong computer literacy with a full knowledge of MS Office applications.

·        Strong knowledge of mobile data collection tools and best practices. Experience with case management systems preferred.

·        Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.

·        Strong team coordination, listening, and consensus building skills.

·        Fluent in both spoken and written English. Fluency in spoken N’Karamojong preferred.

·        Able to drive a motorbike safely, valid license. Preferred but not required.

·        The successful MEL Officer will combine exceptional management skills and experience in building and maintaining partner relationships. S/he will have an ability to think creatively about operationalizing and improving the M&E system of the program. S/he will have proven experience with cross-cultural team and capacity building, individual staff development and strong mentoring skills.

Job Summary:  The Community TB DSD Resource Persons will work collaboratively with Facility TB Focal Persons, TB DSD mentors and community structures in their catchment area to provide community TB services towards achievement of UN high level targets on TB case identification, treatment success and prevention.


Key Duties and Responsibilities:  

·        Support contact investigation and related documentation for all index TB patients.

·        Support identification of TB hotspots, community TB screening and linkage of presumed TB cases to TB diagnostic services (physically or referral of samples)

·        Support continuity of TB treatment and preventive therapy for all eligible individuals within the community

·        Maintain up-to-date TB patient retention tools including TB patient’s locator forms, appointment books and TB follow up logs.

·        Support TB patient appointment tracking, reminders and follow up of missed appointments

·        Identify potential community drug distribution points to inform selection of appropriate ones for a specific group of TB patients

·        Monitor TB patients’ retention in the DSD modality of their choice and support ongoing awareness on TB services available within the communities

·        Support identification of TB treatment supporters and continued provision of psychosocial support to TB patients within the community.

Qualifications, Skills and Experience:

The role will lead on research and analysis of political, social and economic trends in the country, as well as the efficacy of policies and its implementation, in order to identify key focus areas for civil society advocacy interventions. This position will also be responsible for: visioning, planning, implementing and evaluating our policy agenda.


Key Duties and Responsibilities:  

·        Provide strategic and operational leadership on development and implementation of an

·        advocacy strategy to deliver impact in relation to UNNGOF’s strategic plan;

Job Summary: Reporting to the Programmes Manager, the Disability Inclusion Officer will support the WeAreAble! Programme to ensure full inclusion of persons with disabilities in all programme interventions. The WeAreAble! Programme aims at influencing laws, policies, practices and norms for improved food security by engaging public authorities, men, women and youth with disabilities and other exclused groups. It is a multi-country programme and in Uganda the programme will be implemented in Arua, Yumbe, Nwoya and Omoro.


The Disability Inclusion Officer will be responsible for programme activities to be delivered on time, to the required quality standards, and meeting both programmatic and financial targets. S/he manages relationships with a wide range of groups, including consortium partners, Disability Inclusion Facilitators, Organisations of Persons with Disabilities, Local Government Actors and all project stakeholders. The Disability Inclusion Officer is also responsible for managing the work of Disability Inclusion Facilitators, allocating and utilizing resources in an efficient manner. The Disability Inclusion Officer is an expert in project implementation and partnership management and has strong affinity with disability inclusion. He/ she has further experience with facilitation field implementation and building synergy among implementing partners


Key Duties and Responsibilities:  

·        Support the project in development of project annual work plans and budgets.

·        Ensure timely and quality implementation of project interventions against set targets.

Qualifications, Skills and Experience:

·        The ideal candidate must hold a University Degree in field relating to humanitarian and development work, program management or a relatable field

·        Three years of experience working in Non-Governmental Organization, ideally focused on implementation of projects in a consortium and through sub-grantees
